STATUS OF THE RV

WOW! We are passing mid-July already. Where has the summer gone. Folks according to what is happening now in Iraq and all the good news from the IMF I hardly can believe the news could be so good. NO! The RV has not yet happened but if you read my Newsletter today and next Tuesday you will find some amazing news coming our way. I plan to call my CBI contact over this weekend to follow-up on an IMF article, and I want to confirm this news and to get more details before coming forward with it on the blog. So, stay tuned. I do believe we are now getting VERY, VERY close to what we all wanted for so long.

As the headlines tell us for today’s Newsletter, we have witnessed this action by the US as it holds Iraq ransom since 2003 until it bows to conditions that it sets. Why is the US doing this? Isn’t Iraq supposed to be a sovereign nation post 2003 war?

I am learning that this notion of “full sovereignty” for Iraq only goes as far as the US wants it to go. The US is going to act as a “Big Brother” to Iraq and they have no choice in the matter. Even under the Trump administration this attitude towards Iraq will continue but Trump intends to make Iraq a partner not an outsourcing asset. My take on this this attitude is that the US will at some point finally let go but only after the great wealth (non-oil revenues) start to pour in and they lose control, which will be what they want. I can hardly even imagine the wealth that will come from all these efforts in Iraq. The Federal Reserve will eventually also have to transfer the DFI funds held in NYC banks back to Iraq, they will have no choice. Iraq will then be in more control.  

Having said this, I also have to say that much of what the US has asked of Iraq, is actually good for Iraq and should have been done by Iraq themselves years ago. So, the key to making them do it is at all, is using as leverage, the money transfers from the funds in NYC banks by the Federal Reserve. As investors in the dinar, we have to fully understand here what is going on and stop wishing on a rainbow for the RV. Get it? it is coming and sooner than you think, I assure you! However, there are no secret four letter agencies speaking to anyone about an RV tomorrow or next week or any other time period. It is all nonsense by idiots. When the time is ready for the reinstatement it will kick off with the Project to Delete the Zeros, then monitor for inflation and then if all goes well they will move to reinstate the dinar back to FOREX. There will NEVER, NEVER, NEVER, EVER be two different IQD rates. Did I say NEVER? Read my lips NEVER!

This is a lie from any intel guru that tells you this. To conduct the Project to Delete the Zeros the CBI will make a very significant rate change close to a dollar either way. Then later when the dinar does reinstate whatever rate that is on the global currency exchanges will apply both inside and outside Iraq. For the life of this investment, I don’t know how it can be any clearer. It does not even make any sense to even think there can ever be two different rates. Get it?  It is not even common sense.

So maybe these conditions/requests by the US are not all that bad for Iraq and in the long-term will only help them? However, if you are interested in knowing what is holding back the RV, then listen carefully to the rest of this status of the RV today. Lots of this we have heard before and will hear again. Today’s articles once again only confirm what I have been hearing from my CBI contact and what other past articles have told us. As we near these events what we read in the articles makes more and more sense to us as we begin to piece it all together and picture becomes clearer. We then understand the path Iraq is taking. Since 2011 there was a vision developed for Iraq and it took years to push Iraq in the direction needed, if they ever wanted to get their currency back. But this is the time and we are watching this vision play out.

Let’s not confuse the short-term and long-term visions for the Iraqi economy with the process that is needed to reinstate. Two different ideas we are talking about. Even though the vision for Iraq has changed since the Dr. Shabibi time, the process to move the currency back to FOREX has not. This will only happen when the vision at some point meets expectations of those that developed the vision. Get it?

😊There are a few articles that struck me as VERY important in today’s news discussion. The first one is titled “IRAQ IS QUIETLY DISTANCING ITSELF FROM IRAN. HOW IS BAGHDAD BUILDING A BALANCED FOREIGN POLICY?”  For more than two decades, Iraq has been trapped between foreign occupation and Iranian hegemony, navigating foreign policy without a clear identity and exploited as a tool rather than a state. However, in recent months since the Trump administration took power in the US, and particularly since the events in Syria and the transformations taking place there, have opened a rare strategic window for Baghdad to quietly redraw its regional positioning from Iran with measured steps. Baghdad today is not turning against anyone, but it also no longer accepts its decisions being dictated by those outside its borders. We already witnessed the move to redevelop Iraqi bombed out refineries which are now producing their own petrol and actually announced for the first time since 2003 they are exporting it. So this move gets Iraq independent of Iranian petrol sales. We are also witnessing the rebuilding of the electric grid that they say will be completed in 2026 using the LNG for fuel, getting Iraq fully off of the Iranian grid. While temporarily tied to the Saudi and Turkey grids for power they can not yet produce.

He added, “Strengthening the non-oil sector requires a real shift from a rentier economy to a diversified productive economy, something the current government is seeking to achieve within the framework of its government program. This transformation is no longer just rhetoric or intentions, but has taken on concrete manifestations on the ground.

Yes, we have known for a long time that it as been the US as the driving force behind Iraq to get off the sole oil revenues (rentier economy) and on to a “diversified productive economy”.  This has been its foreign policy towards Iraq. I will also say that it has been the US and its push in Iraq to get this done, that is the agent of change to move them ahead. We must also remember that Iraq needs investment money and much of this money would not flow into Iraq until these UN resolutions were completed. They were completed in 2022. This also coincided with Al-Sudani being elected as the new prime minister. His visions evolved into the “New Development Road Project” and it is this project that is his “pet project” that he wants to see to the end before the end of his second term, should be he be reelected next year. The point I want to make here is that there is a evolution going on here in Iraq. Can you see it? This drastic change had to happen, according to the new foreign policy for Iraq.

Yes, the foreign policy changed since G.W. Bush’s administration and Dr Shabibi’s time. Do you really think they were going to reinstatement the currency without these changes occurring? For the IMF and the US Treasury these changes are essential to bring the IQD rate high, high enough to be included in the basket of currencies they plan to shortly move out when they reinstate the dinar. In the high-level futuristic thinking for Iraq it is to be the financial hinge pin for the middle east. How much longer will it take to complete the Development Road Project enough to see major revenue streams I can not tell you, but we see it won’t be long.

😊And there is yet another good article that brings home our theme of discussion for today too and it is titled “AL-SUDANI’S ADVISOR REVEALS THE MOST IMPORTANT PILLARS OF REVIVING IRAQ’S “TREASURE.”  Saleh, economic advisor to Prime Minister Al-Sudani, said on Tuesday that legislation and industrial policy are the most important pillars of reviving industry in Iraq, stressing that foreign investment is a priority in revitalizing the local market. Saleh told Shafaq News Agency: “To revive the Iraqi national industry, there are a number of pillars, foremost among which is the strength of pursuing a policy of protecting the national product from dumping policies, through the applicable legislation, especially customs legislation.” So, over the past couple years we witnessed the White Paper reforms being implemented. Remember these “financial” reforms?

Now we are witnessing yet another set of pillars of reform called legislation and industrial policy are the most important pillars of reviving industry in Iraq. Of course in the past they called the Financial Reforms the most important but we must consider that they are talking present tense and so now they have moved on. These are the most important and this alone tells us they have moved on from the Financial Reforms.

This is now their new concentration. Do you see any new articles about the Banking, Insurance or Stock Market reforms? The answer is not many, if any, as these reforms are mostly all completed and so why would they be in the news.

I have to add a note here. The intel gurus keep harping on their nonsense that the articles don’t matter. Really? Did you just witness above how we can see the direction of Iraq by reading and paying attention to the articles, which is the news from Iraq? So why would you not want to know what is happening in Iraq and tell your listeners the TRUTH. Oh… but these sly intel gurus always want an “inside” “secret” person who knows more that what is in the articles. This makes them important. They think this makes them stand out from the rest. Really? But eventually the lies do catch up to them. Folks there are no such inside people. Even my CBI contact may pass on some news, not yet in the news, but it does eventually make it there, as I have shown you over and over again. By this contact I just get the news a bit early that is all. She is not going to give out any secret info to me. Get it?

So, Al-Sudani’s “pet project” is the Development Road Project. Through this new set of  pillars of reviving industry in Iraq is what we should now concentrate on. This fits right into what Saleh is now telling us. This is the path to full sovereignty in many ways. I have already discussed this project with you. There was a very good article describing it in a past Newsletter dated July 1st. If you want to refresh your memory you can go to my Archives and read it while it is still posted there. Remember only about 2 months’ worth of Newsletter are retained there.

So, what is one of the pillars  of legislation they tell us about today? They tell us that these industrial cities on the Development Road “are regulated by the Investment Law, into the local industrial system. This is what the current government program is working towards.” Can it get any clearer?

As speculators in the IQD, the reason for following these new set of pillars called for of reviving industry in Iraq is that we are NOT going to see the RV until this Development Road Project is in full swing. Client companies must now come into these industrial cities and set up shop manufacturing something to use in Iraq and to export either in the middle east or around the world. President Trump, once he analyzed this Development Road Project see the potential for great wealth to American companies. This is not going to be outsourcing of companies but rather setting up “satellite companies” that will bring their profits back to the US. Can you see now too why he just slapped a 30% tariff on all imported goods to the US? He is also hoping there will be many American jobs in Iraq.    This situation is much, much different than the cheap Asian labor and massive unbalance of trade now going on with China and Asia where entire American companies moved there to conduct business.

I don’t care what intel guru idiot tells you otherwise. How many times do you have to be fooled before by them until you realize they are scamming you?

😊 There is also a very good article that relates to the Oil and Gas situation in Iraq. It is titled “THE PARLIAMENTARY OIL COMMITTEE REVEALS THE REGION’S APPROVAL TO HAND OVER ITS OIL AND REVENUES, AND AN IMPORTANT MEETING WILL BE HELD WITHIN TWO DAYS.” We know that this meeting has already occurred and await the results of it. If you noticed today, I did not talk about the oil flows or the issues related with Kurdistan. Please do the article and catch up for yourself on this issue.

My take on this Kurdistan Oil issues is this: If we DID NOT see an RV the with current oil flows (which are three times the volume and thus revenues than in 2003) that this is not going to make much difference in speculating of the RV period, is it? 😊

Remember “rentier economy”. I am mostly concerned about this saga when it boils down to whether we will see the passing of the Oil and Gas Law from parliament. I listened to Frank26 intel guru conference call from Tuesday, as I listen to most of these gurus. This is part of my job of the blog to create more clarity in this investment.  Well… anyhow, Frank told his listeners that the HCL was all done. Really? Why did he say this? The HCL referendum still sits in the cabinet. It is required by the new Iraq constitution and it has not even gotten to the point of being passed on to parliament for review, discussion and passing. Does Frank even know how the legislative process works in Iraq? There are still many details to work out for this law, but it is looking hopeful. Maybe however, these recent talks between Baghdad and Kurdistan will solidify these issues and make solid solutions put into the law to prevent such issues arising again in the future. These issues only hurt both parties and there are no winners. Remember that the constitution of 2005 says they have just months to create the pass the referendum. It has been 20 years already. Could the US be a bit upset about this? Yes, could this also be a point of contention as to why they have not yet seen their reinstatement? Just asking….. Come ‘on folks lets stop listening and believing all these stupid, fools who are ignorant of what is really going on in Iraq. I see the YouTube and conference calls. They are fools all trying to scam you and make big bucks off of clickity-clicks.

These prophecies are more important now more than ever. They give us the strength, perseverance and hope that a better time is coming and that God’s Hand is at work behind the scenes. If you just take a second even to look around you at these past three election cycles, how can you deny that God is at work? Are you sleeping or what?

It is amazing and there is no other way that these events could have happened the way they turned out. But there is more to come, much, much more, I assure you! Now that God has his biblical David re-elected, we need to pay attention to what He does next.

But the real reason why I listen to them is that we can actually see what God says He will do is taking place right in front of our noses. When I watched this ‘prophecies fulfilled’ the very first thing that came to mind was the word “unprecedented” used in all these reports of events that happened during this period of time. Is this coincidental that all these news channels and organizations would use this word? This is the exact word that God used in the prophecy. I believe God does this to get our attention. To know that he is real and working behind the scenes to help us. We are not alone.

If this is not enough then look at the events that were “unprecedented”. WOW! WOW! WOW! So, you are still skeptical about the prophetic word?

About the prophetic word:

How do these people know these things? Is it God speaking to them of the future?

How is all these prophecies related to the IQD revaluation?

First I need to add that God has given multiple prophecies already about the IQD revaluation and His form of the global reset. In each He specifically talks about Iran, Iraq and Southern Asia (Vietnam).

With the prophecies, unlike the RV saga, we hardly ever get a firm timeline, but we must stay faithful and know that God will be faithful to us and provide what he promises to his prophets and promises to us. Like the clean out of SCOTUS now coming about so will the RV.

Remember that, like us listening to these prophecies, the dark side also listens to them and constructs obstacles in an attempt to overcome them and stop them. This is intentional and we will soon learn of the truths behind why the RV was halted in 2012, besides what we already know. There were some very dark elements involved.

We know the RV of the IQD is unstoppable but it can be delayed and was delayed by these dark elements in 2012. I firmly believe this is what happened in 2012 when the CBI has an “unprecedented opportunity”, according to Dr Shabibi in his 2015 interview before his passing, to get the Iraqi dinar back online in the foreign currency exchanges.

I have been trying to explain to everyone many time already that this is when the criteria all changed under the Obama administration, thus we sit for another 13 years waiting for Iraq to meet this new stringent criterion. They did this in a well-orchestrated, corrupt plan to hold it up, but only after these corrupt U.S. politicians exchanged their dinar and no longer cared about Iraq.

Folks it has been 13 years since! Are we now also approaching the other 2 prophecies by Kim Clement telling of the wealth transfer, the reset and the coming PEACE in the middle east. I have presented these prophecies to you also many times in the past. These are all connected together. All the signs show that this may very well be the time now for Iraq.  

But today the prophecy we are looking at is about SCOTUS and the judges stepping down will also have huge implications on many things. Also, the impact on Federal and district court judges. Let’s just sit back and watch it all play out, knowing that God’s Hand is at work.

I am not saying its going to take 6-7 years to get the RV, but that the RV is part of the process along the way and will happen in the process of the prophecy fulfillment.

Do you remember these prophecies from 2007? This is our time now to fulfill these prophecies. So, let’s take a step back and rewind to review them. Then watch to see if Trump does orchestrate their fulfillment. I also believe this wiping out the debt is related to the new energy sources that are coming. In the meantime, the US will work at bringing down the cost of energy. But I believe this will only be a temporary measure until these new sources come.

Folks, I know you may be having a hard time seeing this, but all of this goes hand-in-hand with what we are looking for… the RV of the Iraqi dinar.

Pray, Pray, Pray & Pray some more!

Please try to remember to pray each and every day. In Hebrews 11:6, it underscores this principle of why we pray: “But without faith it is impossible to please Him, for he who comes to God must believe that He is, and that He is a rewarder of those who diligently seek Him.”

You don’t have to be Catholic to pray….lol..lol.. As a Christian, praying the rosaries for me is my way to pray and has had a significant impact on my life and focus during this Easter season and throughout the year. I find it is good to remember the Stations of the Cross during lent and what our savior did for us. In know many of you may not be Catholics or even Christians but try to take a different approach this Easter. Try to see what all the fuss is about Christ. Put yourself in Christ shoes (or should I say sandals) as an ordinary person in today’s world. You can quickly see that the nature of man has not changed very much and if Christ were born today, many would probably try to crucify him. Have we not learned anything?

I wanted to come forward today to give you an update on the Butler, PA assassination attempt on the life of candidate Donald Trump. It has been a year already and so why has the instigators not already locked up in jail? This is much more than just a lax secret service and recommendations to reform it. Yes, there is much more to it when you watch the videos and study all the evidence.

Is this going to be yet another coverup and poo-poo’d again? We are still waiting for those who instigated the riots on Jan 6 and Jan 6th corrupt committee to go to jail. Oh… but let’s go way back to Epstein coverup and then the Russian Collusion saga. Has anyone been hung or sentenced to death for TREASON on this one? Let’s see how they chose to poo poo this one too.

I don’t know about you but these events have “deep state” written all over them. Why does the wheel of justice take so long? Maybe this too is part of the problem? Yes, it looks to me like all of these events were orchestrated from within the U.S. and most likely the democrat party.

Was the CIA involved again such as in the JFK and RFK assassinations? The American people deserve answers and those involved need to be accountable. We must have justice not just exposure.

MAKING SENSE OF SOME ONGOING ISSUES. WHAT SHOULD WE BELIEVE?

The reason for presenting this video to you today is to make a point not to have you sit for an hour watching this information (although that would be a VERY GOOD idea too). It is chocked full of controversy but to be honest we must be TRUTHFUL. There are a lot of topics covered in this hour long video. I watched the entire video and as I watched I thought to myself how nice it would be if all Americans could watch this and get to see just what is going on here.

What I wanted to show you is that the pressure by the American people is getting very  high to clean up this crap of the deep state and save our country. What they have been doing our country must be stopped and those responsible must, of course, be punished. Through our prophets they tell us they will and justice will be served. But we are impatient and we want it now since we have been waiting way too long already.

Yes, the deep state makes finding and sorting out their corruption very convoluted. It is not as easy as a task as many believe. We have a justice system and the deep state has used that system to cover their tracks and hide evidence whenever they are in control. It takes time to sort it all out. In our system of justice, you have to have solid evidence to come before a grand jury to prosecute. If you  don’t follow the laws you turn out to be just as bad as they are.

Let’s not forget two things: 1.it has also only been six months since the Trump administration won the election and 2.the deep state will try everything still to block any progress in exposing and prosecuting themselves. Their propaganda machines are hard at work. They need to cause riffs and splits among the Trump appointed officials. This is how they work. So this situation is a typical result of their dirty work. We must not let it discourage us and we must continue to fight these bastards.

FINANCIAL SOVEREIGNTY”: WHY HAS IRAQ NOT EMANCIPATED FINANCIALLY FROM THE GRIP OF THE US FEDERAL RESERVE?

We are witnessing Iraq increasing American pressure regarding a set of demands that it considers Washington essential, foremost among them the issue of armed factions. These pressures have become more prominent recently when salaries were paid to members of the Popular Mobilization Forces, with Iraqi MPs asserting that the reason is due to American pressure exerted on Iraqi government. There are also reports that Washington intends to restrict the flow of dollars into Iraq to limit their smuggling.

While negotiations are taking place between Baghdad and Washington, regarding these files, observers believe that US still holding one of the strongest cards on the table. Iraq Controlling its financial revenues from oil exports by keeping them in US Federal Reserve accounts since 2003.

 
So why is Baghdad still subject to this financial arrangement two decades after the invasion? Why can’t it receive its oil revenues directly, as other oil-producing countries do? And why have successive governments failed to free themselves from American financial hegemony?

Historical Background to Financial Hegemony
In May 2003,Security Council Resolution No. 1483, which stipulated that revenues from Iraq’s oil and gas exports be deposited in a special account at the US Federal Reserve under the name “fund Iraq’s development.

A portion of these revenues – 5% of total oil and gas exports – was allocated to compensate Kuwait regarding the damages resulting from the 1990 invasion, which continued until 2022 when Iraq completed paying its compensation, which amounted to approximately $52.4 billion.

According to Mazhar Mohammed Saleh, the economic advisor to the Iraqi Prime Minister, the rest of the money was transferred to the account Central Bank of Iraq, which is responsible for financing the government and the Ministry of Finance with liquidity, given that the Iraqi dinar is priced in dollars.

Saleh adds that United Nations Legal protection for these assets was provided under Resolution 1483, until it expired in 2011, following the implementation of Security Council Resolution 1956. In parallel, the US president issued Executive Order 13303 to protect Iraqi assets, a decision that remains in effect today despite some amendments.

According to Saleh, the goals of US protection of Iraqi assets are to ensure Iraq’s reconstruction, protect its assets from compensation claims from companies and individuals, and avoid judicial seizure of Iraqi assets in cases filed since the 1990s.

Current US pressure
: Experts believe that Iraq, despite the expiration of many of the legal reasons that imposed this financial arrangement, remains subject to strict financial oversight by the Washington, differs from the usual procedures in the international banking system.

Dr. Abdulrahman Al-Mashhadani a professor of economics at the University of Iraq in Baghdad, Al-Mashhadani said that Iraq is facing unprecedented tightening of financial audits due to US concerns about money laundering, terrorist financing, and dollar smuggling, especially since Baghdad has not adhered to financial oversight controls in recent years.

Al-Mashhadani asserts that this audit has led to a significant decline in money laundering operations in recent months, citing the incident of “the theft of the century”In 2022, more than $2.5 billion was smuggled, 70% of which was through Iraqi banks.

For his part, a member of the Finance Committee MP Jamal Kocher points out that most oil-producing countries deposit their money in the US Federal Reserve because oil is sold in dollars, but Iraq suffers from complete dependence on oil revenues without any significant alternative resources.

Kocher stresses that US pressure is not always exerted directly, but rather focuses on two issues:
– The use of US weapons outside the authority of the state.
– The smuggling of dollars to parties hostile to the United States.

In the same context, Al-Mashhadani explains that Iraq does not enjoy the same ease as other countries in disposing of its revenues, and suffers from a deficit in Libra Commercial interests, in addition to restrictions on the use of other currencies or an equal exchange system with other countries, weaken its ability to be financially independent.

Al-Mashhadani warns that the imposition of US economic sanctions on Iraq is not unlikely, noting that 32 Iraqi banks are currently subject to US sanctions, and Baghdad has not been able to lift any of them despite the passage of years.

Iraqi Voices
Economic researcher Anmar Al-Obaidi the problem is not with depositing funds at the US Federal Reserve, but rather with the restrictions imposed on their free use, unlike other countries.

Al-Obaidi says that Iraq’s political fragility and continued instability have prevented successive governments from settling the outstanding compensation issue, emphasizing that addressing this issue will enable Iraq to gradually achieve financial liberalization.

Al-Obaidi notes that the government’s measures to combat money laundering and currency smuggling have achieved significant improvement over the past two years, but the country still needs banking reforms and comprehensive automation of its systems to bolster international confidence.

For his part, economic advisor Mazhar Muhammad Salih believes that getting rid of US oversight is possible in the future, but it requires gradual political and economic measures, beginning with restoring international confidence.

Economic analyst Saman Shali agrees, believing that ending US tutelage requires a courageous political decision from various blocs, in addition to working to rationalize spending and settle debts related to compensation from international companies.

Shali suggests using international law firms to negotiate with these companies, similar to what happened in the Kuwait compensation case, stressing that the process, despite its difficulty, will pave the way for Iraq to regain its financial sovereignty.

Options for Liberation and Financial Independence
Economists believe that liberating Iraq from the grip of the US Federal Reserve requires a comprehensive plan that includes:
– Completely reforming the Iraqi banking system
– Automating financial and accounting procedures
– Reducing corruption in financial institutions
– Settling compensation claims through international legal tools
– Diversifying sources of income away from oil.

Analysts believe that continued reliance on the US financial system without radical reforms will keep Iraq hostage to external agendas that restrict its ability to move.

Towards financial independence is conditional on political will,
despite the end of most of the legal restrictions imposed by international community despite Iraq’s post-2003 financial situation, the country remains under tight financial control by the United States, reflecting the fragility of Iraq’s economic and political structure.

Experts believe that the opportunity to liberate itself from this hegemony remains, but the matter depends on a unified political will and a strict economic vision that rebuilds international confidence in the Iraqi financial system.

The question remains: Does it have the capacity? Iraqi government will the country have the will and ability to wrest its financial sovereignty, or will American influence continue to control the country’s economic lifeline for decades to come?

AL-SUDANI’S ADVISOR REVEALS THE MOST IMPORTANT PILLARS OF REVIVING IRAQ’S “TREASURE.”

Mazhar Mohammed Saleh, economic advisor to Prime Minister Mohammed Shia al-Sudani, said on Tuesday that legislation and industrial policy are the most important pillars of reviving industry in Iraq, stressing that foreign investment is a priority in revitalizing the local market.

Saleh told Shafaq News Agency: “To revive the Iraqi national industry, there are a number of pillars, foremost among which is the strength of pursuing a policy of protecting the national product from dumping policies, through the applicable legislation, especially customs legislation.” 

He added, “The other pillars relate to the industrial policy itself, such as supporting the establishment of major industrial cities and providing them with the necessary infrastructure, as well as pursuing the idea of a development path and the associated major industrial cities.” He explained that “among the infrastructures associated with industrial progress is the necessity of establishing electrical power systems and storage and distribution logistics. We must not neglect the importance of launching industrial financing funds with low interest rates for the private sector, especially small and medium-sized enterprises.” 

He pointed out that “it is essential to facilitate the issuance of industrial licenses and simplify administrative procedures that hinder investment. It is also essential to encourage public-private partnerships to modernize idle government factories and introduce the most modern technological production lines, particularly digital ones, that meet the requirements of growing demand in the national market in a technological world experiencing the Fourth Industrial Revolution.” 

Saleh emphasized the importance of “searching for foreign investors to revitalize the local market,” asserting that “foreign investment often brings advanced industrial or commercial experience and the ability to introduce more efficient and modern production equipment and technologies.” 

He emphasized that “foreign direct investment also brings its own funding sources and expertise, which are regulated by the Investment Law, into the local industrial system with great flexibility. This is what the current government program is working towards.”

FOR THE THIRD CONSECUTIVE MONTH, THE CENTRAL BANK OF IRAQ SAW A SIGNIFICANT DECLINE IN DOLLAR SALES.

The head of the Iraq Future Foundation, Manar al-Obaidi, revealed on Monday that the Central Bank of Iraq’s foreign currency sales declined during the month of June.

Al-Obaidi said in a post on his Facebook page, followed by Shafaq News Agency, that “the Central Bank’s foreign currency sales decreased for the third consecutive month, reaching $5.7 billion in June of this year, a decrease of 15.5% compared to May, when sales recorded $6.5 billion. Thus, the Central Bank’s foreign currency sales in the first six months of the year reached $37.2 billion, a decrease of 2.2% compared to the same period last year, which recorded $38.1 billion.”

He added that “cash sales of foreign currency also fell to their lowest level, reaching only $99 million in June, the lowest monthly sales value since the introduction of cash sales. Thus, the Central Bank’s total foreign currency sales through cash sales in the first six months of the year amounted to $1.4 billion, a 21% decline compared to the same period last year, which amounted to $1.76 billion.”

According to Al-Obaidi, foreign currency sales through the balance enhancement mechanism reached $5.6 billion in June of this year, a 35% increase compared to June of last year. Thus, foreign currency sales through the balance enhancement mechanism in the first six months of the year reached $35.8 billion, a 37% increase compared to the same period last year, which amounted to $26 billion.

He continued, “The international settlement mechanism through the Central Bank has also been completely halted, as has the transfer mechanism through the Central Bank. Foreign currency sales are now limited to balance-building and cash sales to travelers. Despite the decline in cash sales and the halt in international settlements, the dollar exchange rate has remained stable and unaffected by this decline.” The central bank’s sales this year are expected to reach around $70 billion, down from last year’s sales of more than $80 billion, according to Al-Abidi.

He pointed out that “the decline in foreign currency sales, coupled with the stability of the dollar price on the parallel market and the decline in inflation levels, calls for a careful review to determine the reasons behind this decline. This could be related to the possibility of most traders entering the official market, which reduces the need for hard currency on the parallel market, or to a decline in demand for goods, which could reflect a state of economic stagnation in the Iraqi market.”

BAGHDAD PLEDGES NON-INTERFERENCE IN OIL FIRMS AS KRG EXPORT RESUMPTION NEARS: SOURCES

The Iraqi government has agreed to refrain from modifying the contracts of international oil companies operating in the Kurdistan Region, senior sources told Rudaw on Tuesday, with the Region’s long-stalled oil exports on the cusp of resumption. 

A joint committee is set to be formed between Erbil and Baghdad to restart oil exports with all parties awaiting the results of a crucial Coordination Framework, Iraq’s ruling coalition, meeting expected to be held on Tuesday night.

“The meeting will be decisive in resolving disagreements about oil and salaries,” a senior source in Baghdad told Rudaw, on the condition of anonymity. 

Another source from an oil company operating in the Kurdistan Region said that they have obtained guarantees regarding their demands for oil production and export.

“Guarantees have been given that the consulting company that estimates the costs of oil production and transportation will not make changes to the contracts during its work period,” the source told Rudaw. 

In a statement, the Association of the Petroleum Industry of Kurdistan (APIKUR) on Tuesday hailed the expedited efforts by the federal government and the Kurdistan Regional Government (KRG) to resume oil exports. 

International Oil Companies (OICs) “reiterated that they are prepared to immediately resume exports through the ITP [Iraq-Turkey pipeline] once binding agreements are in place that ensure payment certainty for such exports which reflect each IOC’s existing, legally valid contractual terms as well as resolution of the outstanding payment arrears to be agreed with each company,” the oil association said in a statement. 

Oil exports from the Kurdistan Region through the Iraq-Turkey pipeline have been halted since March 2023 when a Paris-based arbitration court ruled in favor of Baghdad against Ankara, saying the latter had violated a 1973 pipeline agreement by allowing Erbil to begin exporting oil independently in 2014. 

“APIKUR member companies stand ready to resume exports as soon as written agreements are executed that honor our existing contracts which are governed by international law,” the statement cited the association’s spokesperson Myles Caggins as saying, reiterating that existing contracts “must be honored in every respect.”  

Under the 2025 budget law, the KRG is required to deliver 400,000 barrels per day to the State Oil Marketing Organization (SOMO).

On Saturday, Iraqi Oil Minister Hayyan Abdul Ghani attributed the delay in restarting exports to new demands from Erbil for higher volumes of oil for domestic use, explaining that while the KRG initially agreed on 46,000 barrels per day for internal consumption, it is “now requesting it to be 65,000, thus violating the budget law.” 

The halt in exports and disputes with Baghdad have put an enormous financial strain on the KRG, which has lost more than $25 billion in oil revenues. Erbil is not able to pay its civil servants and is dependent on funds from Baghdad.

In May, Iraq’s federal finance ministry halted all budget transfers to the KRG, including payments for public employee salaries, claiming the KRG had exceeded its share of federal budget funds and failed to deliver its oil to SOMO. Public sector workers have not been paid since.

Prime Minister’s advisor, Mazhar Mohammed Saleh, confirmed on Monday that the government’s reform policy has not deviated from the recommendations of the International Monetary Fund, while explaining that the government seeks to transform the rentier economy into a diversified, productive economy. “Despite the significant financial exposure to oil revenues, which has made the financing of public spending, especially investment, dependent on oil price fluctuations and the oil asset cycle, as well as the pressure of employment in the government sector, which has absorbed the state’s resources without creating parallel productivity in the real economy, these are facts that put pressure on the growth paths of the rentier economy.

However, it can be said that Iraq possesses promising economic components if they are employed within a realistic and gradual development vision,” Saleh said in a statement to the official media, followed by “Al-Mutalaa”.

He added, “Strengthening the non-oil sector requires a real shift from a rentier economy to a diversified productive economy, something the current government is seeking to achieve within the framework of its government program. The reform policy currently being adopted by the government has not departed from the recommendations of the International Monetary Fund, which are repeated in most of its meetings, official gatherings, and reports.” He pointed out that the government program approved by the Council of Representatives in October 2022 serves as a guide and vision that has been implemented in the work of the Iraqi reform government.

This has been embodied in the transformations in the country’s economic policy, despite the heavy social and economic legacy accumulated over the past years, such as stalled projects, thousands of employment contracts with the government that lead to permanent employment, and the poverty alleviation program, which required reaching two million families in the social welfare budget. He explained that:

“The government has paved its way with the non-oil economy in an exceptional way since it announced that it is a government of services, as it began implementing dozens of service infrastructure projects that were suspended, including starting to build one million housing units and hundreds of school buildings, hospitals, bridges, roads, electricity and water networks.

And announcing a partnership program, especially in the industrial and energy fields, with the private sector, by granting the private sector sovereign guarantees to interact in technologically advanced industrial investment, without neglecting the agricultural support policy that provided sufficient security from the production of grain crops. This is what indicated the decline in unemployment to 13 percent after it was 17 percent, in addition to the high stability in the general price level, which did not exceed 3 percent.”

He continued, “The government is proceeding with banking structural reforms without interruption, in addition to its successes in bringing Iraq into the digital age by improving digital payment systems, and the progress achieved in the gas sector and its exploitation within the development of the energy sector and natural resources, all of which constitute key factors for sustainable economic growth, which reflects the stability of Iraq’s credit rating, with the adoption of the Development Path Strategy as a program to achieve the goals of generating a leading economic sector in development outside the oil sector, to shape the coming economic future in sustainable development in our country without interruption.”

For more than two decades, Iraq has been trapped between foreign occupation and Iranian hegemony, navigating foreign policy without a clear identity and exploited as a tool rather than a state. However, recent years, particularly since the events in Syria and the transformations taking place there, have opened a rare strategic window for Baghdad to quietly redraw its regional positioning with measured steps. Baghdad today is not turning against anyone, but it also no longer accepts its decisions being dictated by those outside its borders.

In this context, a valuable opportunity is emerging for the West: Iraq, as it has not been for years, is establishing an independent position among the conflicting powers. If the West wants sustainable stability in the Middle East, it must heed the voice of the new Baghdad.

From blind dependence to balance

For many years, Iraq’s foreign policy was characterized by submission to axes of coercion. Its foreign policy decisions were either reactive or conditional, governed by a fragile internal balance imposed by the reality of illicit weapons and regional pressure. However, the current Baghdad government, taking advantage of the moment of Iranian instability in Syria and Lebanon, has begun a clear repositioning; a repositioning that does not sever bridges, but one that rejects the possibility of these bridges being built unilaterally without its input and interests.

Baghdad is operating today with a different logic: “a state with constitutional institutions, seeking partnerships, not dependencies.” This balance doesn’t mean passive neutrality, but rather independence of decision-making and openness to all from a position of sovereignty, which the country is trying to regain, even if it means disrupting its previous internal and external foundations.

Actual transformation indicators

This transformation is no longer just rhetoric or intentions, but has taken on concrete manifestations on the ground:

When fires broke out in Latakia this summer, Baghdad acted with rare speed, dispatching full firefighting teams through the Iraqi Ministry of Interior. This move attracted attention not only for its humanity, but also because it was independent of traditional Iranian coordination and reflected a direct approach to its relationship with Damascus, without intermediaries or parallel military wings. This is especially true given that Baghdad’s move toward Damascus and the Doha meeting that preceded it surprised everyone.

Internationally

Baghdad has reactivated its cooperation with Interpol and handed over internationally wanted individuals after years of procrastination. It also did something more symbolic: it removed the obstacles that had been hampering the BICES information-sharing system with NATO, which had been used politically for internal balances. This demonstrates a genuine commitment to the international system, far removed from the game of axes.

In addition to security issues, Baghdad has begun to chart the contours of a new regional discourse. It no longer acts as an arm of any axis, but rather as a state that thinks in terms of interests and speaks the language of institutions. 

In Syria, wheat shipments were sent despite local shortages, as a message of political and humanitarian solidarity that transcended dictates. In Lebanon, it supported the government and state institutions after the recent war, instead of glorifying the logic of illegitimate weapons. At the Arab Summit, the Iraqi delegation played a pivotal role in bringing viewpoints closer together and refusing to politicize contentious issues.

In Yemen, Baghdad hosted the internationally recognized legitimate government and allowed its discourse to resound from the heart of the capital, a clear shift from the balance of power that had previously tended toward ambiguity or passive neutrality.

Why should the West listen?

Because Iraq is not just a “security problem” or an “area of influence” as it has traditionally been viewed, but rather has a real opportunity to become a balancing state in a turbulent environment.

Continuing to ignore this transformation, or treating it with suspicion or patronage, will reproduce the same failures that have characterized Western relations with Iraq for decades. Conversely, however, building a realistic partnership—based on supporting institutions, not individuals—may give Iraq the strength to fully liberate itself from the grip of transnational groups and projects.

If the West wants a stable partner in the region, it will find no more opportune moment for Iraq to become its highest democratic experiment in shaping the new Middle East.

Baghdad is quietly distancing itself from Tehran, without provocation, but it is doing so with determination. It is rebuilding its external legitimacy with rational, non-confrontational rhetoric, but at the same time, it refuses to accept a return to the squares of subordination.

This is a truly Iraqi moment, and the West must listen carefully. Iraq is no longer a forsaken arena or a no-man’s land, but a country learning the lessons of its past and confidently advancing toward a balanced role that reshapes the regional landscape, far removed from blind alignments and vengeful rhetoric.

If Baghdad is given a real chance, it may regain its status as a central state that leads rather than is led, that balances rather than is dragged. But it needs to be treated as a head, not a tail, a partner, not an appendage, and viewed as a potential anchor in the new global economic system, not as a marginal state subject to the blackmail that has exhausted it for half a century.

AFTER AN AIRSTRIKE, DNO TEMPORARILY SUSPENDS PRODUCTION IN KURDISTAN’S OIL FIELDS.

Norwegian oil company DNO announced on Wednesday that it had temporarily halted oil production at the Tawke and Pishkhabur fields in the Zakho Autonomous Region of Iraq, after they were targeted by explosive drones.

The company said in a statement today that it will resume oil production from the two oil fields after assessing the extent of the damage caused by the drone attacks, confirming that the attacks did not result in any casualties.

APIKUR demands security guarantees & transparent payments to resume Kurdistan’s oil exports, stressing $1B/month losses. While welcoming Baghdad-Erbil talks, firms await written deals to unlock stalled $400M investments and boost Iraq’s energy sector recovery.

Amid ongoing disruptions in oil exports from the Kurdistan Region and a recent attack on a private oil facility, Col. Myles B. Caggins III, spokesperson for the Association of the Petroleum Industry of Kurdistan (APIKUR), reaffirmed the consortium’s commitment to Iraq but stressed the need for protection, transparency, and swift action by the Iraqi and Kurdish authorities.

Speaking in an exclusive interview with Kurdistan 24, Col. Caggins denounced the recent assault on a private oil production facility, calling for immediate accountability. “We want the perpetrators to be caught. And as the government of Iraq has said, we want them to be punished swiftly and severely,” he stated. He emphasized that APIKUR member companies operate as private entities, and it is the responsibility of the Iraqi federal and Kurdistan Regional Governments (KRG) to ensure their safety.

Trust in Iraqi Investigative Process, but Security Concerns Persist

Referring to statements made by Iraqi Prime Minister Mohammed Shia’ al-Sudani, Caggins noted, “We trust that he will have his team do a quick and detailed investigation.” He added that the unique nature of Iraq’s security environment often results in contradictions: “On one day, you can have an attack in the morning and a deal signed in the afternoon.”

He dismissed any suggestion that the Iraqi government was behind the attack but warned of destabilizing actors: “Some group is doing evil while there are arrangements for new oil deals that are happening between HKN and the central federal government of Iraq.”

Risk Assessment and Continued Investment Amid Political Volatility

APIKUR, comprising eight member companies including HKN, has collectively invested over $10 billion in the Kurdistan Region since February 2005—at the height of Iraq’s civil war. “Our companies have remained committed…through the threats of ISIS,” Caggins said, while acknowledging that each company must independently assess risks daily.

He cautioned that attacks like the recent one are “dangerous and disruptive,” which may prompt companies to temporarily halt operations while reassessing their security posture. Still, he stressed: “There’s risk and then there’s also reward.”

Stalled Exports and Financial Transparency: APIKUR’s Demands

The prolonged closure of the Iraq–Turkey pipeline, now over two years, has cost all stakeholders an estimated $1 billion per month. Caggins revealed that on July 12, APIKUR met with KRG and federal officials to present conditions for resuming exports. Chief among them is a transparent payment mechanism that addresses outstanding dues.

“We need to have transparency for how we will receive payments,” he said, advocating for either direct cash or in-kind payments via barrels of oil, facilitated by SOMO. “We want paper. We want signatures. We want stamps,” Caggins asserted, underlining the need for contractual guarantees.

APIKUR has also proposed an escrow system through an international bank independent of Iraq’s financial institutions to secure payments.

International Price Advantage and Revenue Potential

Caggins emphasized the economic urgency of restoring international sales: “The oil that is sold on the international market is around $70 per barrel, and the oil that is sold locally is only about $30.” He underscored that resumed exports would generate more state revenue, enabling Baghdad to address salary arrears and invest in infrastructure.

“We believe that our business of producing and selling oil should not be caught into the budget disputes between Erbil and Baghdad,” he added.

Pipeline Reopening: A Test of Political Will

Caggins highlighted recent Iraqi and Kurdish statements as signs of progress. Prime Minister Sudani, in a recent meeting with the US embassy and HKN representatives, expressed renewed intent to reopen the Iraq–Turkey pipeline. “We have seen many, many statements. Now we want to see proposals for written agreements,” said Caggins.

He urged all parties to “remain at the table” and finalize a solution that benefits all Iraqis. APIKUR, he added, is optimistic that a resolution may come “in the coming weeks.”

Cooperation With International Stakeholders and Consultant Oversight

APIKUR member companies have engaged with the US and British governments, pressing for a pipeline reopening. “We want to attract more foreign investors,” said Caggins, who affirmed that once agreements are signed, exports can resume within days.

APIKUR supports the involvement of an independent consultant to audit production and costs. “Our companies will fully cooperate… we insist that the calculations are made with the sanctity of our contracts,” he said, noting that Iraq’s federal courts and Ministry of Oil have affirmed the legitimacy of these contracts.

Accepting Article 12: The Path to Implementation

According to Caggins, APIKUR member companies accept Article 12 of Iraq’s federal budget law and have submitted oil export principles accordingly. The group awaits written contracts to activate implementation. “Production is different at each field… What’s important is that our companies agree and accept the budget law,” he explained.

Investment Freeze and Future Outlook

Since the pipeline’s shutdown, companies have had to pause $400 million in planned investments. Once operational, each company will reevaluate new ventures, including drilling and increasing capacity. Caggins stressed that APIKUR supports Iraq’s goal of increasing exports from 4 million to 6 million barrels per day within three years.

“We want to increase the amount of oil that our companies are able to produce… and export that oil to international markets,” he said.

Resolve, Cooperation, and Economic Recovery

Caggins concluded with a call for unity and urgency: “The government’s actions in the past week… have shown a new level of seriousness.” He said elected officials now recognize the need to resume exports to fund salaries and public services. “And if you have money to pay, you need to make more money, and a good way to do that is sell oil internationally.”

Finance Minister Taif Sami stated on Wednesday that the government is committed to submitting the budget tables.
MP Raed Al-Maliki said in a post on Facebook: “Finance Minister Taif Sami informed us today during her meeting at the ministry headquarters that a committee in the Council of Ministers is working to complete the budget tables.”
He pointed out that “the Minister of Finance explained that the reason for the delay is due to efforts to maximize non-oil revenues and find financial sources to cover the budget deficit from fees, taxes, service fees, etc., and that the government is committed to submitting the budget tables.”

As the legislative recess approaches its end, parliamentary demands are mounting for the approval of the general budget schedules before the conclusion of the current parliamentary session. This demand is a pivotal tool for ensuring the provision of services and the implementation of government programs, given the economic challenges facing the country.

Member of Parliament Taama Al-Lahibi told Al-Sabah that “the budget schedules represent a top priority at the present time and cannot be postponed to the next legislative session, as they constitute the backbone of the work of ministries and institutions.” He warned that “delaying them will lead to the disruption of service projects and the exacerbation of financial crises in the governorates.”

THE PARLIAMENTARY OIL COMMITTEE REVEALS THE REGION’S APPROVAL TO HAND OVER ITS OIL AND REVENUES, AND AN IMPORTANT MEETING WILL BE HELD WITHIN TWO DAYS.

 

Ali Shaddad al-Faris, a member of the Oil and Gas Committee, revealed that the Kurdistan Region has agreed to hand over its oil and financial revenues to the federal government as part of agreements aimed at easing tensions between the two sides. He also confirmed that a high-level meeting will be held within the next two days between the central and regional governments.

Al-Fares explained, during his appearance on the “Free Talk” program on Al-Furat satellite channel, that: “The regional government will hand over 120 billion dinars per month in non-oil revenues, in addition to handing over 230,000 barrels of oil per day to SOMO in exchange for paying employee salaries.”

He explained that “production from refineries and domestic consumption in the region does not exceed 110,000 barrels per day, while OPEC confirmed the smuggling of up to 300,000 barrels from the region,” noting that “400 smuggled oil tankers were recently seized in Afghanistan.”

Al-Fares pointed out that “the region has demanded that the government impose oil transport fees through the port of Ceyhan, which passes through its territory, and that these points raise disputes with the federal government due to their conflict with the budget law, which the latter has rejected.”

He stressed that “the agreement included contracting with an American consulting firm to assess the production rate and lifespan of oil wells, a significant issue for the region that has yet to be resolved.”

Regarding the electricity sector, Al-Fares pointed to “fears of a gas shortage by 2028, which will impact the operation of power plants, especially with increasing demand and the unsuitability of current infrastructure,” ruling out “Iraq’s ability to achieve self-sufficiency by 2028.”

He noted “the presence of significant investments from major companies such as Total of France, which is investing in projects worth $600 million, in addition to local investments in the Akkaz field, which contains a strategic gas reserve that has not yet been optimally exploited.”

Al-Fares added, “There is significant overlap between the ministries of oil and electricity and the governorates, which hinders cooperation,” stressing that “Parliament intends to amend the governorate law to grant local governments the authority to manage energy distribution and address disruptions.”

Regarding petroleum derivatives, Al-Fares emphasized “the success of the refining sector, which has achieved self-sufficiency in kerosene and reduced the need for gasoline, while emphasizing the need to boost investment in this sector to achieve complete self-sufficiency.”
