So, I do it out of charity and love for YOU with the understanding that all of us do NOT have the time to go do our own research. We are busy with our jobs, our daily lives and raising our children. I am saying this takes time and is like a third job.

STATUS OF THE RV

I had someone tell me once they can’t afford to visit my blog and read a book twice a week to get an update on the RV. Really a book? Seems a bit sarcastic to me. These people stand to make millions from this investment, yet they can’t spend even an hour a week learning about it? Sorry folks that my Newsletters can be so long. I try to include only important issues and scan the news to bring them to you. This RV saga is complicated. There is no secret info or four-letter agencies giving out info. I am trying to help you see the connection between politics in the U.S. and the events happening in Iraq and its impact on getting the RV or not. To bring the TRUTH to you takes some reading on your part to understand. You do want to understand?

In getting all the news from Iraq this period, it was hard to decide where to start. Do I begin with the issues with the Kurds and its impact on the RV (Possible Oil and Gas Law coming) or do I begin with the issues with Iran vs US and the impact on Iraq or do I begin with the progress Iraq and the CBI are making to move Iraq ahead in the uphill battle to reinstate their currency? I will cover all these topics today, but I feel the most important topic is the relationship between the U.S. and Iraq and how President Trump is fanning his foreign policy in the direction of using Iraq and the Development Road initiative for U.S. companies. They estimate tens of trillions of dollars can be made once this initiative is in high gear. It’s coming. The infrastructure is in place. I believe Trump is onboard with Al-Sudani.

I will also make another statement today. I have given this much thought knowing many of these recent prophecies about the middle east. This statement is about what happened to the RV/Reinstatement. Why is it taking so long. I have tried to show you the physical mechanisms as to why it has not yet manifested and what it may take to get it. But there is another side to consider too. A spiritual side. Just because you can’t see it and feel it does not make it also real. Oh…. but you can see it and feel it, as the dark side manifest itself in our reality using physical people. And…. you only have to pay attention to see it, if you really want to see it.

To really, truly and honestly answer this question of what is now holding up the RV, I have to resort to a spiritual nature in my thinking at this point in time. I firmly believe it was dark elements that blocked the first real attempt to RV in 2012-2013. I am not blind. Iraq has already basically told us the reforms are all completed. Even the “White Paper” reforms have been addressed. What else is there to do? I can see all the corruption from Iran and the hatred towards Israel and the US. I can also see all the corruption inside the US government and all the crooked politics with their bashing of Trump, who is only trying to figure things out and fix it.

When I think back to 2012, it stands out very clearly now that there were satanic elements involved that blocked the RV. Remember these wicked dark elements still have to work through the physical world and people become their instruments of power and control. Knowing the great wealth, prosperity and benefits derived from the RV would have made to the world in 2013, the dark side could NOT have allowed it. Just think about your own life and all the difference it would make along with all the other people you could have helped. What about all the relatives too that had dreams.  

These dark elements used people to stop it. I won’t get into the saga again today as to how and who they used to stop it 2012, as you all know the story already. Then later in 2015, in an interview with Dr Shabibi he told us the saga and how this was stopped. So, this is not rumors, it is FACT.

How is it that I come to this “spiritual” side of my conclusion?

I can see the spiritual block of this event because I do follow the prophecies and God’s words. I remember the Kim Clement prophecies about the Iraqi dinar and wealth transfer to the middle east (Iraq and Iran) and southern Asia (Vietnam). Is it coincidental that God sent these messages to us? But where is the RV? Why has it not yet manifested? Did God lie to us?

Why have all these prophecies about the dinar not yet come about? We see many, literally hundreds, of other prophecies come about. Is it because of these dark elements that blocked it knowing of the impact it can have to change the course of history. Do you think that God is going to allow this to continue much longer? I believe he is giving them enough rope to hang themselves first. That is all I am going to say at this point in time. Keep an eye on POLITICS. There are very dark entities Satan is using to do his dirty work.

When many of these intel gurus deny and refuse to talk politics, they deny the very nature of what is holding up the RV. This is especially true of what they are supposed to be talking about at this very point in time. They are not doing you a favor. Get it? You will never learn what is holding up this RV unless you address politics. We need discussions about reality and what we see with our very own eyes. By not talking about it does not make it go away, it only fosters it even more. If confuses people by not talking the TRUTH.

I firmly believe that God has anointed many people in our physical world to help. They are in place or will be shortly in place to manifest the needed changes. The changes are coming. What changes you might ask? The change of the “World Order’, the globalist, the deep state or whatever else you want to call them. They have been around and have perpetrated our lives way before WW2 even, only now they are doing the same ideological takeover using seeded politicians from within our countries instead of guns and an invasion from outside like in past world wars. In fact if they can’t have their way they do even resort to war, as we see the situations in Ukraine and Israel.

They are using the financial issues to bankrupt the economies to create desperate situations. Just look at Iraq alone and how Iran penetrated into Iraq with the ISIS invasion excuse, do I need to go any further?  Can’t you see the enormous debt they have created in almost all the countries these dark elements have touched? This is not coincidental. They are not only killing our unborn, raping our young children they are also draining our financial coffers clean.

In the U.S. we witnessed the Infrastructure and then the Inflation Reduction bills both adding trillions to the national debt. Where is the benefit from all this money? Do you know how much a trillion dollars is and how it could have been used as a primer to help kick-start the economy, if used properly? Who benefited and where did all this money go? We see the same happen in Iraq with trillions also gone using the currency auctions as their means to get it. Articles told us that during the Nori Al-Maliki administrations alone, they could have rebuild Iraq twice over with all the money stolen. Does this sound familiar to you? So, they are doing it to your country too.

😊 In the recent news we read about a possibility of resolving old lingering issues between Kurdistan and Baghdad. Please see short article titled “THE TWO RULING PARTIES IN KURDISTAN ISSUE A JOINT STATEMENT REGARDING THE SALARIES OF THE REGION’S EMPLOYEES.” In it we read that the two ruling parties in the Kurdistan Democratic Region, led by Masoud Barzani, and the Patriotic Union of Kurdistan, headed by Bafel Talabani, held a meeting on Tuesday, during which they agreed to continue negotiations and dialogue to resolve the issue of employee salaries and other issues .

Yes, yes more meetings and more handshakes. How many more…… We have read so many of these dialogues and meetings over the last two decades, yet the same issues keep coming up creating problems over and over again because what must be done is not really completed. In today’s Newsletter, I give you a different perspective on things in Iraq and attempt to connect the pieces once again so we can all see the BIG picture.

Will Iraq finally get the Oil and Gas Law from all this talking? I have been told many times the new Iraqi constitution must be “fully” implemented prior to any RV. But we know there are exceptions too as in 2012-2013.

So, let’s take a deep dive into more of these issues today and see if we can make some sense of them and their impact on our long-awaited RV. This Newsletter today is just chock-full of information but you have to READ IT to GET IT. Get it? 😊

There are a few articles in the news from Iraq dealing with the recent 30% tariffs effective August 1^st put on Iraq. You might want to read the following articles titled as follows:

• TRUMP PUTS IRAQ AT A CROSSROADS: JOIN THE WEST OR FACE SANCTIONS

A report by the American oil website Oil Price, translated by Shafaq News Agency, stated that “the Trump administration has escalated its pressure on the Iranian regime, just weeks after the attack on Tehran’s nuclear facilities, and has tightened the “maximum pressure” sanctions imposed by Trump, as Washington announced new designations that included more than 30 tankers, entities, and individuals.”

That “Iran’s grip on Iraq has weakened recently, but the militias remain active, and Baghdad is also embroiled in a dispute with the Kurdistan Regional Government over oil contracts and revenue sharing.” He noted that “Washington’s involvement in the dynamics of Iranian-Iraqi relations has begun to deepen, and that Trump’s strategy is based on two axes:

1.pressuring Tehran to negotiate, drawing Iraq into the Western orbit,

2.and confronting the growing regional role of China and Russia.”

• US TARIFFS OPEN THE DOOR TO PARTNERSHIP: IRAQ CALLS FOR ACTIVATING THE ECONOMIC AGREEMENT WITH WASHINGTON.

I find this article somewhat puzzling. What economic agreement are they talking about? As far as I know the US never had any economic agreement with Iraq. It sounds as if this was done in the past and the U.S. is now forcing Iraq to live up to its agreement by using tariffs as leverage. However, this is NOT THE CASE. The title should read “US TARIFFS OPEN THE DOOR TO PARTNERSHIP: IRAQ CALLS FOR ACTIVATING A NEW ERA OF ECONOMIC AGREEMENTS WITH WASHINGTON”. This could just be a translation issue too from Arabic to English.

“The Prime Minister’s Advisor for Investment Affairs, Mohammed Al-Najjar, affirmed on Sunday that the recent US tariffs imposed on Iraqi products represent an opportunity to activate the joint economic agreement between the two countries, while noting that they do not affect the volume of trade exchange.”

Personally, I do not understand the recent 30% tariffs recently put on Iraq by the Trump administration. Exports from Iraq are very limited and consist mainly of oil. Oil is exempt from all tariffs. In this context, economic expert Dawood Al-Halfi said that the tariffs announced by Trump “do not affect Iraq in practice, as it does not export industrial or commercial goods to the United States.” He pointed out that “Iraqi exports to the American market are limited to almost all oil alone, which is in global demand, and any attempt to impose taxes on it will primarily affect mostly the American consumer, not Iraq.”

So, we have to ask why Trump even bothered then with putting the tariffs on Iraq. I believe this was the invitation to Iraq to talk. Talk about the economy and going forward with what is to come from the Development Road Project. Yes, Trump is trying to open up this dialogue. He wants in on this project for the U.S.. The following articles prove what I am saying just may be correct. Just saying…..

• IMPLICATIONS OF TRUMP’S “GREAT IRAQ” SPEECH: A COURTSHIP WITH THE OPPOSITION OR A CONDITIONAL MESSAGE TO THE GOVERNMENT?

ON Thursday (July 10, 2025), the US President Donald Trump’s gave a speech about Iraq and in it he described the country as “great Iraq,” carries symbolic and political dimensions that may shape the relationship between Baghdad and Washington in the coming period, especially in light of the accelerating regional changes.

In the news station Baghdad Today, “Trump’s message included striking phrases such as ‘Great Iraq’ and ‘We will never disappoint you.’ These are not just diplomatic compliments, but carry profound implications related to the future of bilateral relations between the two countries.” He explained that “the United States continues to view Iraq as a key pillar of its Middle East strategy, amid shifts related to tariffs, investment, and military alliances.”

So, we are witnessing bits and pieces of the Trump foreign strategy for Iraq now surfacing. He is going to use Iraq to make America great again and at the same time Iraq. Will the U.S. finally have to sign off (allow) the reinstatement to do this effort?

Remember that while all this saga is playing out between the U.S. and Iraq against Iran the country of Iraq is still moving ahead with its goals. The CBI does not stop its reforms. It must keep moving ahead. Someday the Iranian militias will be out of Iraq too and more normal trade agreements with Iran will be in place. Iraq will no longer buy electricity or gas from Iran. This of course will be a travesty for the Iranian economy, but Iran brings it upon itself all in the name of it’s ambitions to develop a nuclear bomb.

I can surely say that unless Iran changes direction on their nuclear ambitions, the government will fall and the economy destroyed thus bring it to it’s knees. The U.S. is being careful not to make another Iraqi disaster in Iran. Yes, much more than what we already see today. So, we see now how much Iran really cares about its citizens. Iran can be a great country and its people are amazing people. But the government had been hijacked by lunatics who are bent on destruction of Israel and the U.S..

In my analogy the only path to true peace is to rid Iran of this government once and for all. I surely pray there does not have to be a ground war to do so, like with Iraq, This is certainly on the short-term agenda for the administration of Israel or the U.S.. Will other middle eastern countries also join in with a coalition against the massively corrupt Iranian dictatorship that has plagued the entire world with terrorism for decades now? Is it time to finally deal with it or continue down this road for decades to come? There is a wide-open opportunity NOW to deal with it. Yes, NOW, not in the future for the future could be too late if the Iranian bomb is actually completed. Iran will stall for time any way they can. Time is all they need.

What else is in the news…..

Having said all this let’s look at the recent progress Iraq is making, in spite of the Iranian issues with the US:

😊Amazingly what we find in a recent article titled “IRAQ HAS ABOUT $100 BILLION IN ITS COFFERS: WITHHELD RESERVES AND CITIZENS LEFT OUT OF THE EQUATION – URGENT”. But is this news really that new to all of us investors? It says in a country where people’s suffering is measured by the dollar exchange rate, and development is summed up by questions about electricity, water, and jobs, a staggering figure stands out in international institution reports: $106.7 billion in Iraq’s foreign exchange reserves, ranking it third in the Arab world after Saudi Arabia and the UAE.

But behind this dazzling figure lies an unanswered question: Is this money truly available to Iraqis? Or is it frozen in accounts that can only be moved with the permission of the US Treasury?

Let’s take a deeper dive and try to answer some of these questions from this article. I could actually spend the entire Newsletter on this subject matter today; however, I will try to give you the short version and key points. So, let’s use other recent articles in the news as our jumping off point for this further discussion.  

Advanced ranking in the Arab region
According to data from the International Monetary Fund (IMF), Iraq ranked third in the Arab world in terms of foreign exchange reserves, ahead of countries such as Libya, Algeria, Qatar, Egypt, Kuwait, and Morocco. But the Iraqi dinar is still less than 1/6 of a penny?

The rankings were as follows: (Do you see what is currently wrong here? However, the FACTS show us the wealth is coming for Iraq. If even 27 cents, which I believe will be much. much higher, they will overtake the Saudis and the Emerites by far in more than 27 cents, but this is based on the success of the Development Road Project). Again, I am not giving investment advice. Only connecting the pieces to show you something right now is wrong with the rate even now assigned to the IQD. Remember that rates are now determined under the Basel III total asset-backed rules and not just reserve amounts.

Saudi Arabia: $449 billion; 1 SAR = .27 cents USD
UAE: $210 billion; 1 AED = .27 cents USD
Iraq: $106.7 billion; 1 IQD = .00076 USD (not even a cent)
Libya: $80
billion Algeria: $72 billion
Qatar: $69 billion
Egypt: $47.1 billion
Kuwait: $41 billion
Morocco: $32.8 billion
Jordan: $21 billion

A promising market on paper, but constrained in reality.

😊In article titled “IRAQ LAUNCHES PROJECT TO ISSUE LOCAL ELECTRONIC PAYMENT CARDS” we find that Iraq has actually launched the project to issue a local electronic payment cards that they talked about in other recent article. This effort is aiming to enhance financial trust between the public and the government. Folks I want to emphasize that this effort is really all about solving two issues:

1.is getting these stashes of money into the banks AND most importantly keeping it there. These cards with the salaries posted on them will put the salaries directly in the banks through electronic deposit from the CBI and then the citizens can use them as debit cards.  

2.These local payment cards to Iraq, will essentially bypass the VISA and Mastercard fees. One of the complaints about the existing debit cards issued by VISA and Mastercard in Iraq is the absorbent fees imposed upon the merchant when the purchaser uses the card at the marketplace.

3.A slow breakaway from the western system of the use of these cards in-country. The currency system relies on the tie back to the dollar value and conversion of the dinar to the dollar. If this project is widely accepted and widely used, it will this enable the CBI to more aggressively raise or lower the rate on the Iraqi dinar in-country? How? Folks they are slowly trying to de-peg from the dollar as much as possible. In other words, more control over their own currency. How much time will this take to convert these old accounts to the newer, non-VISA or non-Mastercard cards?

This system does not discourage the use of the existing VISA and Mastercard globally.   

In my last two Newsletters I talked about the undertaking of this new project by the CBI. The project was first introduced to the public and in our news in the July 3^th Newsletter now found in my Archives. Why did the CBI resort to this project?

In my July 3^rd Newsletter we find an article titled “EXPERT WARNS: IRAQ’S FINANCES ARE UNDER “AMERICAN PRESSURE”… AND THE GUARDIANSHIP ENDED IN 2022”. I want today to emphasize this news again. Read this next paragraphs VERY carefully. Use this information to write, text or call your congressional and senate representatives and ask why Iraq is still being treated as if still under sanctions from the 2003 gulf war to oust Saddam Hussein. Please do not refer to any revaluation of your investment in the dinar. This is NOT all about you or your dinar investment but rather the Iraq citizens and the direction of the country’s economy. You might also want to mention why Exec Order 13303 is also still in effect, as this too is at the root of the holding of oil revenues in the U.S. banks.

The article says “That continuing to work under Security Council Resolution No. 1483 issued in 2003 is no longer justified after the reasons for which the “Development Fund for Iraq” was established have ended. In a statement to “Jarida Platform,”   “In 2021, Iraq paid the full $52.4 billion in compensation for the invasion of Kuwait, and in 2022, the Security Council approved Resolution 2621, which officially ended the international claims file and closed the United Nations Compensation Commission, which removes the main legal cover for keeping Iraq’s funds under direct American supervision.”

So, I have to ask again why has the IMF not already reinstated the dinar back to FOREX?

So, the Central Bank has a strategy to counter this reluctance of the U.S. to sign off on the reinstatement – that this national system for local electronic payment cards will be implemented gradually, and that the card identifiers (BIN) and application identifiers (AID) will be issued exclusively by the Central Bank.

The cards represent an additional local option for use within Iraq exclusively in Iraqi dinars. I really like this last part “exclusively in Iraqi dinars”. Iraq has already made the move back to the use of dinars and mostly out of the sanctioned mode using the U.S. dollars. We all witnessed this over these past years. This occurred very quickly over the last two and a half years. Are they now ready to reinstate the dinar? If you look at the Dr Shabibi plan to get to the reinstatement stage, this is a huge part of the plan.

😊In the past Newsletters, we have also been talking a lot about the implementation of the ASYCUDA system. Remember what this is? Let’s look at a recent article about this system titled “CUSTOMS DISCUSSES WITH ASYCUDA PROCEDURES FOR UNIFYING THE CUSTOMS SYSTEM BETWEEN THE CENTRAL AND REGIONAL AUTHORITIES”. The main obstacle to fully realizing the revenue streams (tariff and customs revenue) from this effort is that much of this revenue does not reach the GOI coffers. So, in today’s news we learn about the effort to help in this regard.

The General Authority of Customs discussed, on Sunday, with the ASYCUDA national team and a delegation from the Kurdistan Region of Iraq, the mechanisms for implementing Resolution 270, the application of the 2017 Harmonized System Code, the steps for institutional integration, and the unification of customs procedures between the center and the region. The Authority indicated that the next phase will witness a direct link and immediate exchange of customs information between the two parties. To me this says “ABILITY TO AUDIT” all over it. Why is this so important to do?

How can Baghdad track the revenues going back to the GOI out of ASYCUDA unless they track them and get feedback. The numbers must match. Let’s be realistic of the past issues with the Kurds. We know part of the problem now is with the oil revenues is that Kurdistan is hijacking oil from the wells, mostly from the Article 110 disputed areas. They sell some of this oil in the name of Iran and give some the profits to Iran. They also move some by truck tankers into Turkey and Lebanon. They do not give the GOI the revenues from this oil. This is also why the Kurds don’t want a firm Oil and Gas Law passed as this will “legally” restrict their efforts to sell Iraqi oil illegally. There will be no more excuses.

Remember this illegal oil sales, when found out by the GOI, also stalls the salary payments to Kurdistan as the GOI justifies it by this revenue already given back to the Kurds from this illegal oil sales. Also to complicate the matter, the U.S. also stalls in sending the salaries to the Iraqi CBI for payment from the New York accounts. So, there is lots to fix here. Many moving pieces.

So, who is right and who is wrong? It’s all just a big mess and must be straightened out. The Oil and Gas Law is a start. But this mess can’t be fixed unless the reasons for it occurring are fixed in the first place, get it? All the pieces I just described must be fixed and dealt with to really resolve the problems. Again we must think on the terms of what comes first the chicken or the egg. What manifests these problems to occur?  

So, in Kurdistan, this same mentality from stealing oil persists and is now happening over at the customs stations. If the Kurds are not paid salaries on time, they find other creative ways to generate revenue. Right now the tariffs collections are not such a big of a problem but will be when the port of Faw is operating fully as the Development Road Project moves into full gear.  

What else is in the news…..

😊In the article titled “COMMERCE: IMPLEMENTING A PACKAGE OF QUALITATIVE INITIATIVES TO BOOST THE NATIONAL ECONOMY.”  We find that the Ministry of Trade announced, on Friday, the implementation of a package of qualitative initiatives to advance the national economy and stimulate sustainable growth. Ministry spokesman Mohammed Hanoun said, “The Ministry, in coordination with the Private Sector Development Council, has prioritized creating a stable and investment-friendly economic environment by addressing challenges and facilitating procedures for investors and entrepreneurs in line with the requirements of the national economy.” Well, well at least they are now listening to the merchants and maybe they will address some of their concerns. One of them they are already addressing, as I talked about this issue already with the new in-country electronic card to replace the wide use of VISA and Mastercard circumventing the high fees paid. We look forward to hearing what some of these other measures will be. Stay tuned….

The Upcoming Iraqi Elections In 2026:

Election time for prime minister, president and speaker is coming in the fall of 2026 once again for Iraq.

Yes, will we as investors have to suffer through this election process again or will this RV saga be completed by then? Will Iraq be smart enough to put Al-Sudani or someone like him, into office again. We have never seen such progress in the right direction for Iraq as from any prime minister of the past except Al-Sudani. This should be a “slam-dunk” election for another four years.

Let’s take a peak at the interesting article titled “BASIL HUSSEIN: THE “NAJAF-TEHRAN-WASHINGTON TRILOGY” IS WHAT WILL DECIDE THE THREE PRESIDENCIES IN IRAQ.” Basil Hussein, head of the Klawada Center for Studies, said that the actual governing equation for selecting the three presidencies in Iraq can be summed up as the “Najaf-Tehran-Washington trilogy.” He emphasized that these forces combined represent the largest parliamentary bloc that will determine the identity of the prime minister, the speaker of parliament, and the president of the republic. My take on the elections in Iraq is all in a few questions – Do what the people want and vote for really matter? Is the election process really democratic?

Hussein said in a post on the (X) platform, which was monitored by the “Jarida” platform , that “the Najaf authority will have the greater role in the decision-making process this time, compared to the American or Iranian roles,” adding that “the results of the elections in Iraq have never been the decisive factor in determining the identity of the prime minister.” He explained that “ballot boxes have often been emptied of their content due to extra-electoral balances,” noting that “Iyad Allawi won in 2010 but was prevented from forming a government due to an Iranian veto. Maliki was prevented in 2014, despite his victory, by a decision from the religious authority. The Sairoon list also topped the list in 2018 and 2021, without securing the prime ministership.”

Hussein concluded by saying, “The elections are merely a formal façade, ultimately subject to the logic of internal and external settlements, with each party’s relative weight varying in each election cycle.”

Yet more intel guru nonsense:

This one is not a joke and I can hardly believe that TNT or any intel guru would pull such a stunt. So, if you are gullible and stupid enough to believe this crap shame, shame on you! This is the propaganda of a scammer. This is the scam of this investment. I have told every member of TNT over and over again that these guys have NO INSIDE INFORMATION. The funny part is they themselves running TNT know this and will admit to it and tell their listeners “no one will know the date or rate”. However, they still continue with their special, four-letter agency, secret contacts.

I just had to bring this latest news to you today. Yes, it is laughable lol.. lol.. lol.. It shows the utter nonsense of these idiots in TNT and how far they will go as LIARS. I checked their news with my CBI contact and there is no such coordination with civilian parties of investors about the dinar in the U.S. or anywhere else. First I need to add that God has given multiple prophecies already about the IQD revaluation and His form of the global reset. In each He specifically talks about Iran, Iraq and Southern Asia (Vietnam).

With the prophecies, unlike the RV saga, we hardly ever get a firm timeline, but we must stay faithful and know that God will be faithful to us and provide what he promises to his prophets and promises to us. Like the clean out of SCOTUS now coming about so will the RV.

THE TWO RULING PARTIES IN KURDISTAN ISSUE A JOINT STATEMENT REGARDING THE SALARIES OF THE REGION’S EMPLOYEES.

He added, “Another part of the meeting was devoted to discussing strengthening relations between the Democratic Party and the Patriotic Union of Kurdistan, to overcome challenges and obstacles, and to protect the entity of the Kurdistan Region and its achievements.”

The attendees stressed the “need for unified positions between Kurdish and Iraqi political parties to overcome and resolve this problem.”

RAFIDAIN BANK INCREASES ELECTRONIC TAX SETTLEMENTS TO MORE THAN 4 TRILLION DINARS DURING THE FIRST HALF OF 2025.

Rafidain Bank announced today, Thursday, that electronic collection settlements exceeded 4 trillion dinars during the first half of 2025, compared to approximately 1.89 trillion dinars during the same period in 2024, reflecting an annual growth rate of nearly 113%.

A statement from the bank, a copy of which was received by {Euphrates News}, stated: “Data from the Electronic Collection Settlements Department showed an expansion in the number of government agencies activating the system from 1,395 by the end of January 2024 to 1,979 by the end of June 2025, which directly contributed to the increase in the pace of electronic collection.”

He added, “May 2025 recorded the highest monthly settlement value, at 761 billion dinars, compared to 571 billion dinars in May 2024, confirming the improved operational efficiency of the system and the strengthening of government institutions’ confidence in the electronic payment services provided by the bank.”

The bank explained that “this performance falls within its comprehensive strategy to support the government’s digital transformation program and enhance collection efficiency and public revenues, while adhering to the highest standards of transparency and financial governance, in line with official directives aimed at building an integrated and effective financial system.”

IRAQ LAUNCHES PROJECT TO ISSUE LOCAL ELECTRONIC PAYMENT CARDS

Iraq has launched a project to issue a local electronic payment card, aiming to enhance financial trust between the public and the government. This is part of Baghdad’s efforts to strengthen its digital infrastructure and provide secure and reliable electronic payment solutions that support the national economy.

The Central Bank of Iraq confirmed – in an official letter addressed to all banks and electronic payment companies – that this national system for local electronic payment cards will be implemented gradually, and that the card identifiers (BIN) and application identifiers (AID) will be issued exclusively by the Central Bank.

The cards represent an additional local option for use within Iraq exclusively in Iraqi dinars. The bank emphasized that they do not replace or restrict existing international cards such as Visa Card and MasterCard, but rather complement the financial system and provide a national alternative, according to the bank.

Release Date

Government economic advisor Alaa Al-Fahd expects the national electronic payment card to be launched before the end of 2025, as part of the Central Bank of Iraq’s efforts to implement comprehensive financial and banking reforms.

Al-Fahd told Al Jazeera Net that this national card will achieve several key objectives, most notably improving the quality of financial services and reducing fees. It will be a purely local card, he emphasized, noting that it will not replace existing international cards, such as Visa and MasterCard, but will work in tandem with them to enhance the options available to citizens.

Alaa Al-Fahd: The new cards will be exclusively local. He added that the Central Bank will be responsible for issuing this card, and that this approach is already in place in many developed countries. He continued, “The card is unique in that it is intended for local use, and aims to build public confidence and enable control over its operations and procedures nationally and locally.” He described this measure as “natural and legal, aiming to create a competitive environment, improve the quality of services, increase financial inclusion, and enhance public confidence in the local banking sector.”

On February 10, the General Secretariat of the Iraqi Council of Ministers announced the suspension of cash transactions in all state institutions, effective at the end of June. All transactions would be fully electronic beginning July 1.

This decision is the culmination of Iraq’s efforts, which began more than two years ago. The country has witnessed a gradual expansion in the use of electronic payment tools. Government departments have begun implementing this system in several vital sectors, such as traffic, fuel filling, and electricity collection.

This gradual expansion has helped citizens become accustomed to using electronic payments, encouraging the government to move toward full compliance with these transactions.

Positive project

For his part, financial and economic expert Mustafa Hantoush emphasized that the launch of the national plan for a local card system is a very positive project that aligns with the rapid development of electronic payment processes.

Hantoush told Al Jazeera Net that the system will include an internal network and a national center that will allow companies to subscribe and issue their own payment cards. He noted that the system will be independent of any international sanctions or restrictions and will operate in Iraqi dinars to ensure the continuity of financial transactions on a permanent and stable basis.

He added that existing international cards, such as Visa and MasterCard, will remain valid for those who need to use them outside Iraq, stressing that the local card will feature reasonable fees and transparent data.

He continued: “This card will enhance competition among companies that obtain card issuance services from the Central Bank, providing an easier and more convenient mechanism for dealing in Iraqi dinars, thus meeting the needs of a broad segment of the Iraqi population and ensuring greater data confidentiality.”

Hantoush emphasized the importance of developing the capabilities of the National Electronic Payments Center at the Central Bank of Iraq, suggesting that the central bank will work in the future to establish a national electronic payments company to provide services and issue cards.

There are several types of electronic payment cards available in Iraq, including debit, credit, and prepaid cards issued by banks and payment companies. These cards enable users to make online purchases, withdraw cash, and pay at merchants.

Prominent examples of these cards in Iraq include Visa and MasterCard, which are the most common, as well as the “Ki Card,” a widely used local payment card. The Rafidain credit card also offers special facilities.

Banks such as Ashur , Middle East Bank, and Al-Ahli Bank of Iraq offer a variety of debit cards, MasterCards, and other electronic payment services.

Towards the better

Iraqi businessman Abdul Hassan Al-Ziyadi welcomed the Central Bank of Iraq’s move to launch a national electronic payment card, describing it as a “step towards the better.”

Al-Ziyadi told Al Jazeera Net that this initiative comes in light of previous experiences with unscrupulous companies that caused harm to citizens, as some of their systems were compromised by internet hackers.

He explained that issuing a dedicated card for dealing in the Iraqi local currency and controlling the situation within the country, so that it accommodates the most important projects and transactions of companies, the government, and economic institutions, is an absolutely necessary step.

Al-Ziyadi predicted the success of this card, given that it is a well-considered step managed by the Central Bank of Iraq, despite some concerns about the bank’s work.

He pointed out that Iraq is in dire need of a local identity card to address the challenges of corruption and the numerous problems that lead to the waste of public funds and, consequently, the weakening of public confidence.

The report noted that it will be a viable alternative to other trade channels, competing with them in terms of shorter distances and lower costs, transforming the country into a regional logistics hub while creating a multi-source economy beyond oil alone.

The report notes that Iraq’s Development Road project represents a transformative $17 billion infrastructure initiative aimed at connecting the Gulf to Europe. With global shipping facing challenges stemming from regional instability and bottlenecks such as the Suez Canal, Iraq is quietly redefining its role in international trade. This logistics corridor, stretching from the Grand Faw Port in southern Iraq to the Turkish border, represents a strategic alternative that will reshape supply and transportation chains between Asia and Europe.

This major project has been described as “one of the most important infrastructure projects in Iraq since the 1920s.” This faster route delivers direct benefits to procurement by enabling faster supply routes, reducing storage costs, and improving responsiveness to market changes.

The global importance of Iraq’s development route has been highlighted amid the ongoing Red Sea crisis, exacerbated by conflicts in the Middle East, where shipping delays have become commonplace. In this context, the Iraqi land corridor offers a practical alternative. In recent weeks, truck drivers from Poland and Germany have completed journeys from Europe to the Gulf via Iraq in just ten days, less than half the time required by sea through the Suez Canal.

The journey from Turkey to Kuwait now takes just seven days, and digital border crossings have reduced waiting times by 92%. The TIR (Terrestrial International Transports International) system, which ensures the safe and efficient movement of goods across borders, is already operational, enhancing the flow of cross-border procurement and supply chains. Hamad Al-Hakim, a transport infrastructure expert at the University of Baghdad, told the Middle East Observer earlier this year:

 “The development road is expected to become a vital trade corridor, not only for Iraq but for the entire region. By connecting the Gulf to Europe via Turkey, it will serve as a new Silk Road, revitalizing ancient trade routes and promoting economic integration.” This corridor provides a practical alternative to the Suez Canal, meaning greater route diversification and a reduced risk of disruption, thus ensuring more reliable supply chains.

At the heart of the Iraq Development Road project is the Grand Faw Port, currently under construction in the city of Al-Faw. This deep-water port features the world’s longest breakwater, at 14.5 kilometers long, and is expected to handle 7.5 million containers annually, capable of receiving the world’s largest container ships. A 1,200-kilometer road and railway extend from the port to Turkey, and the project is expected to be fully operational by 2028. In addition to the transportation infrastructure, the project plans to develop at least ten new cities along the railway route, along with several industrial zones and logistics centers. The development of these areas will provide new opportunities for local supply.

Nasser told Baghdad Today , “Trump’s message included striking phrases such as ‘Great Iraq’ and ‘We will never disappoint you.’ These are not just diplomatic compliments, but carry profound implications related to the future of bilateral relations between the two countries.”

He explained that “the United States continues to view Iraq as a key pillar of its Middle East strategy, amid shifts related to tariffs, investment, and military alliances.”

“Great Iraq” is a term with a double effect.
Trump’s description of Iraq as “great” has sparked various interpretations within Iraqi political circles. According to Nasser, some analysts linked the term to attempts to court Iraqi opposition groups abroad, who had previously officially called for changing the country’s name from “Iraq” to “Great Iraq,” as a symbol of a break with the current political regime.

But Nasser believes that “the United States uses this symbolic language as part of its balanced messages, especially if it obtains Iraqi guarantees regarding the protection of its regional interests and the expansion of economic and security partnerships.”

IRAQ DECLARES ITS “FULL” READINESS TO AVOID ANY NEGATIVE IMPACTS FROM TRUMP’S DECISION.

Amid escalating trade tensions between the United States and several of its partners, the Iraqi Ministry of Trade announced its full readiness to avoid any negative repercussions that may result from US President Donald Trump’s decision to impose tariffs on Iraqi imports to the United States. 

This decision is part of the Trump administration’s policy of reciprocal tariffs aimed at reducing the US trade deficit, a key pillar of his economic policy.

The Iraqi Ministry of Trade said in a statement on Thursday (July 10, 2025) that “these fees, which are scheduled to be implemented on August 1, 2025, represent part of the Trump administration’s reciprocal tariff policy to control the US trade deficit.”

The ministry noted that “these tariffs will directly impact Iraq’s exports to the United States, which amounted to approximately $7.4 billion in 2024, with a trade surplus in Iraq’s favor of $5.8 billion.”

Regarding mitigating the domestic impact and shouldering the burden, the ministry explained that it has developed “plans to provide exemptions or partial support to affected small and medium-sized enterprises. These measures include temporary financial support for Iraqi exporters affected by tariffs, in addition to ensuring the speedy processing of customs transactions and logistical procedures.”

The ministry, in coordination with the Ministries of Foreign Affairs and Finance, also launched a “negotiating team to discuss with the US side the possibility of postponing the implementation of the decision, reducing tariff rates, or exempting certain vital sectors from the new measures.”

The Iraqi Embassy in Washington was tasked with immediately communicating with its American counterpart to explain the extent of the potential impact on the Iraqi economy.

The ministry added that it “has accelerated efforts to open new markets to reduce reliance on a single export destination,” noting that “the agricultural and industrial sectors will be supported to enhance their competitiveness and secure alternative markets.”

Regarding strengthening infrastructure and legislation, the Ministry of Commerce confirmed that “the government will work to accelerate the economic reform process by amending tax and fee systems and improving the business environment.”

The ministry concluded by noting that, as part of a medium-term strategy, development projects will be included in the 2025 budget with the aim of increasing local production and boosting exports.

In a surprise move described as part of an escalating trade policy, the administration of US President Donald Trump announced the imposition of tariffs of up to 30% on imports from several countries, including Iraq, Algeria, and Libya, as part of a package that includes 18 countries around the world. The decision sparked mixed reactions in Iraqi economic circles, particularly amid growing debate about its impact on the Iraqi economy, which is primarily dependent on oil exports exempt from the new duties.

According to Reuters, the US administration sent official letters to six new countries—including Iraq—notifying them of the imposition of tariffs ranging from 25% to 30%. This comes in parallel with previous notifications to 12 other countries. Observers linked this move to the Trump administration’s attempt to address trade surpluses in these countries at the expense of the US market.The fees do not affect oil exports.

Trade between Iraq and the United States amounts to approximately $9 billion annually, with a $5.7 billion surplus favoring Iraq, most of which is due to crude oil exports.

Official data confirms that Iraq exports approximately 200,000 barrels of oil per day to the US market, worth $4.5 billion annually. These exports are exempt from the new US tariffs.

This trend has recently been reinforced with US imports of Iraqi oil rising to 212,000 barrels per day, according to US Energy Information Administration statistics, indicating continued relative reliance on Iraqi crude despite growing domestic US production.

Limited revenue

For his part, MP Moeen Al-Kadhimi, a member of the Parliamentary Finance Committee, stated that the US decision does not directly target Iraq, stressing that oil exports are exempt from the tariffs, and that the volume of trade in other goods remains limited.

“The tariffs imposed by the Trump administration do not include Iraqi exports, particularly oil exports, but rather target goods coming from China and the European Union,” Al-Kadhimi told Al-Eqtisad News.

He added: “Iraq exports no more than $2 billion in petroleum products to the United States annually, with the potential to export other products worth nearly $2 billion as well, so the impact of the tariffs will be limited.”

Al-Kadhimi confirmed that the Iraqi government, in turn, imposed new customs duties on imports from the United States and other countries, explaining that these measures aim to increase non-oil revenues and are not directed against any party.

Earlier, during a meeting chaired by Prime Minister Mohammed Shia al-Sudani, the Ministry of Trade revealed that most Iraqi exports to the United States pass through intermediary countries due to policies pursued by American companies. This prompted the government to take action to develop direct trade relations, enhance banking cooperation, and open an institutional dialogue with the US side to improve the foundations of the trade relationship and ensure mutual interests.

The Finance Committee member emphasized that the increase in fees should not be understood as a mere burden on the market, but rather as an incentive to encourage local production and reduce reliance on imports, particularly in the areas of food and basic commodities.

An important window between Iraq and America

In his message to Iraq, which he described as reflecting “the strength and commitment of the trade relationship between the two countries,” US President Donald Trump affirmed that Washington has decided to move forward with the tariffs with the aim of achieving more balanced and fair trade, after years of what he described as a large trade deficit the United States has suffered with Iraq.

The US President explained that the imposed tariffs will include all Iraqi products, with the exception of Iraqi companies that choose to invest in the United States or relocate production operations there. He noted that these companies will not be subject to any tariffs, and that the required approvals will be granted within weeks.

He added: “We invite you to participate in the exceptional economy of the United States, the number one market in the world, and we will do our best to expedite approvals for those who invest in our country.”

He also stressed that the United States considers the current trade deficit with Iraq an economic and national security threat, and that opening Iraqi markets to American products and lifting trade restrictions could pave the way for reconsidering the decision.

In a related context, economic expert Safwan Qusay emphasized that the US message calling on Iraqi companies to invest in the US market represents a new window for economic diversification and openness to global markets.

Speaking to Al-Eqtisad News, Qusay noted that this invitation could be the beginning of long-term economic partnerships, explaining that the US market offers real opportunities for Iraqi companies to gain expertise and benefit from knowledge and technological capital.

IRAQ HAS ABOUT $100 BILLION IN ITS COFFERS: WITHHELD RESERVES AND CITIZENS LEFT OUT OF THE EQUATION – URGENT

In a country where people’s suffering is measured by the dollar exchange rate, and development is summed up by questions about electricity, water, and jobs, a staggering figure stands out in international institution reports: $106.7 billion in Iraq’s foreign exchange reserves, ranking it third in the Arab world after Saudi Arabia and the UAE.

But behind this dazzling figure lies an unanswered question: Is this money truly available to Iraqis? Or is it frozen in accounts that can only be moved with the permission of the US Treasury?
The truth, confirmed by experts, is that the largest portion of these reserves is deposited in US banks, and the Iraqi government can only use them within narrow margins subject to international approval, specifically from Washington.

Economic expert Haider Al-Sheikh told Baghdad Today on Thursday (July 10, 2025) that cash liquidity in Iraq is “fully available, whether in dinars or dollars,” noting that “foreign exchange reserves have exceeded $106 billion, while gold reserves have exceeded 163 tons, making Iraq fourth in the Arab world after Saudi Arabia, Lebanon, and Algeria.”

Al-Sheikh added, “This abundance came after years of sharp declines during the COVID-19 pandemic, when oil prices collapsed. However, the subsequent rise in prices and the change in the dollar exchange rate helped rebuild the cash reserve and raise reserves to unprecedented levels.”

Advanced ranking in the Arab region
. According to data from the International Monetary Fund (IMF), Iraq ranked third in the Arab world in terms of foreign exchange reserves, ahead of countries such as Libya, Algeria, Qatar, Egypt, Kuwait, and Morocco.

A promising market on paper, but constrained in reality.
Al-Sheikh points out that the advance in reserve size gives Iraq “great economic attractiveness” and makes it a target for competition among major countries for investment opportunities, such as the United States, China, Japan, and France, due to its vast resources and sensitive geographical location.

But this attraction, experts believe, is hampered by a fragile administrative reality, an unstable legal environment, and a volatile political climate. This makes the flow of funds into Iraq a thorny process, requiring more than hard numbers and cash reserves; it requires a genuine will to reform.

Moreover, despite these impressive figures, the question still lingers in the minds of Iraqi citizens: When will the state’s funds become a tool for their service?
While the state is piling billions into banks abroad, the majority of the population continues to struggle to secure the basic necessities of life amid high unemployment, high prices, and deteriorating services.

The deeper problem is that this massive reserve, which is supposed to be the country’s safety valve, is not actually in hand. Rather, the bulk of it is deposited in foreign banks, specifically the US Federal Reserve, and is subject to strict controls that prevent Iraq from using it freely or employing it in development or emergency projects without complex international approvals.

According to observers, ultimately, any financial figure is worthless unless it is translated into living reality. While the state celebrates its ranking on reserve lists, citizens are not looking for a ranking but rather an outcome: Will this money be used to protect the dinar? To support prices? To build factories? To free the market from dependency? Or will it remain a mere mortgaged asset, from which Iraqis see nothing but slogans of sovereignty and headlines in international reports?

A US REPORT REVEALS PRESIDENT

Donald Trump’s persistent efforts to draw Iraq toward the Western axis, stressing that the US Treasury’s recent sanctions on Iraqi oil networks involved in smuggling for Iran are likely to hinder international investment in the oil and gas sector and ports planned by Baghdad.

A report by the American oil website Oil Price, translated by Shafaq News Agency, stated that “the Trump administration has escalated its pressure on the Iranian regime, just weeks after the attack on Tehran’s nuclear facilities, and has tightened the “maximum pressure” sanctions imposed by Trump, as Washington announced new designations that included more than 30 tankers, entities, and individuals.”

The report pointed out that the US Office of Foreign Assets Control (OFAC) stated on Thursday that the targeted networks transport billions of dollars worth of Iranian oil and include designations of companies linked to British and Iraqi citizen Salim Ahmed Saeed, who is accused of selling Iranian oil falsely declared as Iraqi oil since at least 2020. The designations also address Iraq-based operations that blend Iranian oil with Iraqi oil and sell it as Iraqi or Emirati oil.

According to the report, “One target is the VS Oil Terminal in the Iraqi port of Khor al-Zubair, owned by Saeed and housing six oil tanks. OFAC has also observed ship-to-ship transfers occurring near this terminal. Lloyd’s List has previously reported that forged documents and manipulated data are routinely used to disguise Iranian oil. Other designations include the UAE-based VS Tankers FZE, the Marshall Islands-flagged supertanker Tigris, and 11 other tankers used in Iranian oil and liquefied natural gas (LNG) shipments.”

He explained that “some of the vessels were involved in sales operations for the Islamic Revolutionary Guard Corps-Quds Force. The designations also included Sai Saburi Consulting Services, an India-based ship management company (linked to the sanctioned Pakistani trading company Alliance Energy), and the Singaporean company Trans Arctic Global Marine Services.”

The report continued: “For Iraq, the implications are significant. While Baghdad seeks to boost investment and cooperation with the West, US sanctions targeting Iraqi-linked operators could hinder international investment in the oil, gas, and ports sectors. Baghdad also needs more natural gas, and the broader US-Israeli conflict with Iran, along with Washington’s efforts to limit Iranian influence in Iraq, are increasing political and economic instability.”

He pointed out that “Iran’s grip on Iraq has weakened recently, but the militias remain active, and Baghdad is also embroiled in a dispute with the Kurdistan Regional Government over oil contracts and revenue sharing.” He noted that “Washington’s involvement in the dynamics of Iranian-Iraqi relations has begun to deepen, and that Trump’s strategy is based on two axes:

1.pressuring Tehran to negotiate, drawing Iraq into the Western orbit,

He explained that “the measures taken include strengthening channels of joint dialogue between representatives of the public and private sectors to develop practical solutions to the challenges facing the business environment, reviewing and updating commercial and regulatory legislation with the aim of simplifying procedures and stimulating local and foreign investment, in addition to launching programs to support small and medium enterprises and providing financing and training packages to support entrepreneurs.”

Hanoun pointed to the possibility of supporting digital transformation and developing electronic services to facilitate commercial and investment transactions and enhance the principles of transparency and economic governance by publishing periodic reports on economic performance indicators and the business environment, creating an appropriate investment, legal, and financial climate for major partnerships, and encouraging quality investments in vital sectors. IRAN HAS REPORTEDLY ASKED THE UNITED STATES FOR SUPPORT TO DEVELOP A PEACEFUL NUCLEAR PROGRAM, WHICH IS LIKELY PART OF A CONTINUED IRANIAN EFFORT TO MAINTAIN DOMESTIC URANIUM ENRICHMENT. 

An unspecified senior White House official told the Wall Street Journal on July 10 that Iran seeks to secure sanctions relief and US assistance with a civilian nuclear program.

(Remember that months ago, the US already proposed to help Iran in its civilian endeavor for nuclear power plants. This included the US providing the enriched uranium and building the power plants under their terms. Still no more Iranian enrichment. Iran must give up its enrichment program. Why are they being so stubborn? Is it because they really are not so concerned about nuclear power plants as they are creating the bomb? Is it all just a façade?)

Iran would likely seek a US-supported civilian nuclear program to involve uranium enrichment on Iranian soil, given that Iran has not changed its position on the US demand for zero uranium enrichment. Iranian Foreign Affairs Minister Abbas Araghchi told French media on July 10, for example, that enrichment is Iran’s “right and need.” The United States sought, before the Israel-Iran War, to establish a regional nuclear consortium outside of Iran that would provide Iran with uranium for civilian nuclear purposes but would not allow enrichment on Iranian soil. Iranian officials stated that Iran was open to the consortium model, but only if the consortium’s enrichment facility was located in Iran. Iran would similarly likely only accept US assistance with its nuclear program if the United States allows Iran to continue enriching uranium on Iranian soil.

The senior White House official said that US demands require Iran to remove remaining nuclear material and enrichment infrastructure, accept strict limits on its missile program, and halt support for the Axis of Resistance. Iran would also need to resume cooperation with the International Atomic Energy Agency and agree to on-demand inspections of its nuclear facilities. Senior Iranian officials have repeatedly rejected such demands.

Prime Minister Mohammed Shia al-Sudani confirmed on Saturday that there is no Iranian control over Iraqi affairs, while pointing to the possibility of an agreement between Iran and the United States.Al-Sudani said in a television interview, “There is no Iranian control over Iraqi affairs, not even a part of them.”   “Our impression from meetings with the Iranians is that they are eager to make an agreement.” He pointed to his government’s “success in reducing corruption.”

US TARIFFS OPEN THE DOOR TO PARTNERSHIP: IRAQ CALLS FOR ACTIVATING THE ECONOMIC AGREEMENT WITH WASHINGTON.

(Mnt Goat -I find this article somewhat puzzling. What economic agreement are they talking about? As far as I know the US never had any economic agreement with Iraq. It sounds as if this was done in the past and the U.S. is now forcing Iraq to live up to its agreement by using tariffs as leverage. However, this is NOT THE CASE. The title should read “US TARIFFS OPEN THE DOOR TO PARTNERSHIP: IRAQ CALLS FOR ACTIVATING A NEW ERA OF ECONOMIC AGREEMENTS WITH WASHINGTON”. This could just be a translation issue too from Arabic to English.)

The Prime Minister’s Advisor for Investment Affairs, Mohammed Al-Najjar, affirmed on Sunday that the recent US tariffs imposed on Iraqi products represent an opportunity to activate the joint economic agreement between the two countries, while noting that they do not affect the volume of trade exchange.

Al-Najjar said in a statement monitored by Al-Mada that “the customs duties imposed by the United States on Iraqi products can be transformed from a challenge into a real opportunity to support the national economy and enhance joint cooperation.”

(This paragraph sound much more realistic of what is actually happening)

He explained that “the new customs duties do not currently have a direct impact on the volume of trade between Iraq and the United States, given that Iraqi exports to the United States primarily rely on oil, which is not subject to such duties.” He noted that “if Iraq diversifies its exports in the future, the impact will be significant, which calls for investing in this step to strengthen economic dialogue between the two countries.”

He added, “These developments represent an opportunity to activate the provisions of the Iraq-US Framework Agreement, the economic aspects of which have not yet been implemented due to US producers’ lack of familiarity with the Iraqi market compared to markets in Asia, Latin America, and Europe, in addition to the challenges facing Iraqi importers, such as high transportation costs, difficulty obtaining visas, and weak direct transportation routes.”

Al-Najjar explained that “the Iraq Development Fund, whose idea was proposed about seven months ago in cooperation with the American side, is considered one of the important tools for encouraging trade exchange and joint investment,” noting that “there is a response from American authorities to this approach.”

He stressed that “work is underway to reach advanced stages in establishing this fund, which will provide a direct channel linking Iraqi importers with American products and, in turn, enable American investors to enter the Iraqi market.”

He stated, “We view these developments as an important opportunity to strengthen the national economy and open broader horizons for cooperation and partnership between Iraq and the United States, in a way that serves the interests of both parties.”

BASIL HUSSEIN: THE “NAJAF-TEHRAN-WASHINGTON TRILOGY” IS WHAT WILL DECIDE THE THREE PRESIDENCIES IN IRAQ.

  

Basil Hussein, head of the Klawada Center for Studies, said that the actual governing equation for selecting the three presidencies in Iraq can be summed up as the “Najaf-Tehran-Washington trilogy.” He emphasized that these forces combined represent the largest parliamentary bloc that will determine the identity of the prime minister, the speaker of parliament, and the president of the republic.

Hussein said in a post on the (X) platform, which was monitored by the “Jarida” platform , that “the Najaf authority will have the greater role in the decision-making process this time, compared to the American or Iranian roles,” adding that “the results of the elections in Iraq have never been the decisive factor in determining the identity of the prime minister.”

He explained that “ballot boxes have often been emptied of their content due to extra-electoral balances,” noting that “Iyad Allawi won in 2010 but was prevented from forming a government due to an Iranian veto. Maliki was prevented in 2014, despite his victory, by a decision from the religious authority. The Sairoon list also topped the list in 2018 and 2021, without securing the prime ministership.”

Hussein concluded by saying, “The elections are merely a formal façade, ultimately subject to the logic of internal and external settlements, with each party’s relative weight varying in each election cycle.”

CUSTOMS DISCUSSES WITH ASYCUDA PROCEDURES FOR UNIFYING THE CUSTOMS SYSTEM BETWEEN THE CENTRAL AND REGIONAL AUTHORITIES.

The General Authority of Customs discussed, on Sunday, with the ASYCUDA national team and a delegation from the Kurdistan Region of Iraq, the mechanisms for implementing Resolution 270, the application of the 2017 Harmonized System Code, the steps for institutional integration, and the unification of customs procedures between the center and the region. The Authority indicated that the next phase will witness a direct link and immediate exchange of customs information between the two parties.

The authority said in a statement received by the Iraqi News Agency (INA): “The Director General of the General Authority of Customs, Thamer Qasim Daoud, chaired a joint meeting in Baghdad that included a delegation from the Kurdistan Region Customs, a representative of the Ministry of Interior in the region, and the national team of the ASYCUDA project, to discuss steps for institutional integration and unification of customs procedures between the center and the region.”

The statement added, “The meeting discussed the mechanisms for implementing Cabinet Resolution No. (270) of 2024, which is a pivotal station in unifying customs policies, regulating the movement of trade exchange in a manner consistent with applicable laws and enhancing control over customs centers throughout the country.”

He continued, “The attendees also discussed the implementation of the 2017 Harmonized System for Data Security (HS Code) at all customs centers, including the region’s customs, to facilitate the unification and integration of data between the federally approved ASYCUDA system and the systems operating in the region.”

The Director General of the General Authority of Customs confirmed, according to the statement, that “the next phase will witness a direct link and immediate exchange of customs information between the two parties, via a unified technical platform that will contribute to accelerating procedures, raising the level of transparency, and achieving fairness in the evaluation and valuation of goods.”

He added, “This move comes as part of the government’s program to address economic reform, combat corruption, and reduce the waste of public funds, by building an integrated digital system that ensures standardization, controls the movement of goods, and increases revenues across all customs centers.”

He concluded, “During the meeting, it was agreed to form specialized technical teams from both sides to undertake technical coordination and work to overcome challenges, leading to the launch of a unified system across Iraq that supports economic sovereignty and enhances institutional confidence.”

IRAN IS LOSING ITS STRANGLEHOLD OVER IRAQ

(It does not say the Iranian militias are out of Iraq, does it?)

The Shia militias that Iran used as proxies sat out the war with Israel and America 

He was killed by an Israeli air strike in Lebanon last year. Yet the face of Hassan Nasrallah, formerly the boss of Hezbollah, is still plastered on posters all over Baghdad, Iraq’s capital. Alongside them are images of other Shia militia leaders from Iraq, Iran and Lebanon. They have one thing in common: their outfits are backed by Iran.

The posters are testament to Iran’s long-standing influence in Iraq. Yet they also mask a growing dissatisfaction among Iraqis about their country’s alignment with its bigger neighbor, particularly among the young. Many dreaded being dragged into Iran’s war with Israel and America, and were relieved that their government stayed out of it. The response to calls by the militias to march on the American embassy during the war in June, which ended with a ceasefire after just 12 days, was lack luster. As its influence wanes across the region, Iran cannot rely on Iraq the way it used to.

The relationship between the neighbors, which share a 1,600km-long border, has waxed and waned. Their religious leaders compete for influence among Shia Muslims around the world. In the 1980s they fought a war in which hundreds of thousands of people died.

Yet in the years since America toppled the regime of Saddam Hussein in 2003 Iraq has been a staging ground for Iran to project power across the region. With extensive Western sanctions in place to stymie Iran’s nuclear program, Iraq’s economy has been one of the few lifelines for its beleaguered neighbor. For years the regime in Tehran manipulated the Iraqi central bank’s daily dollar auctions to secure hard currency to pay for imports, circumventing sanctions. Only America’s blacklisting of Iraqi banks in 2023 slowed the practice. Iraq is also a crucial market for Iranian exports. Iran presses Iraqi government departments and ministries to priorities Iranian goods over those from elsewhere, according to businesspeople in Baghdad. “If the Americans occupied Iraq militarily,” says one banker from the region, “then Iran has done so economically.”

Even more important has been Iran’s exertion of military influence through militias backed by its Islamic Revolutionary Guards Corps (IRGC). The rise in Iraq of Islamic State (IS), a Sunni extremist group, in 2014 triggered a call to arms from Shia religious authorities in both Iraq and Iran. Iran supported the establishment of a number of Shia armed groups in Iraq. They battled IS and eventually helped to degrade it significantly. But they also provided Iran with a way to control much of Iraq’s politics and economy.

(I say again, Iraq NEVER should have let Iran in to help with ISIS. This was a huge mistake and  they are paying the price for it now.)

The militias’ unmarked pickup trucks still roam the streets of the capital. Their members have vast business interests and control important ministries, including those in charge of oil and metals exports. Until recently they exerted significant influence over the supreme court.

Much of that control was exerted by Qassem Suleimani, who as head of the Quds force, the IRGC’s elite arm, helped co-ordinate Iran’s foreign-influence activities. But Iran’s hold over the militias has diminished since an American drone strike killed Suleimani in 2020. Even as some joined Iran’s “axis of resistance”, others turned inward, focusing on domestic affairs.

One reason is that Esmail Qaani, Suleimani’s successor, lacks his predecessor’s deft touch in managing the factions’ competing interests, says a veteran Iraqi lawmaker. “The requests became demands,” he says. Another is that Iran’s allies in Iraq have grown rich and now have much to lose from getting dragged into a conflict with America or Israel. Some still believe in Iran’s Islamic revolution and the need to fight Israel. But others are increasingly resentful of their country’s status as its neighbor’s satrap.

Perhaps most important, a younger political class that grew out of anti-government protests in 2020 has become increasingly vocal about its opposition to the militias. The armed groups are “corrupted and have built economic empires”, says Muhi Ansari, who heads the Iraqi House foundation, a new civil-society group. “The concept of resistance [to Israel] is hollow in Iraq,” he says.

That sentiment was on full display during Iran’s brief war against Israel and America last month. Even Iran’s closest allies in Iraq were too wary of retaliation by America or Israel to offer much help. As Abu Meethaq al-Amsari, a political analyst close to Badr, one of the biggest Iran-backed factions, explained on national television on June 21st:

 “The brothers in the factions are practicing a high degree of self-restraint and rationality.”

Israel’s decimation of the IRGC’s high command during the dozen-day war and America’s strike on Iran’s nuclear programs have raised hopes among some Iraqis that Iran’s hold over Iraq’s politics and economy will diminish. As militias and politicians loyal to Iran find themselves adrift, a space could open up for other, homegrown political forces. “Whatever they say in public,” says a civil servant, “we’re not sad to see Iran weakened.”
