The RV saga continues with the election cycle. So far it is just more U.S. threats and still now solid plan as to how to accomplish this task of disarming these factions and PMF. A list of his potential cabinet members has been reviewed by the US. Many were not acceptable as they had close ties to Iran. Meanwhile the May 27th deadline for Zaidi to form his government looms.

STATUS OF THE RV
I need to come to you today to clarify some wrong news being put out. Yes, you know who the culprits are, don’t you.
It is simply an ignorant notion to thing that the US is going to allow the reinstatement of the Iraqi dinar under the current situation in Iraq. Folks, it has been over 5 months already and still they don’t have a government in place. Some call this process democracy but many more call it a ‘dysfunctional process’ and there is work to be done to fix it, but a later elections cycle. Meanwhile many say that the CBI is working in the background and can actually independently reinstate the dinar at will, if Ali Al-Alaq wants to. They bash al-Alaq for the hold up and accuse him of being Iranian influenced. This notion too is wrong and simply not inline of what is really going on in Iraq. So, I encourage all my readers to be careful of this other rhetoric on these internet sites. I try to bring honest news to you. Please absorb it and go with it…..
I can see that some of these sites copy and paste my information directly from my Newsletter. This is plagiarism if you don’t at least give me some credit for it. A simple nod or kudos to Mnt Goat would be nice! Also do you help out with appreciation $$$ to keep the Newsletter and all the research alive along with my other faithful members of my blog. Don’t you think that maybe you should help out since I am suppling you with most of the information for you own blog?
Again, I have to say that many of you might be discouraged and fed up with hearing over and over again about these damned Iranian factions and PMF still working inside Iraq. Remember that the Iraqi parliament even passed a bill paying the PMF while many Iraqi citizens go hungry and without jobs. Yeh… guess what, I am also fed up. But this is reality. We can follow all the banking and other White Paper reforms we want, but the reality is that there is still the political side and it must catch up to the economic/financial side. Especially now with the Trump attention turned to the middle east, it is more important then ever. But they are failing miserably and showing the world just how incompetent they are of governing themselves. This is what it all boils down to. I am not going to paint a rosy picture and lie to you.
I see many of these intel sites reviewing the banking reforms and other issues behind the scenes. This is all good news and very informative. But when they lead on that the RV is coming as a result and is imminent than I have a problem with it. It is a trap and they are falling for it.
So, what is in the news this period?
Let’s first take a peek at the article titled “SUDDEN ‘VETO’ FROM IRAN THWARTS GOVT FORMATION EFFORTS IN IRAQ”. Am I missing something or what? This article is very revealing proof of what I have been telling my readers what I have been saying all along. Iran feels it can interfere with Iraqi elections but the US should not? I don’t get the hypocritical attitude of Iranian leadership. Oh… but I do get it. They are corrupt and want Iraq as their puppet proxy state, especially now at this time. They desperately need the money laundered to Iran.
Two Iraqi officials revealed on Sunday that a sudden “veto” from Iran has thwarted efforts to form a new Iraqi government. Iran has expressed its objection to keeping pro-Tehran armed factions out of the new government.
Tehran has demanded that the ruling Shiite Coordination Framework refrain from voting in favor of a cabinet lineup that “harms the influence of its allies” in the Iraqi state, the officials told Asharq Al-Awsat.
Should Iran resort to informing the Framework MPs to refrain from voting for al-Zaidi’s cabinet, Washington may in turn increase pressure on Baghdad, such as imposing sanctions and cutting off support, to get its way, a senior advisor in an influential Shiite party told Asharq Al-Awsat.
The ongoing dispute between Washington and Tehran may lead to al-Zaidi quitting as PM-designate, he warned.

So, here is yet another bit of news we will want to pay attention to. The title is “HERE’S WHY MAY 27th IS NOW CRITICAL FOR IRAQ’S FUTURE AND THE WEST’S MIDDLE EAST”
So what happens if al-Zaidi is unable to form a new government by May 27th?
Under Article 76 of the Constitution, the President (Patriotic Union of Kurdistan member and former Environment Minister, Nizar Amedi) has 15 days from the date of the deadline’s expiration (taking us to 11 June) to task another candidate with forming the Council of Ministers. The new nominee then receives their own 30-day window to present a cabinet and government program to the Council of Representatives, and so the process would continue until any of the subsequent Prime Minister-designates can form a new government.
In 2020, two consecutive Prime Minister-designates failed to take office after proving unable to assemble a cabinet with parliamentary support. In the interim period, the outgoing government – currently led by al-Sudani – would continue to function in a caretaker capacity to prevent a political vacuum.
This election could drag out all through the summer. Do you see it too? So, let’s not go off half-cocked with these ideas that the RV is imminent just because they now have a prime minister designate. This is obviously stupid to say at this point in time since there is no evidence to back up this claim. The show is not over until the fat lady sings…. lol… 😊 But let’s pray for the best and for an honest, competent person will take over the helm and move Iraq forward not backward. Are you praying for Iraq?
I firmly believe that this current election process in Iraq is like no other and this Iranian worldly influence is finally being challenged as it should have decades ago. Yes it has come to a head, the final straw. It is much, much too hard now to counter this threat as they have let this go way too long already.

Next let’s see what Zaidi is up to in appointing the new cabinet in the article titled “WARNINGS AGAINST “MINISTERS OF FAILURE”… ADAI CALLS ON AL-ZIDI TO CONFRONT THE PRESSURES OF THE BLOCS AND APPOINT COMPETENT INDIVIDUALS TO MINISTERIAL POSITIONS.” How many times must we read these types of articles over these past many election cycles. Yes, they are always filling these high paying govt jobs as favoritism rather that real skill to do a competent job. Is this also why we sit here over 20 years still waiting for the RV?
We are about to see it again with Nouri al-Maliki getting either a vice-presidential position or even now he wants the minister of oil, a Zaidi’s cabinet position. Did he horse trade his vote to let in al-Zaidi for this?
Of all positions in the cabinet (besides finance minister or minister of the interior) this is definitely also one you don’t want Maliki medaling around in. He will most definitely mess up the current agreements made with Kurdistan and muck up the Oil and Gas Law now on the table in parliament. We need this law done to get us to the reinstatement.
Do you see how Maliki works. He actually wants to stop the Oil and Gas Law because he knows it will bring conclusion to this constitutional requirement, something the US is demanding prior to the reinstatement. Who stopped the reinstatement in December 2012? Who was prime minister? Go figure! This guy is bad news for any real progress in Iraq. They use these key positions to compromise votes, horse trade and manipulate the economy. He is a very confrontational person and hates the Kurds.

On Wednesday, economist Ziad Dawood “painted a “bleak” picture of the future of the Iraqi economy in light of the sharp fluctuations in global oil prices, warning that the country could find itself facing “bitter choices” within a few months if the growing financial gap is not addressed.”
In remarks made during economic discussions at the Iraq Dialogue Day at the Atlantic Council in Washington, which was attended by a correspondent from Shafaq News Agency, Dawood explained “that Iraq is currently experiencing a state of “excessive dependence” on oil revenues, which makes its budget more vulnerable to external shocks than it was in the crises of 2008, 2014 and 2020”.
Yes, yes, yes, tell us something we don’t already know…. This backs up the reasoning for privatization of the economy. In other words, going to a capitalistic system moving away from a socialized economy. This case with Iraq is a case in point as to why any country would not want socialism over capitalism.
This is funny because when I talk to my CBI contact, she says there is no financial gap. There is plenty of money to pay salaries in the CBI reserves, if necessary. Also, the oil is flowing through the pipelines and there is plenty of $$$ to pay the bills. The oil is bypassing the liability of Strait of Hormuz and the embargo is letting Iraqi oil tankers through the strait anyhow. So, what is all this rhetoric they keep pushing about some ‘bleak’ picture? There is no crisis except for the election and having a sound government in place.

Speaking about the Private Sector (refence to above comments) there are two articles about this topic in today’s news and so Iraq should keep moving ahead regardless of the election saga. But can it? How far can it go with caretaker prime minister? The economy can only go so far as it needs the legislative branch. As you know this is the prime minister’s cabinet. It will need the cabinet to compile the necessary laws to help with building the private sector for Iraq. Currently the GOI is in limbo with only a caretaker government which is restricted.

Economic expert Dirgham Muhammad Ali affirmed that the government salary crisis, which is driving operational spending to record levels, is a top priority for the incoming government.
Yes, Iraq desperately needs to move this expenditure to the private sector. They have been talking about this for over 20 years and so why are they still on a socialized welfare system? There is only one answer to this question and that is they are not taking calculated risks and already missed one of the most important moves in missing the 2012-2013 reinstatement of the dinar. They are now paying the price of missing this ‘unprecedented opportunity’ in 2013 as Dr Shabibi told us in his 2015 interview. But this keeps the corruption moving to Iran while Iraq suffers.
In a statement to the Iraqi National News Agency ( NINA ), he said, “Economic reform of the current situation begins with supporting the private sector to expand and become the foundation of the labor market, making it more attractive than government jobs.”
This is exactly what president Trump plans to do in Iraq but first it needs the meddling of Iran out of Iraq both politically and military. He is planning on a massive amount of Us companies investing in Iraq. But he can’t convince them to invest while terrorists are within the government and walk the streets.

We must all remember that a new digital dinar is not good unless you can use it. How would you use it if you don’t have the electronic systems infrastructure to handle it. This Zain Mart is yet another indication that Iraq is moving ahead with the digital currency and will do it soon. They are using Iraq as their Beta test on a country-wide digital currency. They do not plan to roll it out until they are ready to complete the redenomination to the newer lower denominations. Remember also that they still intend to have limited cash too. It’s going to be a slow rollout.

SUMMARY
While President Trump visits China, his Iraqi envoy and ambassador await the plan from the designate prime minister as to how he intends to handle these factions and PMF within Iraq. In many of the recent articles we read about the Washington stance on this issue. It is not going to just go away. This is the final straw as the Trump administration had even talked about this issue way before the Nov 11 elections. It seemed it was ignored. Now its down to the wire.
Meanwhile we are seeing a move by Nouri al-Maliki to try to stop the Oil and Gas Law, a law already implemented in practicality but needs to be passing by parliament and put in the Gazette to be official and enforceable. Every time I hear about this idiot Maliki getting involved in something it goes to ruins. He is trying to get the minister of oil position in the new cabinet, go figure.
Meanwhile the CBI keeps moving ahead with banking reforms. I am not even following them too closely any longer as these reforms, as I am told by my CBI contact, are all part of the White Paper and the White Paper is as done as they need it to reinstate the dinar and go international.
However, a bit of news that did catch my eye is with the ‘Zain Mart’ that will support the new Iraqi digital dinar, when it comes. I am told it will not come until they are ready for the Project to Delete the Zeros as they plan to roll them both out consecutively. One will support the other. The digital side will allow the CBI to significantly reduce the amount of paper currency in circulation. It will also allow for a greater control of the dinars and prevent the mess they are now experiencing with the parallel market (black market) for the dollar. They do not want this to occur once they repeg to the new basket of currencies when they go to FOREX. I am told that there is going to be a massive educational effort as they get closer the digital dinar rollout. Now I don’t mean to scare anyone with this digital dinar as it will be phased in slowly as more and more of the paper is absorbed through the Project to Delete the Zeros.
Many of you might say – oh…. but we thought they printed all these newer lower denominations and so what do they now do with them. There will still be cash, get it? Folks, this all has been planned over a decade ago and so the amount of the newer lower denominations necessary to support the economy coincides with the digital dinar project and no more. Yes, they might have to print more if the digital does not take. Remember it will be a SLOW rollout as no one is a genius as to what is actually going to happen when they decide to conduct these projects. It may lead to inflation or not.

Let’s keep our prayers alive. There is a deep spiritual dimension at work today bringing about this reset. I believe we are closer than ever for the dinar to get reinstated. But first things first. part of the mess in the US must be cleaned up too.. Then certain laws in Iraq must be passed. By now everyone should be fully aware of these events that caused delays in the currency reform process. This is not rocket science to understand.

You can hear it when they talk and make their grand speeches about democracy. They did not choose a Constitutional Republic for nothing. There were hundreds of years of background and corruption behind their decision. They did not want America to go the way of the past in Europe.

Will this eventually lead to all taxes being taken off of gasolene permanently including local, state and federal gas taxes which are nearly 75% of the cost of gas at the pump?
Anything will help but let’s try a lot better than that. How about the state tax and other taxes on gas at the pump. Has this become an ‘essential’ item. Should we even be taxing gasolene in the first place. Hey… who thought of this tax anyhow? What a brilliant idea!

To understand what is really going on in Michigan we must first realize that the Federal government is finally auditing all the state’s election processes. This is something that is the legal right of the Federal government. States, as we know, have the US Constitutional right to run their own election process. This does not mean it can be corrupt and fraudulent. With all the allegations of these many past elections, it is time for the Federal government to step in and conduct these audits. It is way overdue. So why are the democrats fighting it so much? Are they afraid of ‘pandora’s box” and what will be found inside of it?
But there is more. As these BLUE states refuse to cooperate with the Federal government more and more corruption then surfaces and we begin to see patterns as to why they don’t want the Federal govt nosing around in their business. Yes, this corruption has gone on for so long it is a way of life now and they actually think they are entitled to it. How dare the Federal government (under Trump) audit them, they say. Yes, once again using the Trump narrative as their lame excuse for not wanting oversight and accountability.
The level of all this corruption is just blowing my mind. I never thought it was this bad. But did God not tell us it was and they He is going to clean it up.

SALARIES AND CURRENCY VALUE
Dawood defined the concept of “economic crisis” in Iraq with two main axes that represent the existential obligations of the state:
1. Currency stability: Maintaining the dinar’s peg to the dollar at its current levels.
2. Salaries and obligations: The ability to pay employee salaries, wages, and pensions without delay.
Daoud warned that failing to meet either of these commitments would mean entering “the mother of all crises,” stressing that the process of “currency revaluation” (devaluing the currency) is a painful process economically and socially.
NARROW SAFETY MARGIN
The economist presented a detailed calculation to estimate the length of time Iraq could withstand the decline in oil revenues:
Reserves: The Central Bank of Iraq has approximately $100 billion.
Currency cover: To ensure the stability of the dinar and maintain the circulating money supply, the central bank needs to allocate about $75 billion as cover.
Available surplus: Iraq practically has only $25 billion left that can be used to cover the deficit.
Payroll: The annual cost of salaries and pensions is approximately $64 billion, which is equivalent to about $5.3 billion per month.
The result: According to Dawood, the available surplus ($25 billion) is only enough to cover salaries for five months in the event of a sharp interruption or decline in oil revenues, before the country reaches “the brink of collapse”.
POST-WORLD CUP PREDICTIONS
Dawood indicated that Iraq may experience a period of relative stability until next July, coinciding with the celebrations for the 2026 World Cup, but he expressed deep concern about the price levels and economic pressures that will follow this period.
He concluded his statement by emphasizing that Iraq faces “difficult choices,” as dependence on oil has increased rather than decreased, making any disruption in global markets a direct threat to the social and economic stability of Iraqis.

This Zain is yet another indication that Iraq is moving ahead with the digital currency. They are using Iraq as their Beta test on a country wide digital currency. They do not plan to roll it out until they are ready to complete the redenomination to the newer lower denominations. Remember also that they still intent to have cash too. Its going to be slow rollout.)

THE PRESIDENT OF THE REPUBLIC AFFIRMS THE IMPORTANCE OF SUPPORTING THE PRIVATE SECTOR AS A KEY PARTNER IN ECONOMIC DEVELOPMENT.
President Nizar Amidi emphasized the importance of supporting the private sector and enabling it to play its vital role as a key partner in economic development.
The Presidential Media Office stated in a press release: “President Nizar Amidi received today, Wednesday, Abdullah al-Jubouri, Vice Chairman of the Permanent Council for Private Sector Development.”
During the meeting, al-Jubouri provided a detailed explanation of the Council’s work, its responsibilities, and the economic vision it seeks to achieve, in accordance with developmental paths aligned with the state’s development plans, contributing to supporting the national economy and strengthening the private sector’s role in the development process.
The President stressed the importance of supporting the private sector and enabling it to fulfill its vital role as a key partner in economic development, emphasizing the need to create a suitable investment environment and remove obstacles facing businesspeople and investors, thereby contributing to achieving sustainable development, diversifying income sources, and reducing reliance on traditional resources.
He also pointed to the importance of strengthening the partnership between the public and private sectors and supporting economic initiatives that contribute to creating job opportunities and stimulating productive activity, in line with the priorities of economic reform and achieving comprehensive development.
For his part, Al-Jubouri expressed his appreciation for the President’s interest in the private sector, affirming the Council’s continued work on presenting initiatives and proposals that would support economic activity and strengthen the partnership between the public and private sectors, serving the national interest and enhancing economic stability in the country.
(Mnt Goat: Okay so why is it really so important to implement the private sector. WE have remember that the goal for Iraq is to move away from a socialize system where everything was owned by the state and paid by the state. This take time and is not as easy as most think. So, lets’ get rid of all these fancy words as in the article and get down to the basics:
1.The PRIVATE SECTOR can slowly take the burden and pressure off the GOI OF having to pay billions each month in salaries, retirements, etc. As the companies come into Iraq and create employment, they can move these commitments to the private companies. These same companies can also create pension funds to support retirements.
2. The PRIVATE SECTOR can help in the long standing goal of diversification of the country in that these private sector companies can come into Iraq and help develop Iraq’s natural resources like silica and other limited metals needed for industry.
3. The PRIVATE SECTOR can enable sustainability in that when chaos breaks out within the oil market, Iraq is no longer held hostage to the oil prices to service its citizens or marketplace.
4. The PRIVATE SECTOR as time moves on can deliver electricity, water, garbage pickup, etc. and other essential services that are normally by a private sector for a fee, fees paid by the citizens individually for the service. Again this takes yet another set of financial burdens off the GOI. )

AN ECONOMIST: THE SLOGAN FOR THE NEXT PHASE SHOULD AIM TO REVITALIZE THE PRIVATE SECTOR.
Economic expert Dirgham Muhammad Ali affirmed that the government salary crisis, which is driving operational spending to record levels, is a top priority for the incoming government.
(Mnt Goat: Yes, Iraq desperately needs to move this expenditure to the private sector. They have been talking about this for over 20 years and so why are they still on a socialized welfare system? There is only one answer to this question and that is they are not taking calculated risks and already missed one of the most important moves in 2012-2013, the reinstatement of the dinar. They are now paying the price of missing this move over and over again. But this keeps the corruption moving to Iran while Iraq suffers.)
In a statement to the Iraqi National News Agency ( NINA ), he said, “Economic reform of the current situation begins with supporting the private sector to expand and become the foundation of the labor market, making it more attractive than government jobs.”
He explained that “credit packages and legal and logistical facilitations await the private sector according to the program launched by the incoming government, which must be fundamental and focus on creating a private sector that leads the labor market and reduces state operational spending.” He pointed out that “current expenditures have begun to consume the budget, forcing the government to borrow to cover the spending deficit, which makes the shift towards the private sector a national necessity, not a luxury.”
He stressed that “current spending is the highest in the country’s history due to the increasing number of those receiving salaries and the contraction of development.”

WARNINGS AGAINST “MINISTERS OF FAILURE”… ADAI CALLS ON AL-ZIDI TO CONFRONT THE PRESSURES OF THE BLOCS AND APPOINT COMPETENT INDIVIDUALS TO MINISTERIAL POSITIONS.
(Mnt Goat: how many times must we read these types of articles over these election cycles. Yes, they are always filling these high paying govt jobs as favoritism rather that real skill to do a competent job. We are about to see it again with Nouri al-Maliki getting either a vice president position or even now he wants the minister of oil Zaidi’s cabinet position. Of all positions in the cabinet this is definitely one you don’t want Maliki medaling around in. He will most definitely mess up the current agreements made with Kurdistan and muck up the Oil and Gas Law now on the table in parliament. Do you see how he works. He actually wants to stop the Oil and Gas Law because he knows it will bring conclusion to this constitutional requirement, something the US is demanding prior to the reinstatement. Who stopped the reinstatement in December 2012. Go figure! This guy is bad news for any real progress in Iraq. They use these key positions to compromise votes, horse trade and manipulate the economy.)
MP Riyadh Adai warned the prime minister-designate on Tuesday against succumbing to pressure from certain political forces seeking to impose “incompetent” figures in the upcoming cabinet. He stressed the necessity of selecting professional ministers, free from the abhorrent quota system.
Adai told Al-Maalouma, “The current stage requires selecting a cabinet of competent and experienced individuals, completely avoiding figures who have previously proven their failure in managing the state’s key institutions.” He explained that “appointing ministers who do not rise to the level of responsibility will lead to a weak government that fails to meet the people’s aspirations.”
He added, “There is pressure being exerted by some political entities on the prime minister-designate to approve specific names lacking qualifications,” warning that “accepting this pressure will reproduce failure, and the prime minister-designate must bear full responsibility for choosing the most suitable individuals to lead the ministries.”

HERE’S WHY MAY 27th IS NOW CRITICAL FOR IRAQ’S FUTURE AND THE WEST’S MIDDLE EAST
- Iraq’s Iran-aligned Coordination Framework nominated businessman Ali al-Zaidi as prime minister-designate, but he faces a difficult 30-day deadline to form a cabinet balancing pro-Iran factions, Kurdish and Sunni blocs, and U.S. pressure.
- If Zaidi fails, Iraq’s constitution allows the president to nominate another candidate while caretaker PM Mohammed Shia’ al-Sudani remains in office.
- Iraq’s political future remains tied to the broader U.S.-Iran power struggle, with Washington, Tehran, Russia, and China all competing for influence.
After more than five months of political cajolery, threats, and infighting since Iraq’s 11 November parliamentary elections – the seventh since Saddam Hussein’s fall in 2003 – an erstwhile obscure businessman, Ali al-Zaidi, has been selected as the Prime Minister-designate of the governing Iran-aligned Shia Coordination Framework bloc. Regarded as a compromise candidate between more pro-West sitting Prime Minister, Mohammed Shia’ al-Sudani, and one of his predecessors, the pro-Iran Nouri al-Maliki, al-Zaidi now has until 27 May to form a government. This is done by selecting a cabinet, which must, in turn, be approved by Iraq’s parliament (the Council of Representatives). So, what happens if, as occurred in 2020, he as Prime Minister-designate cannot do so, and what happens if he can?
A cornerstone of Iraq’s 2005 Constitution was the safeguarding against the re-emergence of a single dominant force in Iraqi politics, especially any resurgence of Saddam Hussein’s Ba’ath Party. This meant a dispersal of executive power between three key jobs – Prime Minister, President, and Speaker of Parliament. These have traditionally been split between the three main groups in the country — the Prime Minister for the Shia Arabs (the largest demographic group), the Presidency for the Kurds (occupying the semi-autonomous state in the North), and the Speakership of Parliament for the Sunni Arabs (the other principal religious grouping). Although this power structure has indeed prevented any meaningful revival of the Ba’ath Party, it has also complicated what on the face of it looks a straightforward and quick procedure for choosing a new premier.
According to the constitution, once the general election results have been verified, the president asks the newly elected parliament to meet within 15 days. In that first gathering, parliament elects a speaker and two deputies by a simple majority vote. It can then choose a new president – provided there is a two-thirds majority for a single candidate — or extend the sitting president’s term. Once this has been finalized, the new president authorizes the bloc that holds the most seats in the new parliament to form a cabinet led by its chosen nominee for prime minister.
So what happens if al-Zaidi is unable to form a new government by May 27th?
Under Article 76 of the Constitution, the President (Patriotic Union of Kurdistan member and former Environment Minister, Nizar Amedi) has 15 days from the date of the deadline’s expiration (taking us to 11 June) to task another candidate with forming the Council of Ministers. The new nominee then receives their own 30-day window to present a cabinet and government program to the Council of Representatives, and so the process would continue until any of the subsequent Prime Minister-designates can form a new government.
In 2020, two consecutive Prime Minister-designates failed to take office after proving unable to assemble a cabinet with parliamentary support. In the interim period, the outgoing government – currently led by al-Sudani – would continue to function in a caretaker capacity to prevent a political vacuum.

SUDDEN ‘VETO’ FROM IRAN THWARTS GOVT FORMATION EFFORTS IN IRAQ
(Mnt Goat: Am I missing something or what? Iran can interfere with Iraqi elections but the US should not? I don’t get the hypocritical attitude of Iranian leadership. Oh… but I do get it. They are corrupt and want Iraq as their puppet proxy state, especially now.)

Two Iraqi officials revealed on Sunday that a sudden “veto” from Iran has thwarted efforts to form a new Iraqi government. Iran has expressed its objection to keeping pro-Tehran armed factions out of the new government.
Tehran has demanded that the ruling Shiite Coordination Framework refrain from voting in favor of a cabinet lineup that “harms the influence of its allies” in the Iraqi state, the officials told Asharq Al-Awsat.
Amid these developments, reports said that Esmail Qaani, commander of Iran’s Quds Force, the foreign arm of the Iranian Revolutionary Guards Corps (IRGC), made a surprise visit to Baghdad as Prime Minister-designate Ali al-Zaidi had reportedly been making progress in the government formation process.
Significant throughout these developments is the United States’ pressure on al-Zaidi to keep the armed factions out of the new government, reflecting mounting tensions with Tehran that are playing out on a larger scale in the region over Hormuz and the war on Iran.
Sources said Qaani had arrived in Baghdad in recent hours with a message that “Tehran objects” to Iraq’s “complete subservience to Washington.”
An official compared to Asharq Al-Awsat the tensions in Iraq over the government to the tensions between Washington and Tehran over Hormuz.
‘Purely American government’
The two officials said Iran wants to prevent Iraq from forming a “purely American government,” amid US pressure on Baghdad to curb the activity of the pro-Iran armed factions.
Al-Zaidi was named PM-designate on April 27, receiving unprecedented American backing from President Donald Trump himself, who described his appointment as a victory for the Washington administration.
A PM-designate has no more than 30 days to present a cabinet lineup to parliament for a vote of confidence. Time is of the essence with several MPs travelling to Saudi Arabia for the Hajj, meaning the necessary quorum for the parliament session to be held may not be met.
American officials are expected to arrive in Baghdad within days. Sources said Washington not only wants the armed factions out of the government, but it wants to ensure that they will not seek “alternate arrangements” that would get them in the cabinet. This prompted Iran to resort to its “veto” and throttle the government negotiations.
The disagreements over the government in Iraq largely reflect the negotiations between the US and Iran in the region that have been ongoing for weeks without reaching a final settlement.
One of the Iraqi officials quoted a prominent member of the Framework as describing as “unprecedented” the US involvement in the formation of the government. He warned that the differences could turn into an “open conflict” between Washington and Tehran, concerns that were heightened with Qaani’s arrival in Baghdad ahead of American officials who are expected there soon too.
Should Iran resort to informing the Framework MPs to refrain from voting for al-Zaidi’s cabinet, Washington may in turn increase pressure on Baghdad, such as imposing sanctions and cutting off support, to get its way, a senior advisor in an influential Shiite party told Asharq Al-Awsat.
The ongoing dispute between Washington and Tehran may lead to al-Zaidi quitting as PM-designate, he warned.
The Iraqi officials, who are involved in the government formation efforts, revealed that al-Zaidi had received messages from several parties, including the US, over the need to from a cabinet that “does not have Iranian influence.”
Negotiators have said that Washington “is now interfering in the tiniest detail” in the formation process and it has “accurate information about how the factions operate to try to outmaneuver” American conditions.
The conditions are not only limited to the government, but also include restricting the factions’ economic and political connections with Tehran, especially issues related to water resources, oil, and independence of political decision-making, revealed political sources.
Al-Zaidi has tried to keep sovereign portfolios out of the hands of the armed factions and granting them “lesser” ministries. The move has angered Iran, which was hoping that it would retain influence over powerful ministries.
An informed source said noted the Asa’ib Ahl al-Haq movement, which boasts 27 MPs in parliament and has been demanding that its political weight be reflected in cabinet. It has been demanding that it be granted the Oil Ministry, putting it at great odds with Washington.
