AL-SUDANI DECLARES WAR ON OIL MAFIAS.. A HIGH-LEVEL INVESTIGATIVE COMMITTEE TO PURSUE CORRUPTION AND STOP THE ECONOMIC BLEEDING.

 
Prime Minister Mohammed Shia al-Sudani ordered the formation of a high-level investigative committee on Saturday to investigate suspicions of smuggling Iraqi oil.

His office said in a statement received by Al-Mada that “Prime Minister Mohammed Shia al-Sudani has directed the formation of a high-level investigative committee from relevant authorities to investigate information received about suspicions of corruption in the mixing and smuggling of crude oil and petroleum products, whether in Iraqi ports or within territorial waters.”

Al-Sudani stressed “the need to avoid complacency in this matter, and that the committee will submit its recommendations, after completing the investigations, to the Council of Ministers to take appropriate measures in accordance with the law, ensuring support for the national economy and the protection of public funds.”

ARAQCHI: IRAN AGREES TO ENRICHMENT RESTRICTIONS IN EXCHANGE FOR LIFTING SANCTIONS

 Iranian Foreign Minister Abbas Araqchi confirmed in an article published in the British newspaper The Guardian, that Tehran is ready to reach a “real agreement” that includes restrictions on uranium enrichment in exchange for the lifting of Western sanctions imposed on it.

Araghchi stressed that missing this “brief opportunity” could have dire consequences for the region and the world, calling for giving diplomacy sufficient time to achieve satisfactory results.

In another part of his article, the Iranian foreign minister referred to his country’s military capabilities, saying that the Iranian armed forces “are capable of defeating Israel,” and that the latter “will have to seek aid from the United States.”

Araghchi explained that Iran does not seek escalation, but at the same time, it will not compromise in defending its sovereignty, warning that the alternative to a diplomatic path would be further tension and instability in the Middle East.

(Oh…Iran speaks nothing of its terrorist activities. I think we should not agree with this proposal and tighten even the sanctions. Iran is ready to fall and it would be the best thing for the entire world.)

STATUS OF THE RV

The clock in ticking Tic Toc for Iraq to resolve the issues that the US has stated many times to them. Let’s not lose sight of past news to see the current progress. I have an archive that can help refresh everyone’s memory. This is an ongoing RV saga.

The CBI, through my contact, has told me that they are moving ahead with the Project to Delete the Zeros, under the assumption that these issues will all be resolved. Personally, I don’t believe they all will be resolved in time for January 2026 reinstatement but that is my opinion and I hate to give opinions but I base this on the sloooooow past performance of Iraq. But remember too that negotiations happen on many fronts and so if Iraq does not perform on all of these issues, the US may consider the priorities higher on their list than others. I will leave it at that….

WOW! WOW! WOW! Iraq is quickly heading to a financial superpower. Please take peak at the article titled “IRAQ’S NON-OIL REVENUES JUMP TO 7 TRILLION DINARS THANKS TO REFORMS.”  So, we have read past articles and witnessed all the efforts that Iraq has taken in reforms in all areas of banking, financial and the economy. This is how they got where they are today. This has been an uphill battle. I also do not want to exclude the efforts to overcome the corruption and money laundering to Iran. Remember also that this was money lost from Iraq that could have been used to rebuild the economy and implement many of the projects we now see in motion, except that funding is needed.

In today’s news we learn of just what the increase in revenue streams so far are from the diversification of the economy away from just the oil revenues. Again, remember diversification does not replace oil revenues but adds to them. This is remarkable that Iraq can come this far so quickly and the Development Road Project is not even fully implemented. Also, these additional funds from Customs and Tariffs are being settled now as I write the Newsletter, at least we hope. I will remind everyone that this revenue alone is said could rival the oil revenue, but it has to be managed and placed in the federal coffers for all of Iraq not just Kurdistan region to use. But I also want to be fair in that Kurdistan implements institutions that generate these revenue streams and so the Baghdad government must also consider this in negotiations. Please refer to these articles titled “BAGHDAD REFUSES TO SIGN A TRIPARTITE AGREEMENT REGARDING THE PAYMENT OF $16 TO OIL COMPANIES.” If you call from my 09/02 Newsletter Iraq talked about Two Kurdish delegations scheduled to visit Baghdad that week to reach an agreement on oil, domestic revenue and salaries in the coming months. Preparations were underway for a tripartite agreement. Well… the result was the agreement DID NOT take place and so we get this news today. Don’t worry its still all good…

The Iraqi Ministry of Oil has so far refused to sign a tripartite agreement with the Ministry of Natural Resources and oil companies operating in the Kurdistan Region regarding the payment of the $16 per barrel allocated for oil production and transportation costs for a specified period. However there is another agreement under proposal. This is expected to be approved today. Please see article titled “ERBIL PRESENTS A NEW PROPOSAL TO BAGHDAD REGARDING NON-OIL REVENUES.” The Kurdistan Region has submitted a new proposal to the federal Ministry of Finance regarding non-oil revenues, expected to reach 100 billion dinars. Non-oil revenues are one of the main obstacles to an agreement between Erbil and Baghdad on salaries and the budget.The new proposal calls for the Kurdistan Regional Government (KRG) to hand over 50% of fees collected by federal institutions and agencies to the federal Ministry of Finance. These fees include fees for passport and national ID directorates, border crossings, and a number of other institutions. Why not 100%? Kurdistan does have expenses in the operation of these institutions and agencies. Is 50% too much? They will have to show proof of expenses. I wanted also to point out they are telling us this part of non-oil revenues are expected to reach 100 billion dinars, so we get a peak as the $$ for a start of these types on non-oil revenues.

You might also want to read another article on this topic titled “MASROUR BARZANI: WE ARE CLOSE TO A FINAL UNDERSTANDING WITH BAGHDAD REGARDING NON-OIL REVENUES.” Kurdistan Regional Government Prime Minister Masrour Barzani indicated on Tuesday (September 9, 2025) that talks with the federal government regarding non-oil revenues have reached their final stages, stressing that there is hope for reaching solutions soon despite repeated obstacles.

Okay so I just presented three more articles today on this topic of finding a settlement between Kurdistan and Baghdad for getting the HCL. Remember we can’t exclude the foreign oil companies that drill and pipe the oil to the ports in this mix. They too must get paid. So, this $$ must come from somewhere, but how much? We find the proposal at $16 a barrel for processing in one of the agreements.

What I am really driving at today and hope you can understand is these are all the details that will lead to finally settling the Oil and Gas law. Remember the US has stated this is on the list of one of the issues that must be resolved. This is a critical issue and must not be overlooked moving forward.

What else is in the news….

In the article titled “GOVERNMENT ADVISOR: LINKING AL-FAW PORT WITH OMANI PORTS WILL ENHANCE IRAQ’S REGIONAL AND INTERNATIONAL STANDING” we learn that the Prime Minister’s Financial Advisor, Mazhar Mohammed Salih, affirmed on, Saturday, that the agreements concluded with Oman represent a roadmap for greater openness at the Arab and regional levels, noting that they will open the doors to partnerships with Gulf countries and international seaports. I don’t know about you but when we see this kind of news we must realize Iraq is slowly chipping away at setting themselves up for huge revenue streams. Remember the saying “that bullshit walks and money talks”? Well why would the WTO get involved with Iraq if not vast potential for trade. They mention “international standing”. What does this mean as Iraq is not yet international? But remember they already sell oil on the international market. What we are waiting for now mostly in the release of the dinar back on the international currency markets. The liberalization of the dinar. This is all part of it. This is also part of piecing together the Oil and Gas Law.

Then we read again in article titled “THE PRESIDENT OF THE REPUBLIC: IT IS NECESSARY TO ESTABLISH A SOVEREIGN FUND FROM OIL AND GAS REVENUES”   

The Iraq president Rashid stressed on Saturday the need to establish a sovereign fund from oil and gas revenues, as they belong to current and future generations. If you recall Iraq already talked about proposals to establish this fund but I don’t think the US is going to release the DFI funds anytime near. Okay now so let me explain something and put it into perspective for you today about any sovereign fund for Iraq. They have not come out and told this yet, but they will.

They will be shortly talking about what to do with all this access revenues from non-oil streams not oil revenues (at least for now). Since the petro-dollar is still in effect and thus oil revenues still go directly into the DFI fund, this is like an escrow account that does not generate any interest for Iraq. it is sad that nearly 110 billion dollars does not generate any income for Iraq. But let’s move on toa futuristic upcoming proposed of a sovereign fund and why this is important. This is important because these additional non-oil revenues do not go to the DFI fund today. Can you see it yet?

Can you see now that Iraq can generate massive investment streams from these non-oil revenues but there is a hitch. They must learn to budget off the oil revenues and let the non-oil revenues pile up. When they do pile up, and they will, they need to find safe havens of investment for this money. Then use the revenues generated for their future projects. If they can have the discipline, they can be filthy rich. By the time this happens the reinstatement will be completed already and so we might now be paying much attentions anyway to the news. All I can we all now see the massive wealth for Iraq, an investors paradise for the US companies. Iraq is honestly just beginning. So when I see articles like this one it is all telling of many stories. We must THINK about what is going on in the greater context and in the long run.

So, now is a very current article that really gets my Goat titled “AL-SUDANI: IRAQ HAS OVERCOME ALL CHALLENGES AND TODAY REPRESENTS A FUNDAMENTAL PILLAR OF SECURITY AND STABILITY IN THE REGION” in it we find that Prime Minister  al-Sudani affirmed on Monday that Iraq has overcome all challenges and is today a fundamental pillar of security and stability in the region . His office stated in a statement received by the Mail that “Al-Sudani met, in the Belgian capital, Brussels, with NATO Secretary General Mark Rutte, during which bilateral relations between Iraq and the NATO mission in Iraq were discussed .” I have to wonder if this is just lip service. Okay Ali Al-Ala then where is the Project to Delete the Zeros then. Didn’t you tell us the Iraq needed security and stability. So, why does this get my Goat? They are now telling once again they have both, as they have many times already and so where in hell is the reinstatement then? What is holding it up?

Certainly, we can clearly see it is not the CBI but some other factor to consider to get the release of the dinar.  How many times have we already heard this from Mr. Alaq? So today, let’s go back in time and read one of the CBI articles from September 23, 2024 on this subject matter, just about a year ago. What does it say. I have highlighted the parts we have witnessed since and put in a few of my own comments. These are obviously all concerns for the CBI had back then before conducting the project to delete the zeros. It was much more info that they ever gave us before. In another article from September 24, 2024, a day after, the CBI also told us back then and I quote “Earlier this year, the Iraqi federal government decided to postpone a plan to remove three zeros from the nominal value of its currency notes, citing that the current economic climate was not suitable.”

“Last year, the central bank indicated plans to redenominate the Iraqi dinar to simplify financial transactions in an economy that remains heavily centralized and oil-dominated, where deals are often conducted in cash.” So they are talking about September 2023 and 2024. Again and again always in September. Yes, it is September now…..Why does September always creep up with this news? Remember that in Dr Shabibi’s plan in 2012 he told us that in September 2012 they would begin the process of rolling out the coins and lower denominations. I am being told that we can expect news from the CBI this year in September telling us they are going ahead with the Project not postponing it again. The news will tell us all the progress that was necessary and why they decided to move ahead now – per my CBI contact.

In the past article (about a year ago) titled “AL-ALAQ: WE ARE CONSTANTLY REVIEWING THE DELETION OF ZEROS FROM THE DINAR, AND THERE ARE NO RESTRICTIONS ON OUR BALANCES IN AMERICA”. So, let’s dive deeper into this article and see the CBI views a year ago and their expectations at that time compared to the accomplishments thus far since. If you read below you will see that this article ties together the redenomination to the revaluation we expect will happen. See it? This is proof of what I keep telling you that two events are interconnected (Project to Delete the Zeros to the Reinstatement). Do you think they are now ready to conduct the Project to Delete the Zeros? Do you believe it will now finally happen?

So here is the content of the past article. Remember this is dated 9/23/24:  

The Central Bank of Iraq has reduced reliance on the US dollar in commercial transactions, according to the Governor of the Central Bank of Iraq, Ali Mohsen Al-Alaq, adding that the project to remove zeros in Iraq is under continuous review and study at the bank.

Countries remove zeros from their currency to revalue their national currency and simplify financial transactions. This is done by removing a specific number of zeros from the nominal value of the currency, making it appear less inflationary and more stable.

Al-Alaq confirmed, in an extensive interview with Al Jazeera Net, which was reviewed by “Al-Eqtisad News”, that the Central Bank responded to global economic challenges, such as rising energy and raw material prices, by amending some monetary policies in line with the international situation and to enhance confidence in the Iraqi dinar and prevent a sharp decline in its value.

He also stressed that the Central Bank of Iraq increased its holdings of foreign exchange and gold reserves to strengthen the country’s financial position and financial stability in order to enhance its ability to confront potential economic crises. These are the details of the dialogue:

What steps have you taken to address the crisis of the dollar’s ​​rise against the Iraqi dinar and reduce the gap between the official price and the black market price?

The Central Bank of Iraq has created new mechanisms to cover the accounts of local banks with their senders in other currencies (Chinese yuan, Indian rupee, euro and UAE dirham) in addition to the dollar, which has reduced reliance on the US currency in commercial transactions for the clients of these banks, as the Central Bank seeks to withdraw excess liquidity in the economy that puts pressure on the exchange rate and to prevent the exported currency from growing in an undesirable manner.

What is the status of the country’s foreign reserves?

Foreign exchange reserves are the tool used by all central banks to maintain the stability of the local currency exchange rate against foreign currencies, as well as to reduce exposure to external crises by maintaining liquidity in foreign currency to absorb shocks in times of crisis. (So, to me Alaq is saying higher “sustainable” reserves create higher stability in the currency of a country. They need stability to move ahead with the project)

The Central Bank of Iraq has a level of reserves that enables it to achieve this stability and provides it with sufficient flexibility to meet the demand for foreign currencies to meet the requirements of the balance of payments and other obligations.

According to the latest data on the level of foreign reserves adequacy, the foreign reserves of the Central Bank of Iraq cover 83.62% of the broad money supply, i.e. covering the cost of importing 15 months, while the global standard rate is 20%, covering 6 months of importing. (What more do you want to hear? WOW!)

However, foreign reserves management faces global and local challenges according to the economic nature of each country and the economic and geopolitical conditions it is going through.

What are the most prominent contributions of the Central Bank of Iraq in supporting the Iraqi economy?

The Central Bank responded to global economic challenges, such as rising energy and raw material prices, by adjusting some monetary policies in line with the international situation and to enhance confidence in the Iraqi dinar and prevent a sharp decline in its value. The Central Bank raised interest rates to counter inflationary pressures resulting from changes in global prices and domestic demand, and issued new instructions to Iraqi banks to control cash liquidity.

The Central Bank of Iraq has increased its holdings of foreign exchange reserves and gold to strengthen the country’s financial position and financial stability.

The bank also launched programs and initiatives aimed at increasing financial inclusion, including enhancing the spread of digital banks and online financial services, in addition to the Central Bank of Iraq’s contribution to sustainable development.

It also played an important role in financing economic and development projects by providing soft loans and special financing programs aimed at supporting productive sectors while continuing to finance small and medium enterprises.

So, in conclusion to today’s news I want to add that there is no ending point to the generation of wealth for Iraq. It is going to be ongoing and will increase further way after we are out of this investment. My point is this – at what point will the CBI be ready and can they get the IMF, US and World Bank to go along with them to release the reinstatement. I believe the CBI is ready now but now must convince the other entities to go along with their plan. If so, then they will begin the process and start the Project to Delete the Zeros following by the reinstatement, if all goes well with the redenomination. So, we sit and wait is all we can do.

Oh…. We can also PRAY, PRAY and PRAY some more for the people of Iraq that God will  let this abundance and prosperity reach them and so we are the byproduct of it all, as long-term investors. After all this not greed but fair for us too. As investors in the dinar, we are all partly responsible for helping to save the country and the people of Iraq and should be VERY proud of ourselves. God now needs to reward us too 7 X. Our God is a fair God.

It is amazing and there is no other way that these events could have happened the way they turned out. But there is more to come, much, much more, I assure you! Now that God has his biblical David re-elected, we need to pay attention to what He does next.

God told us it will be an “hypnotic November” and turbulent until June 2025 and so, isn’t it? June has been amazing too as promised. Was He lying to us? Here comes the indictments.

NOTE: These prophecies just keep getting better and better, giving us HOPE of a bright future. But the real reason why I listen to them is that we can actually see what God says He will do is taking place right in front of our noses. It is a confirmation to me that God is real and is still with us forever just as in biblical times.

Sometimes we need to take a step back and remember what really happened in order to move ahead. Is the news media anti-American in not supporting these Trump policies once he was elected..again? Didn’t American vote for these? Wasn’t America sick and tired of the Biden policies, or who’s ever policies that was actually running the country for four years……  Afterall we used democracy to elect Trump, as the democrats don’t seem to understand.

ISLAMOPHOBIA OR JUSTIFIED FEAR?

Yes, knowing the TRUTH is important before you shoot off your big fat mouth! Watching this video today should give us all a sense of the twisted view from the Palestinian side. However, these Palestinian activists don’t seem to care about the TRUTH, do they? They don’t want fair and honest dialogue. So, Let’s explain a part of the truth today. I know I many not get it all but I am very close to it.  

First, I need everyone to realize that Hamas terrorist organization was VOTED into power by the Palestinian tribes to rule over the Gaza strip. Again, we go back to being careful what you vote for. This tells me that there is a “common” enemy and its Israel. They needed Hamas to fight Israel and so don’t lie to us about it.

The next question we have to ask is why didn’t the Palestinian people themselves fight Hamas? I just explained to you why. Can they now see the harm that Hamas has brought to their land? What did they expect would happen? Oh…. they thought there might be a quick retribution bombing by Israel and not much more. Then go on with yet another 20 years of the same old. But this did not happen. This was to their surprise.

Are they any better off today? Oh… but they don’t care as long as Israel is destroyed. Again, it always goes back to destroying Israel.   

This Palestinian propaganda has to stop! The TRUTH needs to get out.

We can also put this into the context of WW2. We have to ask Hamas leadership if they have the guts to deal with the results of their non-provoked aggression? Just like Japan ultimately paid the price to end their war when they bombed Pearly Harbor without warning. In WW2 we didn’t sit back and worry about the carnage of the cities from our bombings, not in retribution, but to end the war. It simply had to be done to destroy the enemy or the evil objectives of Hitler and Japan would continue until the free world was gone. Oh…. They say this is a modern world today and this stuff can’t happen. Really?

Why are all these terrorist organizations springing up in the first place?

The Palestinians are so bent of looking at what Israel is doing in Gaza as just retribution, but it is not. It is much, much worst. It is an elimination of the enemy altogether and they will not stop until Hamas is gone and very possibly many of these other terrorist organizations too that come to their aid.  

SPEAKING OF ISLAM.

This may sound weird at first to compare the Muslim movement to the Nazi movement but if the shoe fits wear it. I am going to make it anyway as if we were to turn the clock back and remember what American sentiment towards our real enemies (Germany, Japan and Italy) was back in the 1930’s early 1940’s, most were against going to war again and wanted to avoid it at any cost. Where did that get us? But remember this is a new kind of warfare, not of bullets but for our minds. The bullets only come out once the have a stronghold.

You might want to take a look at this video presentation; it is long but very educational.  Muslim is not a religion it’s an ideology. It is a pretext for terrorism. Of course we envision religions as good but if we really study Islam and Muslims we might find its not all its made out to be. The sad part is they are convincing our young people to overlook the destruction and damage of the Muslim terrorists organization and just read the nicer parts of the Cur’on. We must realize this from the start when we deal with Islam. No one should hate all Muslims as not all Muslims are true to their ideology. They are fake Muslims that do want to live in peace, but the bad ones make it very hard to accept those peaceful ones, as how do you separate them. Once again, we must get to the TRUTH somehow. It is up to the peaceful Muslims to fight the evil Muslims bent on destroying anyone who gets in their way. Just because you call yourself a Muslim does not mean you have to go along with an ideology full of hatred and violence.

I want to point out that there are still a leftover Nazis following their ideology too from WW2 and they still are bent on pushing their ideolog on the world. Should we just bend over and allow them to have their way, knowing the destructive nature of their ideology from the past performance? I hardly can call this a religion. Oh… they have their form of bible too and they call it the Mein Kampf. Why don’t we freely and openly allow them? You will probably say it’s because of all the suffering and destruction from WW2 and you would be right. This is what warped ideologies bring to our societies. This is what the Muslims are bringing to our societies and its can’t continue.

So, I have to play the devils advocate and ask why do we allow Muslims then if we know they can be so harmful? Are these terrorist organizations not the cause of much of the suffering and destruction today? How much longer must we continue this terrorism before we realize the culprit is the ideology of Cur’an much like the Mein Kampf was to the Nazis. Remember that Mein Kampf has many very good aspects and truths to it too, but the END never justifies the MEANS. So does the Cur’an. Yes, I am going to compare the Mein Kampf with the Qur’an. For those young readers of my blog let me explain what the Mein Kampf was since many schools are not even teaching this anymore. Maybe this too is why they just accept the Palestine cause so freely without really knowing what is deeply going on. Yes, we must learn from history.

The book promotes key components of Nazism, including antisemitism, a racist worldview, and an aggressive foreign policy aimed at gaining living space in Eastern Europe. Why do developed nations spend billions and billions on security in defense against these terrorists Muslim run organizations? Yet, in the US they allowed a massive immigration of Muslims from the middle east and even allow Mosque to be built in our neighborhoods. am I missing something here? This is unbelievably stupid, don’t you think? Would we have allowed Hitlers henchmen to come into our neighborhoods and set up shop in WW2? Aren’t we still fighting the war on terrorism or have we all forgotten already? Yes, I would feel sorry for all the peaceful Muslims being caught up in the fight, so why not then prove yourself and denounce the violence. Many still refuse to do it and so I rest my case.

Remember that there may be some seemingly peaceful, loving Muslims but they are not really true Muslims as they betray their ideology (which is a good thing). We can not go with just a few thousand Muslims we must consider the majority. But like it was hard to separate a good Japanese from a bad one, again today we must think the same about Muslims. Who are really the good and who are the bad.

We already witnessed Ilhan Omar as she was seeded in a massive Syrian immigrant district in Minnesota. Her concentration was on her district but on her activism. Did the democrats allow this massive immigration of Muslims concentrated in these districts then for a reason? What was their plan for the four years of Joe Biden massive immigration policy? Look at the damage she has done and who she really supports. Then there was Rashida Tlaib and again look at her real loyalties to Palestine over the Oct 7^th attack on Israel. I have to ask would we allow know Nazis to infiltrate our government during WW2? Why then do we allow our Muslim enemies in during this was on terrorism? Can’t we better vet these candidates for office? It boggles my mind on this one….. Unfortunately, this is may not be taken lightly by many. What really goes on in the Mosque anyway? Is it just a headquarters for the elite Muslims to plan their next strategy?  

We need to get that straight in our heads first of all that Muslim is an ideology and not a religion. Once we realize this, like with the Nazis and Japanese we can focus on the real enemy and stop pacifying them because we look at them as so religious. Religion has the connotation of a true God centered focus, love and looking after our fellow humans, not just those following our own faith but everyone. Yes, there are many ways of doing this and so many religions have sprung up over thousands of years in this manner. Some even evolved and other groups separated from the original churches with slight variations of changes in dogmas but the goal is always the same – love the neighbor as yourself.

It is evident by the picture below that this video is about REFORM. But what reform am I talking about and why is it necessary in the UK and other countries?

We must again take a step back and ask ourselves why this reform of the UK is even necessary. This video is just an example of what is going all over Europe. We as Americans have so much as stake helping our brothers and sisters overseas to see the TRUTH. In America we finally woke up and it took the majority to wake up to reality and started down the road of real REFORM to fix these wrongs. America is not yet done and still has a long way to go. There is lots of “wokeness”, “tolerance” and “stupidity” to be undone and this is the reform I am referring to.

That is my point and why I decided to bring this video to you today. Our needs are similar across all the developed countries. These globalist want our wealth. They use the United Nations and hide behind it. What they want and need is total control over our nations. They are using their narratives that only cause more destructive chaos and crises. Rather than bring our way of life up they are destroying our cities and cultures.

What can you as a citizen do about it?

The first step is to realize that this is a global conspiracy and it is not just coincidental. It is an orchestrated, well-organized conspiracy. Once you realize the issues are the same abroad as they are in your own country the realization comes and we awaken to the TRUTH. Then and only then can we begin the REFORM steps necessary to stop it.

I realize this next step may not be an easy one for many as these narratives are already ingrained in your head. This is called brainwashing. So, what are these narrative I am talking about. All you need to do it listen to the video below and see if you don’t connect to what is happening in the UK to what is happening in your own country.

I need everyone to realize that what is happening to our GREAT NATIONS is by design, it is not coincidental. GOVERNMENT ADVISOR: LINKING AL-FAW PORT WITH OMANI PORTS WILL ENHANCE IRAQ’S REGIONAL AND INTERNATIONAL STANDING.

 
The Prime Minister’s Financial Advisor, Mazhar Mohammed Salih, affirmed today, Saturday, that the agreements concluded with Oman represent a roadmap for greater openness at the Arab and regional levels, noting that they will open the doors to partnerships with Gulf countries and international seaports.

Salih told the Iraqi News Agency (INA): “The memoranda of understanding signed by Prime Minister Mohammed Shia Al-Sudani during his recent visit to the sisterly Sultanate of Oman represent a pillar of cooperation between two important Gulf countries on both sides of the Gulf. These memoranda are not just official papers, but rather a roadmap towards an Iraq that is more open to its Arab and regional surroundings, more capable of attracting investments and achieving sustainable development, and represents a strategic step towards repositioning Iraq economically and regionally.”


He added, “Iraq seeks to expand its economic relations beyond the traditional framework, as the memoranda of understanding with the Sultanate of Oman in particular open the door to partnerships with a Gulf country with a strategic location and advanced international seaports, especially logistical connectivity through the Development Road project.”
He continued, “Linking the Grand Faw Port with the Sultanate of Oman’s ports through the Development Road Project will create a trade corridor linking the Gulf with Turkey and Europe, strengthening Iraq’s position as a regional and international transit hub and expanding trade between the two countries.”

He added, “The signed memoranda of understanding cover other critical areas such as the capital market, industry, energy, and tourism. These sectors could serve as a gateway to broader cooperation with Gulf countries that possess advanced expertise in these sectors. This is in addition to preventing double taxation between the two brotherly countries, to prevent tax evasion on income and capital. This will encourage Omani and Iraqi investors to invest capital without fear of tax complications.”

He pointed out that a memorandum of understanding was also signed between the Federation of Iraqi Chambers of Commerce and the Oman Chamber of Commerce and Industry, strengthening the role of the private sector in leading economic cooperation in a free market environment. This will also establish strategic projects in the energy and logistics sectors. The agreement between the two countries will include the construction of an oil storage facility with a capacity of 10 million barrels in the Omani port of Duqm, an important step towards establishing a robust regional infrastructure in the energy and transportation sectors.”

He continued, “This file will enable Iraq to access Asian and African markets more easily, and strengthen its position as a major transit point. It will also launch a follow-up mechanism through the formation of a joint committee, such as the Omani-Iraqi Council, to monitor implementation. This confirms the seriousness in transforming plans into a tangible reality.”
He added, “More than 24 memoranda of understanding have been signed, covering various vital sectors such as energy, raw materials, tourism, communications, infrastructure, smart cities, manufacturing, financial services, and capital markets.”

He explained that “the memoranda also included cooperation in the legal fields, education, scientific research, intellectual property, urban recovery, and the defense sector,” noting that “the Omani investment market indicates a significant presence of the Iraqi private sector, as the number of Iraqi companies currently investing in the Sultanate of Oman has reached approximately 1,304 companies with a total capital of approximately 94.3 million Omani riyals, representing 68.2% of foreign investment there. Relations between the two private sectors also indicate prosperity, and Omanis see Iraq as an attractive market and an important opportunity to benefit from the renewed infrastructure and free zones for investment and trade.”

He pointed out that “trade exchange between the two brotherly countries jumped by 30% in 2024 compared to 2023, reaching approximately $779 million, and in the first half of 2025 it increased to $622 million.”

THE PRESIDENT OF THE REPUBLIC: IT IS NECESSARY TO ESTABLISH A SOVEREIGN FUND FROM OIL AND GAS REVENUES   

President Abdel Latif Jamal Rashid stressed on Saturday the need to establish a sovereign fund from oil and gas revenues, as they belong to current and future generations.

The Presidency of the Republic said in a statement received by ( IQ ), “President of the Republic Abdul Latif Jamal Rashid received at the Peace Palace in Baghdad a delegation of participants in the Baghdad International Energy Forum, which included the Secretary-General of OPEC, Haitham Faisal Rashid, the Minister of Oil and Gas in the Libyan Government of National Unity, Khalifa Rajab Muhammad Abdul Sadiq, the First Undersecretary of the Ministry of Production – Egyptian Ministry of Petroleum, Ihab Rajai, and the Undersecretary of the Turkish Minister of Energy and Natural Resources, Ahmet Barat Chonkar, in the presence of the Deputy Prime Minister for Energy Affairs and Minister of Oil, Hayan Abdul Ghani .”

He added, “At the beginning of the meeting, the President welcomed the delegation and pointed out Iraq’s keenness to advance the national

energy sector and its efforts to enhance constructive partnerships with its regional and international surroundings in a way that serves the aspirations of peoples for progress and stability 

.”

The President of the Republic explained, according to the statement, that “Iraq, based on its strategic location and diverse wealth, is capable of investing in available natural resources and adopting sustainable solutions, in addition to its role as a pivotal partner in the transition to a green economy and the move towards the use of renewable energy .”

Rashid pointed out that “Iraq is experiencing a state of security and stability after decades of war, terrorism, and the problems the country has been suffering from,” emphasizing “the importance of investing in the oil sector, as this phase represents the beginning of real investment, and the necessity of establishing a sovereign fund from oil and gas revenues, as they belong to current and future generations. 

He stressed that “holding the forum is a promising step to highlight Iraq’s pioneering role in the energy sector,” noting that “success in this field will contribute to formulating new visions for energy policies and expand the horizons of cooperation with international companies to invest in the Iraqi market.” He wished the Baghdad Forum success, and the participants good luck in reaching decisions that serve the development of the energy sector, achieve national interests, and meet the aspirations of the people .

In turn, the delegation members expressed, according to the statement, “their sincere desire to deepen the positive relationship with Iraq to include all sectors .”

BAGHDAD REFUSES TO SIGN A TRIPARTITE AGREEMENT REGARDING THE PAYMENT OF $16 TO OIL COMPANIES.

The Iraqi Ministry of Oil has so far refused to sign a tripartite agreement with the Ministry of Natural Resources and oil companies operating in the Kurdistan Region regarding the payment of the $16 per barrel allocated for oil production and transportation costs for a specified period.

According to information obtained by Rudaw Media Network from a source familiar with the ongoing talks between oil companies, the Kurdistan Regional Government’s Ministry of Natural Resources, and the Iraqi Ministry of Oil, the Ministry of Oil has not yet agreed to sign the tripartite agreement to grant companies $16 per barrel of oil for export.

An official at one of the oil companies told Rudaw, “The Ministry of Oil wants to evade this responsibility, claiming that the contracts are concluded with the Kurdistan Region and not with them (the companies), and it indicates that amending the budget law guarantees the payment of this amount.”

The amendment to the budget law, passed by the Iraqi Parliament last February, set the cost of extracting and transporting each barrel of oil from Kurdistan at $16 for a period of 60 days. A specialized international technical advisory body, appointed by the federal Ministry of Oil in agreement with the Ministry of Natural Resources in the Kurdistan Region, will “calculate the fair estimated costs of production and transport for each field separately.”

According to the official, the Iraqi Ministry of Oil believes there is a need to review the companies’ contracts to ensure they are consistent with the legal basis for its oil contracts, should this agreement be signed.

He pointed out that “the agreement that oil companies are seeking to sign with Baghdad to grant the $16 is for only 90 days, until the consulting firm’s work is completed,” and that the companies do not know who they will sue if the amount is not paid within this period, “unless there is a written agreement to pay the amount.”

According to the Iraqi Cabinet’s decision on the agreement with Erbil, 230,000 barrels of oil per day must be delivered to the State Oil Marketing Organization (SOMO), while another 50,000 barrels are allocated for domestic consumption in the Kurdistan Region.

Last August, the Kurdistan Regional Government’s Ministry of Natural Resources announced an agreement with the Iraqi Ministry of Oil regarding a mechanism for resuming the region’s oil exports. This agreement followed a series of meetings and field visits to oil fields that lasted for nearly a month.

ERBIL PRESENTS A NEW PROPOSAL TO BAGHDAD REGARDING NON-OIL REVENUES.

 
The Kurdistan Region has submitted a new proposal to the federal Ministry of Finance regarding non-oil revenues, expected to reach 100 billion dinars.

Non-oil revenues are one of the main obstacles to an agreement between Erbil and Baghdad on salaries and the budget.

The new proposal calls for the Kurdistan Regional Government (KRG) to hand over 50% of fees collected by federal institutions and agencies to the federal Ministry of Finance. These fees include fees for passport and national ID directorates, border crossings, and a number of other institutions.

Previously, both sides claimed 100% of the fees collected by these institutions, while the federal Ministry of Finance demanded all fees collected in the Kurdistan Region.

A source familiar with the matter in the Kurdistan Region told Rudaw Media Network, “Under this proposal, it is highly expected that the amount of non-oil revenues that the Kurdistan Region hands over monthly to the federal Ministry of Finance will increase from 60-70 billion dinars to 100 billion.”

This comes as the federal Ministry of Finance, based on the 2024 revenue report, projects more than 180 billion dinars in revenue from the Kurdistan Region.

According to two official sources in Erbil and Baghdad, the new Kurdistan Region proposal has been submitted to the legal advisor to the Iraqi Prime Minister and is scheduled to be presented in a report to Mohammed Shia al-Sudani. A decision on the proposal is expected to be issued at the next meeting of the federal Iraqi Council of Ministers.

MASROUR BARZANI: WE ARE CLOSE TO A FINAL UNDERSTANDING WITH BAGHDAD REGARDING NON-OIL REVENUES.

Kurdistan Regional Government Prime Minister Masrour Barzani indicated on Tuesday (September 9, 2025) that talks with the federal government regarding non-oil revenues have reached their final stages, stressing that there is hope for reaching solutions soon despite repeated obstacles.

“We hope to reach solutions to the outstanding issues as soon as possible, but we always face new obstacles from the federal government,” Barzani said in a statement to Kurdish media outlets, followed by “Baghdad Today,” during the opening of the investment exhibition in Erbil. “For our part, we have always tried to be patient in finding solutions, because what matters most to us is the comfort and happiness of the citizens of the Kurdistan Region.”

He added, “We are currently in ongoing talks with the federal government. We have reached the final stage of an agreement on non-oil revenues. As for oil exports, the Kurdistan Region has no issues with the production companies or the federal government. It is a point of contention between the companies and the federal government. The companies are now requesting guarantees to continue fulfilling their financial dues.”

Non-oil revenues have been a major bone of contention between Baghdad and Erbil for years. The federal government is demanding that the region’s non-oil revenues (border crossings, taxes, and customs) be subject to a unified system to ensure financial fairness, while the region insists on its own financial management.

The federal government had stipulated in the three-year budget law (2023-2025) that the region hand over all of its non-oil revenues to the central treasury in exchange for a guaranteed 12.6% share of the budget, which generated repeated tensions due to mutual accusations of non-compliance.

Regarding the oil issue, the region’s oil exports via Turkey have been halted since March 2023 by an international court ruling. This has inflicted significant financial losses on the region and opened a new chapter in the dispute over the mechanism for settling the dues of oil companies operating in Kurdistan.

AL-SUDANI: IRAQ HAS OVERCOME ALL CHALLENGES AND TODAY REPRESENTS A FUNDAMENTAL PILLAR OF SECURITY AND STABILITY IN THE REGION.

 

Prime Minister Mohammed Shia al-Sudani affirmed on Monday that Iraq has overcome all challenges and is today a fundamental pillar of security and stability in the region .

His office stated in a statement received by the Mail that “Al-Sudani met, in the Belgian capital, Brussels, with NATO Secretary General Mark Rutte, during which bilateral relations between Iraq and the NATO mission in Iraq were discussed .”

He stressed that “social cohesion in Iraq is its strength,” emphasizing “the need for the international community to play its role in stopping the war in the region and the grave violations being committed in Gaza .”

For his part, Rutte expressed his “appreciation for Iraq’s role in stabilizing security in the region,” praising the “significant shift in the management of all issues during the current government’s tenure .” He praised the “great support that NATO’s mission in Iraq receives .”

IRAQ’S NON-OIL REVENUES JUMP TO 7 TRILLION DINARS THANKS TO REFORMS.

The Prime Minister’s Advisor for Economic and Financial Affairs, Mazhar Mohammed Salih, announced a significant jump in Iraq’s non-oil revenues this year, thanks to the reform packages adopted by the government.

Saleh explained in a statement to the official newspaper, which was followed by Al-Mustaqilla, that non-oil revenues increased from 420 billion dinars in the first half of 2023 to more than 7 trillion dinars in 2024. He pointed out that this growth was the result of implementing eight reform packages that included expanding the tax base, activating digital governance, and developing electronic payment mechanisms, which contributed to reducing the shadow economy and enhancing the transparency of financial performance.

He added that the three-year general budget law increased the contribution of non-oil revenues to approximately 20% of total revenues, an important step toward reducing dependence on oil as the primary source of economic revenue.

Saleh explained that these reforms were not limited to the financial aspect alone, but also included strengthening partnerships with the private sector and supporting youth entrepreneurship through the launch of the Riyada Bank, which aims to finance productive projects and encourage innovation.

Experts believe that these indicators represent a strategic shift in the structure of the Iraqi economy, particularly as the government seeks to diversify sources of income and promote sustainable development, independent of the fluctuations in global oil markets.
