The RV saga continues with the election cycle. So far it is just more U.S. threats and some rational ideas being kicked around in the political circles of Iraq as to how to accomplish this task of disarming these factions and PMF. Meanwhile the commanding general of the Iranian Quds Forces in Iraq, Qaani, flies into Iraq and attempts to convince the new government NOT to disband or disarm these factions and the PMF. Go figure! What a mess Iraq has on their hands since this are being pulled from Washington on one hand and Iran in the other. All of this nonsense could have been avoided in 2007 if Iraqi leadership at the time had the balls to send these Iranians packing back home once the war with ISIS was over. My question is this- could they even? Where these Quds forces stronger than the Iraqi armed forces and they were unable to do so?

STATUS OF THE RV

As we spring into the season of Spring, things are beginning to heat up again in Iraq over these Iranian backed militia. So, let’s first cover this ongoing saga and then we will get to some positive news from the Central Bank of Iraq. Again, I will try to summarize the recent news for you in the best chronological order I can as it all happened. I will try to keep it simple. However, some of these explanations for the articles today are going to be a bit long as the articles are chock-full of information that helps our quest to learn more and more about what the hell is truly holding up the RV/Reinstatement.  

😊 So, the recent saga begins as we should be aware that president Trump made statements regarding acceptance of al-Zaidi as the designate prime minister. See the article titled “TRUMP: WHAT HAPPENED IN IRAQ IS “VERY GOOD” AND I’M HAPPY WITH THE PRIME MINISTER-DESIGNATE.” “US President Donald Trump said on Saturday that recent developments in Iraq were “very good,” expressing his satisfaction with the selection of the Iraqi prime minister-designate, in a further sign of Washington’s support for the new Iraqi leadership.” Of course, any candidate might be better than the obviously corrupt Nouri al-Maliki…lol… lol… lol… But let’s consider the new choice in these terms too. Will Trump be able to work with al-Zaidi to help make Iraq great again (MIGA)?

😊 However, as investors in the Iraqi dinar, let’s not yet go off half-cocked screaming RV!, RV!, RV!. This approval from Trump comes with a condition that the militias are disbanded and disarmed. So far, no sound plan has been proposed. See article titled “WASHINGTON IMPOSES ITS CONDITIONS ON THE NEW GOVERNMENT AND USURPS IRAQI DECISION-MAKING POWER.”

The source told the “Video News Agency” that “the United States has put forward a set of conditions related to the formation of the next government in Iraq, including a government without armed factions or the Popular Mobilization Forces, the formation of a government team with a new structure and management, in addition to completely stopping the smuggling of hard currency and crude oil.”

An informed source confirmed on Sunday that there are American conditions related to the formation of the new Iraqi government, which represent direct interference in the process of its formation, and affect the nature of sovereign decision-making and the distribution of positions within the state. Of course, the Iranians would say this since they too are interfering and don’t want the US medaling in their affairs to take over Iraq as a proxy Iranian state.

The Iranians always want to paint a picture that the US as interfering in the election process of Iraq and Iraqi sovereignty, really? These are fine words but hypocritical words from Iran as you also must include Iran in the equation too if they are truly concerned about Iraqi sovereignty. Yes, they too along with the US must then go.

😊 Next out pops this article titled “DISARMING FACTIONS AMID ESCALATING US PRESSURE.The Asharq Al-Awsat newspaper, quoting Iraqi political sources, revealed the formation of a high-level Iraqi committee tasked with preparing an executive project for disarming armed factions, in preparation for presenting it to American officials in the coming days, amid escalating American pressure on Baghdad regarding the issue of weapons and Iranian influence within Iraq.

The information indicated that the committee is operating under a mandate from forces within the coordination framework.

😊Then Muqtada al-Sadr, issued a statement about what to do with the militia. Did he just muddle up the waters and confuse things? Yes, possible solutions to the problem but are they going to work? You do remember Muqtada al-Sadr? His block actually won the overwhelming majority of votes in the 2022 election, even more than the al-Sudani block in 2026. I know we have not heard much from him in years. Remember like al-Sudani, he won a previous election but conceded his votes also to the Coordination Framework. The article is titled “AL-SADR SETS 6 CONDITIONS FOR THE NEXT GOVERNMENT AND CALLS FOR THE DISBANDING OF ARMED FACTIONS.”

I have been waiting for al-Sadr to speak up about this election and these factions. This is a very important step and shows the national consensus is to disband them. Didn’t Al-Sudani tell us this also months ago?  Why is Iraq still having this situation today?

The leader of the Shiite National Movement, Muqtada al-Sadr, issued a statement today, Friday (May 8, 2026), in which he outlined a political roadmap that includes six basic conditions directed at the person tasked with forming the government, stressing the need to achieve “the satisfaction of the people” as a top priority for the next stage.

The issue of uncontrolled weapons topped al-Sadr’s statement, in which he called on the incoming government to transform the armed factions into a formation called “Soldiers of Religious Rites,” to be under the authority of the “Hajj and Umrah Authority,” or to transform them into humanitarian relief formations. My personal opinion this is all just bullshit!

☹ Then, it was not even a few days later that Qaani came to Iraq on a surprise trip, when this news article came out titled “WALL STREET: QAANI MANEUVERS TO KEEP FACTIONS ALIVE AND AVOID DISARMING THEM.

Washington is pressuring al-Zaidi amid anticipation of the confidence vote session.

Who is Esmail Qanni? He is the commander of Iran’s Quds Forces. Qaani, urged Iraqi officials he met during his visit to avoid excluding militia leaders from the government or attempting to disarm them. WOW, what pressure from both sides Washington and now Iran!

According to information reported by the Wall Street Journal, which covered the issue of al-Zaidi’s nomination, the prime minister-designate has the support of President Donald Trump, who invited him to Washington. The newspaper confirmed that the United States strongly supports him, adding that this support from the White House is conditional on excluding armed factions from the next Iraqi government and limiting Tehran’s influence in Baghdad.

So, based on what is now going on in Iran, do you think that Iraqi leaders will listen to Qaani or the Whitehouse? Let me know what you think in the comments below.

😊 We are reading lots of articles on the timing of the new government of Zaidi (or Zaydi or however they spell his name) will be formed as they still have to formalize the list of his cabinet members and present it to parliament for a vote. I am not going to burden you will all this ongoing rhetoric and opinions from these political figures as they are going nowhere in a hurry with these cabinet choices unless they clean up their act and get these Iranian factions and PMF disbanded and disarmed. The US has taken a look at the proposed cabinet member list and disapproved many of the candidates. Many are on the international terrorist list and have ongoing sanctions on them. How stupid even to try to sneak these candidates through. These Arabs cannot be trusted.  

It an interesting article today it just about sums it all up. It is titled “WASHINGTON TIGHTENS ITS CONDITIONS, BAGHDAD WAVERS, AND THE FACTIONS BECOME A STUMBLING BLOCK FOR THE NEW GOVERNMENT.”

Gee Whiz….. they only had 5 months already to deal with them and decide what to do with them, but you know Iraq and these stubborn Arabs. The reason why they haven’t yet dealt with the factions and PMF is because they are already subservient to Iran and Iran says they must stay. Remember Qaani just came to Iraq and pressured them.
The Iraqi political scene is witnessing a remarkable escalation against the backdrop of the conditions put forward by the administration of US President Donald Trump regarding the formation of the new Iraqi government, which linked its support for Baghdad to keeping armed factions away from the upcoming ministerial formation, which opened the door to a wide political debate within the country.

I don’t want to hear anyone criticizing the Trump administration as ‘holding up the RV’. This is silly and almost sad to say these things. This Iranian issue should have been dealt with long before now with other presidents, namely Obama and Bush. Anyone telling you this, simply put is ‘an idiot’ and just shows the extent of ignorance as to what is really happening in Iraq. Getting rid of Iran out of Iraq is in part (a large part) of exactly what we need to see and will lead to the RV and Reinstatement. Get it?

😊 So here is yet another article telling us the aim is to clean out the old corruption and bring out new blood to run the country of Iraq. Oh…. does this sound familiar? Isn’t the US also making these same moves in their own government under Trump? We will soon see a flood of indictments come out there too. Remember the parallel comparison of what is happening in Iraq to what is happening in the US politics is uncanny. There must be some behind the scenes ‘spiritual’ entity working all this out. It can’t be all just coincidence. The article is titled “AL-SHAMMARI: ATTEMPTS TO BRING BACK CERTAIN FIGURES WILL NOT SUCCEED, AND THE CURRENT STAGE REQUIRES NEW FACES.”  

MP Mohammed Al-Shammari affirmed on Tuesday “that any attempts to rearrange the political landscape in order to impose certain figures back on the forefront will not succeed, pointing to the need to move beyond the names that consumed the previous phase and caused a decline in public trust.”

Al-Shammari told Al-Maalouma News Agency that “attempts to rearrange political alliances to bring some figures back to the forefront will not succeed unless they are based on a real project that serves the Sunni and Iraqi public in general,” indicating that “the public no longer accepts repeating experiences that have only resulted in political crises.” (after crisis).

He added that “the next stage needs new faces capable of overcoming the disputes and crises that have weakened citizens’ confidence in the political process,” noting that “the insistence on recycling some controversial names represents an obstacle to the stability of legislative and executive entitlements.”

Maybe Iraq also needs to change their political process too as part of this as I (as well as many politicians inside Iraq and the U.S.) believe the changes are necessary as the interpretations of a ‘majority block’ and how it is formed is all wrong and has been the cause of many delays and corruption in the election process. It also allows too much ‘horse trading’ to go on and thus allows the corruption to occur right from the get-go during the election process. This is in-fact how Iran got into Iraqi politics. I don’t believe for one second the average citizen in Iraq voted to have such an Iranian presence in the government thus be governed as a proxy state of Iran.

😊 In fact is you take the time to read the article titled “THE “FRAMEWORK” WAS SURPRISED BY THE EXTENT OF AMERICAN SUPPORT… DID IT GET INVOLVED IN NOMINATING AL-ZAIDI?” You can see that what I just said about election corruption is factual and has to change. Folks, this is not rocket science to try to understand the changes that must occur in Iraqi politics if in fact Iraq it going to be a truly sovereign nation, that they claim they are (or more like it in reality want to be) but are not yet.

The Iranian general (Qaani) rushes to Baghdad to salvage the “quiet infiltration”.
The “quiet arrangements” for forming the new government have, over the past two weeks, devolved into something resembling “open chaos,” according to a well-informed Shiite political source. This sudden shift brought the Iranian general back to Baghdad and disrupted understandings that, until recently, seemed almost finalized.


This confusion coincides with the stalled attempts at rapprochement between Tehran and Washington and the rising likelihood of a return to brinkmanship. Prime Minister-designate Ali al-Zaidi was preparing to present his cabinet this week, before these new developments pushed for a possible postponement until the end of May or the beginning of June.


Al-Zaidi now finds himself in a highly complex (very precarious) situation, caught between American pressure to remove the factions from key state institutions and escalating Iranian pressure exerted through armed groups that reject any talk of dismantling their influence or disarming.


Why did the general return?
 “Things have descended into chaos,” attributing this to “the tug-of-war between Tehran and Washington.” He continues, “Iran was apparently satisfied with the formula upon which the groundwork for the new government was laid, but now it has returned to objecting, without any clear reasons.”


On Saturday evening, information leaked about Qani’s arrival in Baghdad, just hours after Muqtada al-Sadr’s speech, in which he again warned against “the perfumer’s concoction,” a phrase he uses to refer to Iranian influence, in what appeared to be an early hint at the visit before it was reported in the media.


According to available information, Washington considered several alternative names to al-Sudani but found insufficient indications that these figures were capable of containing Iran’s influence or controlling the armed factions.


At the height of that crisis, Tehran had pushed through what became known as the “quiet infiltration” plan, aimed at repositioning the factions within state institutions through unknown figures, while superficially disarming them.


“Trump had said last Saturday evening that what had happened in Iraq recently was “satisfactory,” emphasizing that he was “happy with the selection of the prime minister-designate.”

Nevertheless, there are still no clear indications that al-Zaidi intends to confront the armed factions. Muqtada al-Sadr further complicated the situation by calling for the transformation of the armed factions into “soldiers of religious rites” – in his statement last Friday – under the authority of the Hajj and Umrah Commission, or their conversion into humanitarian relief organizations. He declared that anyone who rejects this would be “outlaws.”

The factions’ silence regarding Trump’s statements and his call to al-Zaidi, as well as his support for forming a “terrorism-free” government—a move understood by the US as targeting armed groups—was striking. This was seen as part of a strategy of “quiet infiltration.”


WHAT WILL BECOME OF THE GOVERNMENT?
Even before news leaked of Qani’s return to Baghdad, the chances of passing the cabinet this week seemed high, but recent developments have overturned those expectations.
Political analyst Wael al-Rikabi, close to Maliki’s team, says that “the pressure from the parties to divide the ministries, along with American pressure to exclude the factions, may lead to postponing the vote on the government until after the Eid holiday,”  

Is Eid al-Adha a Public Holiday? Eid al-Adha is a public holiday on may 27th this year. It is a day off for the general population, and schools and most businesses are closed in Iraq.

Remember I told you Maliki needed a position in the government to protect his against his crimes. He is now trying for the ministry of Oil in Zaidi’s cabinet, and this is causing yet more controversy too. Seems whatever he touches nobody really wants it. Yes nobody wants this ass—hole around any longer. I quote from the article- “a fierce Shiite struggle is unfolding over the Ministry of Oil, which, according to the norms within the “coordination framework,” is supposed to go to the largest bloc, i.e., to Sudani’s share.”  Maliki knows where the money is. This is always where he migrates to in the government. So, we see “according to political sources, Nouri al-Maliki is still clinging to the oil ministry and refusing to relinquish it at the last minute, despite the blow dealt to his candidate for the position.   


This next bit of news in this article confirms to us why we can’t can foreign influence in in Iraqi policies. I quote from the article – “Last year, Al-Mada newspaper, citing informed sources, revealed that parties close to Iran had obstructed agreements to resume oil exports through the Turkish port of Ceyhan, which later led to a severe crisis after the closure of the Strait of Hormuz during the 40-day war.”


Washington also imposed sanctions on leaders of the Kataib Sayyid al-Shuhada and Asa’ib Ahl al-Haq militias on charges related to oil smuggling and the financing and arming of groups linked to the Iranian Revolutionary Guard and Hezbollah.
Among those sanctioned was Laith al-Khazali, brother of Asa’ib Ahl al-Haq leader Qais al-Khazali, whose name had been circulating as a potential candidate for the Ministry of Interior.

OIL AND GAS LAW

I keep bringing this law up for review as to where we are in the stages of getting this law passed and into the Gazette. The US has told Iraq this law is essential to completing all their 2005 constitutional requirements as they must be fulfilled prior to moving to a member once again of the international community (this move means a reinstatement of the dinar back on FOREX).

😊 So, here we go again folks. Yes, the Oil and Gas Law (or better known as HCL) has raised it’s head again, but for the good of our investment. Can parliament get this law passed? This is actually the very first time a sound law acceptable by both Kurdistan and the GOI has been presented to parliament to put into law. In fact both are already abiding by its conditions as if it were already put into law.

Let’s see what the current developments are in this direction of finally getting this law passed. The article today is titled “OIL AND GAS LAW: WILL THE CURRENT PARLIAMENTARY SESSION SUCCEED IN RESOLVING ONE OF THE MOST COMPLEX ISSUES?”

The oil and gas law is imposing itself as one of the most sensitive issues within the Iraqi scene, amid increasing questions about the ability of political forces to pass it during the current parliamentary session. As you may recall Article 112 of the new Constitution of the Republic of Iraq requires the enactment of a law to regulate the oil and gas sector. To date, however, no such law has been enacted. It was supposed to be completed must months after the ratification of the new Iraqi constitution in 2005. It is decades overdue.

The spokesman for the Iraqi Ministry of Oil, Sahib Bazoun, confirmed on Tuesday (May 12, 2026) “that the oil and gas file between Baghdad and Erbil will not witness complete stability until the oil and gas law is approved within the House of Representatives, noting that there are existing understandings between the federal government and the region regarding the management of the oil file.”

Bazoun said that there is an agreement and a political decision between the two parties, but that enacting the oil and gas law during the current parliamentary session represents the most important step to ensure the stability of the oil relationship and preserve the rights of all parties.

I quote from the article: “The Oil and Gas Law is one of the most prominent controversial laws postponed in Iraq since 2005, as it is related to regulating the management of oil wealth and the distribution of revenues between the federal government, the Kurdistan Region and the producing governorates, amid repeated political and economic demands to resolve it in order to end the disputes related to oil exports and contracts.”

So, do you think getting this law implemented is important for the STABILITY sake of Iraq, as the governor of the CBI Ali al-Alaq keeps telling us they need STABILITY and SECURITY. Yes, I have confirmed with my CBI contact many times this is part of the reason why the reinstatement has not yet gone.

😊 I wanted to bring forward yet another recent article on this same subject matter of the HCL. It is the article titled “THE MOST COMPLEX ISSUE AWAITS RESOLUTION: OIL: THE OIL AND GAS LAW IS THE KEY TO STABILITY BETWEEN BAGHDAD AND ERBIL.”

WHAT ELSE IS IN THE NEW?

😊 When the CBI talks, I listen! Meanwhile, in the background the CBI continues to move ahead with the banking reforms. Are all these reforms necessary to reinstate the dinar? I am told by my CBI contact that they certainly can’t hurt but as far as the ‘White Paper” reforms, Iraq is more than ready and financially stable now to reinstate and wanted to do it in January 2026 but was held up due to the election saga. I am told it is the political side that must catch up to the financial side. Here is some good recent news titled “THE CENTRAL BANK OF IRAQ: WE ARE PROCEEDING WITH REFORMING THE BANKING SECTOR AND CALL FOR RELIANCE ON OFFICIAL SOURCES.”

“The Central Bank of Iraq affirmed its continued implementation of the banking sector reform program, as part of its strategic vision to strengthen the financial system and enhance the efficiency of banking institutions in accordance with best practices and international standards. In an official statement, the bank explained that Iraqi banks are continuing to work towards fulfilling the requirements of the second phase of the reform program, which focuses on raising compliance and governance levels, enhancing transparency, and improving institutional performance. This contributes to supporting financial stability and strengthening confidence in the banking sector.

The Central Bank also noted its ongoing efforts to support banks whose access to external transfer channels has been restricted, enabling them to meet the approved regulatory requirements and standards.”

😊 As we all should know by now or I am informing you now, if in case you don’t know, that the CBI must be able to manage the exchange rate of the dinar both pre-RV and post-RV. If it can’t manage it now the IMF is not going to let it go back to FOREX. So can they manage it? Remember also because their monetary system is coming out of the harshest of sanctions the CBI still is not yet fully in control of the dinar, as many believe. Yes, they have the power as stated in the constitution, but this does not mean they can exert that ‘full’ power yet until they have proved themselves as a nation capable of it. Thus, seeing what is not going on with the Iranian corruption inside Iraq is a prime example of not showing it fully yet. Do you get it?

In this next article it is revealing to us if they can or can not yet fully control the dinar. It is titled “THE CENTRAL BANK CONTINUES TO STRENGTHEN THE STABILITY OF THE DINAR AND THE SUSTAINABILITY OF THE CASH DOLLAR.”

The Prime Minister’s financial advisor, Mazhar Muhammad Salih, confirmed on Friday that “the stability of the exchange rate is part of the Central Bank’s monetary policy, noting that there are ongoing measures to enhance the stability of the dinar, control liquidity, and ensure the sustainability of cash dollar supplies “.So, this statement tells us there are problems and the CBI must stay on top if it. Remember also because of minor recent sanctions due the election process, dollars were temporarily cut off from the US Aid to Iraq.  

Saleh said, in a statement to the official agency followed by Al-Sa’a Network, that “the exchange rate policy and the monetary system are among the exclusive jurisdictions of the monetary authority, according to the Central Bank of Iraq Law No. (56) of 2004, which granted the Central Bank legal independence in formulating and implementing its monetary policies, while subjecting it to accountability before the House of Representatives based on Article (103) of the Constitution of the Republic of Iraq”

He added that “the Central Bank of Iraq adopts a fixed official exchange rate policy as a nominal anchor to achieve general price stability in the long term, maintain monetary balance, and reduce inflationary expectations .”

He stressed that “stabilizing the parallel market (to use the ‘official’ fixed exchange rate) is not achieved  only through increasing the injection of cash dollars for travelers and others, which represents a percentage between 5% and 10% of the total demand for foreign currency, but rather through an integrated package of continuous measures, including effective management of cash liquidity through intervention in the exchange market, controlling and regulating official demand channels for foreign currency, enhancing confidence in institutions and monetary policies, as well as developing the internal commercial and financial infrastructure .”

My conclusion is that the CBI along with help from the Finance Committee can put measures in place to help stabilize the dollar from the parallel market, but they still can not fully control these dollars and the rates above the ‘official’ rate from the paralell market (the black market, which is illegal).

Let’s keep our prayers alive. There is a deep spiritual dimension at work today bringing about this reset. I believe we are closer than ever for the dinar to get reinstated. But first things first. part of the mess in the US must be cleaned up too.. Then certain laws in Iraq must be passed. By now everyone should be fully aware of these events that caused delays in the currency reform process. This is not rocket science to understand.

WASHINGTON SENDS A NEW MESSAGE TO THE NEXT IRAQI GOVERNMENT

 
The US government sent a new message today, Friday, to Iraqi government, the next one, while reiterating its rejection of the involvement of armed factions in the next Iraqi government.

NBC News quoted a State Department official as saying that there is currently a “blurred” line between Iraqi state” and the armed factions,” he urged Iraqi government, the new one that is expected to form prime minister the assigned Ali Al-Zaidi” to sever its ties” with those groups.”

REPOSITIONING OF FACTIONS IN IRAQ… HANDING OVER WEAPONS IS THE GATEWAY TO PARTICIPATION IN AL-ZAYDI’S GOVERNMENT

Iraq is witnessing a significant political and security development: several armed factions have announced their intention to hand over their weapons to the Popular Mobilization Forces (PMF) in the near future. This move is interpreted as a political repositioning in preparation for participation in the anticipated Iraqi government headed by Ali al-Zaidi .

Informed Iraqi sources confirmed to Al-Nahar that “the factions’ move, spearheaded by Asa’ib Ahl al-Haq led by Qais al-Khazali, Kata’ib al-Imam Ali led by Shibl al-Zaidi, and Ansar Allah al-Awfiya led by Haider al-Gharazi, comes within the framework of their efforts to solidify their presence in the political arena and prepare themselves for joining the new government.”

The sources added that “this move coincides with escalating international pressure, led by the United States , which has intensified its messages to Iraqi political leaders in recent weeks, warning against the inclusion of any armed faction in the upcoming government.”

It indicates that “ Washington informed the Iraqi leadership, as well as the prime minister-designate, that the participation of any armed faction in the government would negatively affect bilateral relations, with the possibility of taking political, economic and security measures, especially in the areas of financial and security cooperation.”

Observers believe that the announcement by some factions of their readiness to hand over their weapons to the Popular Mobilization Forces (PMF) may be interpreted in Washington as a superficial step aimed at repositioning, not dismantling the military structure. These reorganizations may also be used as a means to absorb international pressure without fundamentally altering the nature of armed influence.

Strategic affairs expert Abbas al-Jubouri told Al-Nahar, “Handing over weapons to the PMF may not be seen internationally as a genuine step towards ending the presence of weapons outside the state’s control, but rather as a measure within the context of political and organizational repositioning.”

He added, “The American assessment depends on the extent of actual change in the factions’ military decision-making structure, not on political pronouncements. Any step that is not accompanied by a genuine dismantling of the armed structure and full integration into official institutions will be considered an attempt to absorb pressure.”

Testing the seriousness of integration and weapons control

Al-Jubouri warns that “reorganizing Iraqi factions under an official umbrella without changing the nature of the leadership or the sources of decision-making could entrench the duality of armed groups within the state, raising international concerns about security stability in Iraq.”

He points out that “continuing this approach could expose the next government to increasing political and economic pressures and could negatively impact the level of security cooperation and international support, thus necessitating the adoption of a clear path that ensures the state effectively monopolizes weapons.”

Conversely, analysts believe that the success of this path in modifying the international stance remains contingent on the transparency of its implementation and the extent of genuine integration within the security apparatus, free from the duality of decision-making and armed groups. Experts also emphasize that any real transformation requires broad internal consensus and direct dialogue with international parties, given the complexities of the Iraqi landscape and the intertwining of security and political issues.

Nouri said that this step has both advantages and disadvantages, explaining that one of its most prominent advantages is providing liquidity to the government that contributes to bridging the deficit, as well as making local exports cheaper for importing countries, which enhances competitiveness and supports the trade balance.

He added that one of the most significant drawbacks is the high inflation rates and the increased prices of imported goods, which directly impacts the poor and low-income groups, especially in the absence of government measures to alleviate the burdens of inflation.

THE UNIFIED TREASURY RECOVERS TRILLIONS OF DINARS AND CLOSES THOUSANDS OF BANK ACCOUNTS.

The unified treasury recovers trillions of dinars and makes tangible progress in controlling government accounts, as the Ministry of Finance announced the closure of 3,743 bank accounts and the recovery of billions of dinars from inactive accounts.

The Ministry of Finance announced on Wednesday that more than 3 trillion dinars and 333 million dollars have been returned to the public treasury account since the implementation of the unified treasury account.

A report from the Accounting Department at the Ministry of Finance stated that “the number of zero accounts that were closed in accordance with Cabinet decisions was (3743) bank accounts,” indicating that “the total amount recovered during the implementation of Decision No. (23581 of the year (2023) on inactive accounts that had been inactive for more than 5 years was 159 billion, 560 million, 226 thousand, 325 dinars, and in dollars 133 million, 866 thousand, 180 dollars.”

He added that “the amounts recovered from the dormant accounts of the public treasury amounted to 26 billion, 348 million, 90 thousand and 17 dinars, and in dollars 198 million, 304 thousand and 312 dollars,” noting that “the recommendations regarding the non-moving accounts belonging to the departments affiliated with the Ministry of Finance have been completed, as the total amount recovered for the public treasury amounted to (149220725960) dinars.”

The report explained that “the total amount recovered from the remaining balance of the unified treasury account for salaries for the year 2024, which is withdrawn monthly, amounted to large sums in dinars of 726990927864 dinars and in dollars of $458928, while other amounts were recorded relating to the remaining salaries for the year 2025 amounted to 299601275444 dinars and in dollars of $495790.”

Remaining operating expenses

He noted that “pending the end of the fiscal year on 12/31/2023, banks were instructed to withdraw the remaining operating expenses, and the total amounts withdrawn according to the unified treasury account amounted to large sums in dinars.”

The report indicated that “during the year 2025, banks began withdrawing amounts from the (old) operating expenses accounts into the unified treasury account, amounting to 293819265860 dinars.”

As part of organizing the work, after the end of the fiscal year on 12/31/2025, the cash liquidity for the operating accounts was withdrawn, while continuing to adopt the previous work mechanism to ensure the accuracy of matching between bank statements and central records.

The report confirmed that “the total amount recovered for the public treasury during the implementation of Resolution No. (24913) of 2024, related to central accounts that have not been active for more than five years, amounted to 34071023130 dinars and $9481.”

In a related context, the report explained “the implementation of the paragraph regarding the transfer of bank account balances for centrally funded entities that have not been held for five years, where an account was opened with the bank in the name of the Ministry of Finance/Accounting Department, and the necessary procedures were completed in coordination with the banks,” noting that “the number of accounts is 121 with an amount of 48958677591496 dinars and in dollars 1644977 dollars.”

Implementing the unified treasury system

She also noted “the continuation of work on implementing the unified treasury system, with advanced steps taken to address inactive accounts, where data was collected, audited and submitted to higher authorities to make the necessary decisions regarding them,” pointing out “the completion of control and oversight procedures for bank accounts, by contacting government agencies to provide a comprehensive database of the accounts they have open, whether paper or electronic.”

He stated that “in implementation of paragraph (Second 3 (a) – (b) of Resolution 24913 of 2024, which included transferring the balances of bank accounts of self-financing entities that have been more than (5) years old and those that have not been (5) years old with banks to the account opened in the name of the Ministry of Finance / Accounting Department until the committees complete the work regarding their recommendations, and in light of that, our letter No. (49) was issued on 1/5/2025 to inform the banks to take the necessary action.”

The report confirmed “the follow-up and monitoring of balances that were transferred in accordance with Cabinet Resolution (24913) of 2024 to our accounts opened at the main branch of each bank that has inactive accounts. Our circular No. (24089 on 2025/8/25) was issued to provide us with a statement for each account.”

He explained that “with regard to the recommendations that were provided to us by the committees in the ministries and non-ministerial entities formed according to Resolution 23452 of 2023, paragraph (3) thereof, a unified database of accounts was prepared for the purpose of sorting and settling those accounts and sending them to the banks according to our circular No. (12477) dated 5/11/2025 for auditing and matching the inactive bank accounts belonging to the spending units and stating any observations on them. After the issuance of Cabinet Resolution No. (373) of 2025, which included the formation of a committee, Diwani Order No. (46) was issued regarding settling the issue of inactive accounts, whereby a committee was formed headed by the Financial Control Bureau and with the membership of the Accounting Department and the Rafidain and Rasheed Banks, and all the documents were handed over to the committee member from the Ministry of Finance, according to the note of the respected Director General.”

Tightening control and oversight

He explained that “in order to tighten control and oversight of bank accounts at spending units, our circular No. (29016 on 10/30/2024) was issued, followed by circular No. (34325) on 12/23/2024, which included the creation of a unified treasury account division in the financial department of the headquarters of each ministry or entity not affiliated with a ministry or governorate, as well as for the general administrations of government banks, to create a database of bank accounts opened with them and to update it periodically.”

He pointed out that “bank account databases were received for the purpose of auditing and cross-referencing them from some of the Unified Treasury Account branches that were created in ministries, non-ministerial entities, and governorates, along with the bank account databases, after they were sent to the Unified Treasury Account branches in government banks.”

He emphasized, “Regarding the comprehensive banking system and to demonstrate the extent of its application in government banks and their branches that have joined, and the number of unified treasury bank accounts in each branch, statistics have been prepared for the purpose of preparing this memorandum.”

He pointed out that “in order to complete the monitoring of the movement and balances of bank accounts at bank branches and to access fast and reliable information, an electronic platform was created between government banks and this division according to pre-planned stages, including:

The first stage includes the accounts for the unified treasury (salaries/operating expenses) according to the Excel model that we have prepared, which includes all the information that we see as necessary in the work of the unified treasury account, according to our circular (14192 on 2025/5/25).

The second phase is subject to the successful implementation of the first phase. Our letter No. (18309 on 7/8/2025) was issued, which includes directing government banks to upload government (current) accounts via the platform.

The third phase, after the successful completion of the second phase, will involve unifying the platforms after selecting the most suitable platform that best meets the work requirements. A ministerial order was issued to form the technical team, which was tasked with unifying the platforms according to a modern work mechanism, and it contributes to implementing the steps of the unified treasury account. Successive meetings have been held, and we are now in the semi-final stages of implementing the third phase.

The fourth (targeted) stage is a developmental process that can be updated in the field of platforms or by adding any new work mechanism that is implemented according to the requirements of the work.

He continued, “Based on the request of the Investment Plan Department to provide them with the Investment Plan accounts to compare them with the accounts they have,
our circular No. 31769 dated 11/2/2025 was prepared and directed to the banks to provide us with the accounts that they printed (my investment).”

He pointed out that “in order to resolve the non-active accounts and move towards advanced steps in the unified treasury account, and due to the existence of non-active accounts that appeared at the bank branches, our circular No. (26169 on 9/15/2025) and its successor (29404 on 10/12/2025) was issued to provide us with the non-active accounts. The data received by us was collected and verified, and it was submitted to the General Secretariat of the Council of Ministers/Office of the Secretary-General by virtue of letter No. (8558 on 4/13/2026) for the purpose of presenting it at the Council of Ministers session to issue a decision regarding it.”

The report concluded that “the total amount returned to the public treasury account since the implementation of the unified treasury account until the date of preparation of the report amounted to (3683869713303) dinars and (333134691) dollars only, while the number of zero bank accounts that were cancelled amounted to (3743) bank accounts.”

OIL DISCOVERED IN IRAQ WITH HUGE RESERVES NEAR THE SAUDI BORDER

An oil discovery has been announced in Iraq with reserves approaching 9 billion barrels, according to details obtained by the specialized energy platform, issued from Washington.

The announcement of the oil discovery within the “ Qarnayn ” area came during Oil Minister Hayyan Abdul Ghani’s reception on Wednesday, May 6, of a delegation from the Chinese company Zhenhua, in a move that supports Baghdad’s strategy to raise its production capacity to 6 million barrels per day by 2029.

During the meeting, developments in the work in the “Al-Qarnayn” exploration area, along with the East Baghdad South field, were discussed, in the presence of the Director General of the Central Oil Company, Muhammad Yassin.

The Minister of Oil confirmed the discovery of oil in Iraq in the Al-Qarnayn block, which was referred to the Chinese company as part of the fifth supplementary and sixth licensing rounds during 2024.

Abdulghani stressed the importance of accelerating the pace of work to achieve the goals of oil projects, in order to ensure the sustainability of crude oil production and maximize the benefit from associated gas.

Two Horns Field

The Al-Qarnayn field is the first exploration block to record an oil discovery within the blocks offered in the fifth supplementary and sixth rounds, demonstrating the great potential of undeveloped areas in Iraq, especially in border areas.

An oil discovery was made in Iraq in the Shams-11 exploratory well, which began drilling on January 10, 2026. On February 24, 2026, hydrocarbon reservoirs were reached with estimated reserves of approximately 8.8351 billion barrels.

The new oil discovery in Iraq is located within the (MUS) formation at depths ranging between 1916 and 1965 meters, with an initial production rate of approximately 3248 barrels per day.

The oil discovered in the Al-Qarnayn area is classified as light oil, which enhances its economic viability and ease of development.

The Al-Qarnayn area is located in the southwest of the country within the borders of Najaf Governorate, along the Iraqi-Saudi border, and is considered one of the promising exploration areas, as it extends over an area estimated at about 8773 square kilometers.

The large geographical extent reflects additional opportunities for the existence of other potential reserves, opening the way for further exploration operations during the next phase.

The oil exploration, development and production contract for the block was signed on October 17, 2024 between the Middle Oil Company and North Petroleum International, wholly owned by the Chinese company Zhenhua, as part of the oil licensing rounds.

The contract came into effect on November 18, 2024, before operations were subsequently transferred to Qurnain Petroleum Limited, which took over management of the block starting from May 17, 2025, as the new operator of the project.

During the meeting, Zenhua reviewed the ongoing work stages, both in the Al-Qarnain area through the operating company, and in the East Baghdad South field, where EBS is working to increase production rates.

The company proposed the idea of ​​rapid investment in the exploration block, which would contribute to accelerating the conversion of discoveries into actual production, and maximizing economic returns in the shortest possible time.

US SANCTIONS IRAQI DEPUTY OIL MINISTER FOR ALLEGEDLY DIVERTING FUNDS TO IRANIAN PROXIES

RBIL, Kurdistan Region of Iraq – The US on Thursday announced new sanctions targeting Iraqi individuals and businesses allegedly exploiting the country’s oil sector to support Iran and its proxies, including the country’s deputy oil minister Ali Maarij al-Bahadly.

The sanctions target Bahadly for being “instrumental in facilitating the diversion of Iraqi oil products” to benefit Iran-affiliated oil smuggler Salim Ahmed Said and the Iran-aligned militia Asa’ib Ahl al-Haq (AAH), the Treasury Department’s Office of Foreign Assets Control (OFAC) said in a statement.

AAH is a pro-Iran armed group that is part of the state-integrated Popular Mobilization Forces (PMF) and is designated as a terrorist organization by the US, having been responsible for numerous attacks on US diplomatic and military facilities.

“For years, Maarij has used his official positions—first as the head of the Iraqi parliament’s oil and gas committee, and then within the Iraq Ministry of Oil—to enrich Said, AAH, and by extension, Iran,” the OFAC added.

The deputy briefly served as acting oil minister in 2024 when his superior, Hayyan Abdul-Ghani, required a medical procedure in the US. Bahadly at the time said that “all the administrative and financial powers granted to the minister” were bestowed upon him during the latter’s absence.

“Like a rogue gang, the Iranian regime is pillaging resources that rightfully belong to the Iraqi people,” said Secretary of the Treasury Scott Bessent. “Treasury will not stand idly by as Iran’s military exploits Iraqi oil to fund terrorism against the United States and our partners.” 

The sanctions, which come as part a large-scale US campaign dubbed Operation Economic Fury seeking to disrupt Iranian revenue sources, also target an economic official for AAH, Mustafa Hashim Lazim al-Behadili, who also owns a number of companies in the country’s oil sector.

“Following the US withdrawal from Iraq in 2011, al-Behadili played an important role in developing an oil trucking and security unit, allowing AAH to become a dominant actor in the Iraqi metals industry, as well as enabling AAH’s entrance into fuel oil theft, which focused on stolen or subsidized oil,” the OFAC said.

Last month, the US Treasury Department announced sanctions targeting seven pro-Iran Iraqi militia commanders “responsible for planning, directing, and executing attacks” against US personnel and interests in the country during the war with Iran, including Kataib Hezbollah, Kataib Sayyid al-Shuhada (KSS), Harakat al-Nujaba, and AAH.

A senior KSS official, Ahmed Khudair Maksus Maksus, is also targeted in the latest sanction package for allegedly arranging “the payment of millions of dollars to Hizbollah to facilitate the purchase of weapons, and coordinated logistics related to the transfer and delivery of the weapons with Hizbollah associates.”

Many of the militias mentioned are part of the Islamic Resistance in Iraq, a network of Iran-aligned Iraqi Shiite militias linked to Iran’s Revolutionary Guard Corps (IRGC).

    Mazhar Mohammad Saleh, economic and financial advisor to the Iraqi prime minister, stated that the decision of the United States to withhold $500 million from Iraq is “very limited” in scope, confirming that the transactions of companies with the Central Bank of Iraq (CBI) are continuing and proceeding normally.

    The Wall Street Journal first revealed on Tuesday that President Donald Trump’s administration had blocked a cargo plane carrying nearly $500 million in physical banknotes to pressure Baghdad into curbing Iran-aligned militias. 

    Five Iraqi sources told Reuters today that the move was limited to shipments of physical U.S. currency, totaling between $450 million and $500 million, which are periodically flown into Baghdad.

    Meanwhile, currency market volatility saw the US dollar reach 155,000 IQD per $100, while the euro and British pound climbed to over 180,000 and 203,000 IQD, respectively.

    Although the CBI currently maintains approximately $97 billion in foreign reserves, geopolitical instability and declining oil revenues threaten the original projection of exceeding $100 billion by 2029. 

    Saleh: U.S. Withholding of $500 Million Has Limited Impact

    Saleh said that “Dollars are being provided continuously and without interruption to merchants and for foreign remittances, and the U.S. decision to withhold $500 million from Iraq is very limited and will have a 5% impact.”

    He emphasized that there is a significant distinction between the cash dollars allocated to travelers at airports, approximately $3,000 per tourist, and the provision of foreign commercial financing, which is carried out through remittances and the international banking system.

    “The halt of dollar inflows from America to Iraq is related to a very limited portion of the demand for dollars, not exceeding 5%, and this is linked to meeting the cash needs of tourists,” he added.

    U.S. Dollar Restrictions Are ‘Logistical’ Not ‘Political’

    Saleh emphasized that Washington’s decision is “logistical and not a political one.”

    “The reduction in dollar remittances is related to the suspension of air travel, which has affected the transportation of cash dollars and goods, due to geopolitical tensions in the Middle East and Gulf countries. This is a temporary situation and has nothing to do with politics,” he noted.

    95% of Iraq’s Foreign Currency Needs Are Met

    The advisor further highlighted that transactions between companies and the Central Bank are ongoing, with these transfers fulfilling approximately 95% of the market’s demand for foreign currency.

    Prime Minister-designate Ali al-Zaidi has 21 days remaining to present his cabinet before the May 27 constitutional deadline.

    Al-Zaidi Near Cabinet Consensus; Key Ministries Pending

    Information obtained by Channel8 indicates that al-Zaidi’s negotiations with political blocs are progressing toward a consensus, with a vote on his cabinet likely to take place in the Council of Representatives next week.

I think the U.S. is pushing very hard right now for Iraq to free themselves from Iran, the whole election drama that we have been witnessing is proof of that, and now Sadr has put out a list of demands for the next government to put into effect, the main demand being the disarmament of the militias and their repurpose into productive groups for the people as well as demanding the end of the corruption in the government. It seems that these armed militias time is up, as far as the conditions you have mentioned in this post as being necessary for us to see the PTDZ’s, I believe all that is being taken care of as we speak and the powers that be have a plan that is taking all the list requirements you mentioned in your 9/16 post into consideration with everything we are seeing happening right now, so not specific in other words.

We have lost the momentum we had, we give them a document to sign if not signed we start taking out infrastructure gradually. The people sooner or later have to rise up an take over so far that has not happened. Use strong overwhelming force quickly. The people have to rise up. NO ONE SAID THIS WOULD BE QUICK AN EASY.
