STATUS OF THE RV
Any move on the part of the Central Bank of Iraq to restrict the citizens in the use of the dollar and more use of the dinar is yet another move towards monetary sovereignty for Iraq. Remember how Iraq got the US dollar in circulation in the first place, it was because of the sanctions. Now they have ditched the dollar, the parallel market is done and they are going back to sole use of the Iraqi dinar as their main currency within the country. This is exactly how it was before the 2003 invasions and the hyperinflation conversion to the three zero notes and the use of the currency auctions (sole use of the US dollar to pay for imports). Yes, these days are almost over.
So, what we really want to see is the use of the dinar to pay for imports and thus the demand for dinar by other countries as a currency of some value. Right now, Iraq does send their dinars to some of the correspondent banks to pay for imports but this is still limited as many banks still want US dollars directly. But the conversion process (exchange of dinars for dollars) process is taking on steam and is rolling forward over time. No, this does not yet mean an RV or reinstatement has happened and so stop listening to these silly intel gurus who don’t know what they are talking about.
😊😊So, in yet another very good article titled “EXPERTS: THE NATIONAL PAYMENT CARD ENHANCES MONETARY SOVEREIGNTY.” We learn more about the project called the Local Scheme. This project has many benefits. I will let you go read the entire article for yourself to get all the details. I included it in the Articles Section. However, I do want to emphasis that I believe this is yet another Central Bank’s initiative to contribute to absorbing liquidity and eliminating financial hoarding of dinars and dollars, as well as strengthening the principle of monetary sovereignty. Aren’t these the two main monetary issues facing the CBI today? So, yet another solution is being implemented in the hope it will solve these issues. How many solutions have we see over the years to combat these banking issues? Will this one finally work to the desired level? We won’t have the answer to this question until they let this project take root. I am sure they will tell us in the upcoming news. Let’s wait and see.
Where’s the BEEF, I mean budget tables….lol…
I want to bring you attention to one of the most controversial issues facing Iraq today. In the article titled “WHERE ARE THE 2025 BUDGET SCHEDULES? PROJECTS ARE SUSPENDED, PLANS ARE POSTPONED, AND PARLIAMENT HOLDS THE GOVERNMENT ACCOUNTABLE” we read about this issue again. Despite more than half a year having passed since the start of the fiscal year, the 2025 budget schedules remain absent from the House of Representatives, a scene that rekindles concerns about a financial paralysis that threatens service and development projects in the governorates. This delay comes despite the country’s adoption of the “Tripartite Budget” law, which was supposed to spare Iraq the annual wait for approval of financial allocations and ensure stability in the flow of funds and project planning.
Remember that in past articles the Finance Committee has fully explained why the budget tables are being held up. They told us the main reason is the drop in oil prices. The second reason (connected to the first) is that Iraq does not want to run the government on a deficit. Obviously is revenues drop how will they pay for the budget?
So the effort has been to slim down the budget to meet the oil revenues. The third reason given to us in the past is they have to pay for the 2025 and if oil is not flowing from the Kurdistan region, revenues are affected that pay their salaries. If they don’t get their salaries, they cut off the oil. So what comes first the chicken or the egg. You see these issues are all interconnected.
Some say why not just pay the salaries to the Kurds from the CBI reserves? This is not a practice the CBI wants to encounter unless an emergency crisis such as what happened in 2020 during the Covid pandemic. There are certain lessons learned too from that era. One is over spending in times like this. Oh.. why are the salaries late to the Kurds in the first place? This has a lot to do with constitutional issues in the sale of oil, again which could be easily solved with the passing of the Oil and Gas Law.
I need all my readers to understand what is going on in Iraq and what is behind it. I want you to be educated on the affairs on Iraq and how they impact what we are looking for (the RV and Restatement). I need you to understand in spite of all this foolish intel guru talk out on the internet. We are much smarter than these idiots to believe all of their nonsense. No, the RV rate in not in these budget tables as a reason to hold them up that they don’t want us to see until they are ready to RV. Get it? Stop all this foolish talk. I can hardly believe anyone would fall for this nonsense. Again, any revaluation of the Iraqi dinar will be announced and we don’t need to go fishing through some budget tables to find it, if it could even be there.
The House of Representatives will hold its first session of the second legislative term for 2025 on Saturday. Let’s hope they finally take up the Oil and Gas Law again. We know they will take up the issue of the Budget Tables.
If you notice one thing among all these other issues and ongoing sagas in the government of Iraq (GOI) we still see the CBI trucking again and making movement towards it final destination of the reinstatement of the dinar to a global status (FOREX). It is like these other issues, although are very important, feel like just distractions but we know they can also affect the monetary process and should be resolved for stability.
As the U.S. exerts yet more pressure on Iraq for a wakeup call to what I believe is to bring the two sides together. The sides are Kurdistan and the Baghdad government. Reality is setting in. Either this country decides to unite and use their constitutional powers to settle disputes or things are on the brink of getting much worse. But there is hope for Iraq. Remember, when I told you that soon oil prices will drop as other sources of energy are coming that will outmode the use of the dependency on oil. Is Iraq ready for this change? Are they still clinging to their “rentier” economy? What does this have to do with the reinstatement?
Statements made by the US State Department spokesperson Tammy Bruce on Tuesday urged Baghdad and Erbil to resolve their disputes through constructive dialogue. She emphasized that settling the Kurdistan Region’s salary issue would demonstrate Iraq’s commitment to a stable investment climate, while also paving the way for broader cooperation—such as reopening the Iraq-Turkey pipeline and expanding energy projects with US companies. I am telling you that these issues matter and by resolving them Iraq can show they have put on their “big boy” pants and are ready to work in the global community. This is what the U.S. is looking for. It’s called STABILITY”.
I have said it many times that this reinstatement of the dinar is nothing but political. Can you see it now in the comments made by Tammy Bruce? If it wasn’t the Dr Shabibi coup would have never happened. The newer lower denominations would be in circulation and we would have already been to the bank. We can try to ignore the political side but if we truly want the TRUTH we must connect the pieces and see it. Trump’s policy towards Iraq is one of hope but he is also going to first use Iraq as a platform for peace in the middle east. We have to sit and watch it all play out. So today we have a good idea of what the U.S. policy is towards Iraq. When the U.S. really steps up to the plate economically in Iraq you will see wonderous things happen. But first things first as the U.S. does not want it investment squandered by war and instability. This means dealing with Iran and these terrorists organizations first.
Trump wants ACTION not WORDS
Take a peak at the article titled “TRUMP’S TAX HITS IRAQ’S ECONOMY HARD… 3 URGENTLY NEEDED COURSES OF ACTION”. If you haven’t heard already earlier this week, US President Donald Trump announced the imposition of tariffs on six countries, 30% on Algeria, 25% on Brunei, 30% on Iraq, 30% on Libya, 25% on Moldova, and 25% on the Philippines. We must dive deep as to why Trump is doing this move. He wants to negotiate with these countries and so this is a platform to get their attention to do so. Why have they not already contacted the U.S. on this tariff issue, as they knew darn well it was coming?
In the articles titled: “INTERNATIONAL WARNING TO IRAQ.. AN EXPERT DISCUSSES THE IMF REPORT: YOU ARE TO BLAME, TOO.” and “IMF EXECUTIVE BOARD CONCLUDES 2025 ARTICLE IV CONSULTATION WITH IRAQ”. We read the pros and cons in the IMF executive summary for Iraq 2025 consultation. Interesting to note it seems the IMF has mixed emotions about the Iraqi economy.
- Iraq has managed to uphold domestic stability despite regional turmoil and global uncertainty. At the same time, the non-oil economy slowed down in 2024 following a very strong growth in 2023. (All VERY positive comments about STABILITY)
- The important part is that Inflation has remained subdued amid weaker demand. Financing constraints and lower oil revenues are expected to constrain fiscal spending, taking an additional toll on economic activity. (This is why the budget tables for 2025 have not yet been released. The GOI does not want to complete the projects allocated for 2025 due to a drop in oil revenues.)
- Against a baseline of low oil prices, fiscal deficits and external accounts are projected to deteriorate further over the medium term unless significant reforms are undertaken to increase non-oil revenues, control the public wage bill, and boost non-oil growth potential through an ambitious structural reform agenda. (We have read all about these other sources of revenues. Iraq just needs some time to implement them fully. Many of these revenue sources will out weight the revenues from the oil.)
The expert’s criticism of the IMF itself stems from the fact that the IMF itself is unaware of the Iraqi political and social context, which makes implementing the “ready-made recipes” it offers extremely difficult. Its proposals clash with the spread of the deep state’s influence and its obstruction of tax reform aimed at increasing non-oil revenues, for example. (So please don’t tell me we are not supposed to study the political side or that politics has nothing to do with getting the reinstatement done! 😊 All you other intel gurus can safely stay away from politics and give out your stupid nonsense every day- any day RV dates to your listeners, but I stick to reality and common sense, sorry! )
We must continue our prayers. How much do we want the RV? We must consider the Iraqi people to in our prayers as the RV means much more to them than to us. They need their normalcy back to prior to 1991. We must stay focused on the prize. It is coming.

These prophecies are more important now more than ever. They give us the strength, perseverance and hope that a better time is coming and that God’s Hand is at work behind the scenes. If you just take a second even to look around you at these past three election cycles, how can you deny that God is at work? Are you sleeping or what?

About the prophetic word:
How do these people know these things? Is it God speaking to them of the future?
How is all these prophecies related to the IQD revaluation?
First I need to add that God has given multiple prophecies already about the IQD revaluation and His form of the global reset. In each He specifically talks about Iran, Iraq and Southern Asia (Vietnam).
With the prophecies, unlike the RV saga, we hardly ever get a firm timeline, but we must stay faithful and know that God will be faithful to us and provide what he promises to his prophets and promises to us. Like the clean out of SCOTUS now coming about so will the RV.
Remember that, like us listening to these prophecies, the dark side also listens to them and constructs obstacles in an attempt to overcome them and stop them. This is intentional and we will soon learn of the truths behind why the RV was halted in 2012, besides what we already know. There were some very dark elements involved.
We know the RV of the IQD is unstoppable but it can be delayed and was delayed by these dark elements in 2012. I firmly believe this is what happened in 2012 when the CBI has an “unprecedented opportunity”, according to Dr Shabibi in his 2015 interview before his passing, to get the Iraqi dinar back online in the foreign currency exchanges.
I have been trying to explain to everyone many time already that this is when the criteria all changed under the Obama administration, thus we sit for another 13 years waiting for Iraq to meet this new stringent criterion. They did this in a well-orchestrated, corrupt plan to hold it up, but only after these corrupt U.S. politicians exchanged their dinar and no longer cared about Iraq.
Folks it has been 13 years since! Are we now also approaching the other 2 prophecies by Kim Clement telling of the wealth transfer, the reset and the coming PEACE in the middle east. I find it is good to remember the Stations of the Cross during lent and what our savior did for us. In know many of you may not be Catholics or even Christians but try to take a different approach this Easter. Try to see what all the fuss is about Christ. Put yourself in Christ shoes (or should I say sandals) as an ordinary person in today’s world. You can quickly see that the nature of man has not changed very much and if Christ were born today, many would probably try to crucify him. Have we not learned anything?

The Prime Minister’s Financial Advisor, Dr. Mazhar Mohammed Salih, told Al-Sabah: “Issuing the national payment card is a principle implemented in all countries around the world. It allows its holder to make payments using electronic cards within the country in Iraqi dinars, under the supervision of the monetary authority and under the principle of monetary sovereignty, without the need to go through external oversight systems.”
He added, “The project is called the Local Scheme, and it aims to reduce the use of cash in Iraqi dinars as a matter of flows within the national economy only. Issuing a unified electronic payment card is one of the ways to achieve financial inclusion within our country’s monetary system. Payment cards that can be used outside the country in foreign currencies such as dollars and others through Visa and MasterCard will remain in effect through international companies.”
LOCALLY BORN
Economic expert Ghazi Al-Kanani described the Central Bank’s new move to issue a local electronic payment card as “locally born” and enhancing competitiveness in providing services to the largest segment of citizens.
Al-Kanani added, in an interview with Al-Sabah, that “this trend presents citizens with a number of options, and they must choose the most appropriate one that aligns with their desires and needs, which have begun to multiply and interact with the financial technology witnessed in the world around us. At the same time, we must follow and keep pace with it.”
He pointed out that “the reality of electronic payments must witness continuous development in all its aspects and be integrated with the global electronic payments system witnessed by the international financial sector.”
Al-Kanani pointed out that “local companies are working to adopt more secure and advanced systems, which will enhance products. The best financial services must be available within the Iraqi labor market. The Central Bank’s move merely enhances the reality of electronic payments, not limits their development.” He noted that “local electronic payment cards now provide secure services worldwide.”
ADVANCED SERVICES
Nabil Al-Najjar, an expert in electronic payments, told Al-Sabah that the Central Bank of Iraq’s launch of the national electronic payment card project is an “important and necessary option,” given that the card is designed to provide a safe and practical means of payment and is managed entirely locally, without relying on international networks like Visa and Mastercard.
He stated, “The goal of this project is to reduce reliance on foreign cards and lower fees and commissions imposed by global companies. It also contributes to strengthening digital sovereignty and enabling financial institutions to provide flexible and advanced payment services within the country.”
Al-Najjar noted that “the new card operates using the globally used EMV technology and can be used for withdrawals and payments within Iraq via ATMs and points of sale, while ensuring that all data and transactions remain within national borders, enhancing security and providing a more independent financial environment.”
FINANCIAL INCLUSION
With this project, Iraq joins international initiatives that have achieved success, such as Mada in Saudi Arabia, Meeza in Egypt, and Mir in Russia. The system is being gradually developed to meet the needs of individuals and institutions.
Banking expert Dr. Nabil Rahim Al-Abadi told Al-Sabah that the system used by the project, known as “Domestic Switch,” aims to enhance financial sovereignty and reduce reliance on external systems. The Central Bank of Iraq seeks to build a central system linking banks and financial institutions within Iraq.
He pointed out that “the project focuses on enhancing financial inclusion, as the rate of card usage in Iraq is low compared to neighboring countries.” He said, “According to the Central Bank of Iraq’s announcement, the project aims to establish a national electronic payment company to unify local payment systems and facilitate interoperability. The expansion of the digital infrastructure includes increasing points of sale and ATMs, in addition to developing platforms such as the Sweej application and supporting licensed digital banks.”
Al-Abadi emphasized that “the project is expected to contribute to reducing transaction costs, as high fees on international transfers will be reduced, further enhancing card usage and contributing to the growth of the digital economy.” However, the expert pointed out a number of challenges the project will face, most notably prevailing cash habits and cybersecurity risks, which require enhanced data protection.
He explained that “the Central Bank of Iraq’s move to establish this system represents a turning point in building an independent national payment system that enhances financial sovereignty and reduces reliance on cash, forming the basis for a more resilient economy.” He considered the project a major achievement in the history of the Central Bank of Iraq, emphasizing its role in supporting structural reform and transparency, “which paves the way for a sustainable financial future in Iraq.”
NATIONAL SYSTEM
Financial affairs expert Dr. Mustafa Akram Hantoush emphasized that the project represents a positive development in enhancing digital sovereignty and regulating the payments sector. He pointed to the Central Bank of Iraq’s statement announcing the launch of the “National Card Planning System,” a fundamental pillar toward developing an integrated national system for managing local payment cards.
Hantoush pointed out that “this step confirms that Iraq has a specialized internal system for issuing and operating local cards, away from complete reliance on external systems,” noting that “the two international companies, MasterCard and Visa, continue to operate inside Iraq, despite the circulation of inaccurate information about their services being limited to banks linked to accounts with Citibank or JPMorgan.”
Hantoush confirmed that “electronic payment companies operating in Iraq will continue to operate within the framework of the system without any direct impact, as the new service is a regulatory measure and not a replacement for any of the companies or cards operating in Iraq.”

WHERE ARE THE 2025 BUDGET SCHEDULES? PROJECTS ARE SUSPENDED, PLANS ARE POSTPONED, AND PARLIAMENT HOLDS THE GOVERNMENT ACCOUNTABLE.
Despite more than half a year having passed since the start of the fiscal year, the 2025 budget schedules remain absent from the House of Representatives, a scene that rekindles concerns about a financial paralysis that threatens service and development projects in the governorates.
This delay comes despite the country’s adoption of the “Tripartite Budget” law, which was supposed to spare Iraq the annual wait for approval of financial allocations and ensure stability in the flow of funds and project planning.
In this context, the Deputy Chairman of the Parliamentary Committee for Regions and Governorates, Jawad Al-Yasari, ruled out on Tuesday (July 8, 2025) the approval of the 2025 budget schedules during the remaining term of Parliament, holding the government responsible for the delay.
“The Iraqi government is responsible for the delay in approving the 2025 budget schedules, as it has not yet sent them to Parliament for review,” Al-Yasari told Baghdad Today. “We don’t know anything about them yet, and we don’t believe the government is serious about sending them, which is why we rule out approving them within the remaining term of Parliament.”
He added, “This delay has clear consequences, most notably the disruption of the launch of a large number of projects in the governorates, as well as the obstruction of the completion of existing projects that require financial allocations.” He noted that “the government is currently content with paying salaries and outstanding financial obligations, in the absence of schedules and a parliamentary vote on them.”
According to observers, the government’s continued delay in submitting budget schedules reflects confusion in financial planning and a lack of a clear vision regarding spending priorities. This threatens to widen the gap between the central government and the governorates and weaken the state’s ability to fulfill its service and development commitments. It also portends escalating popular discontent in some areas, particularly those that rely on investment allocations for infrastructure development and job creation, at a time when economic and living pressures on citizens are increasing.

IMF EXECUTIVE BOARD CONCLUDES 2025 ARTICLE IV CONSULTATION WITH IRAQ
Washington, DC: The Executive Board of the International Monetary Fund (IMF) concluded the Article IV consultation with Iraq and considered and endorsed the staff appraisal without a meeting on a lapse-of-time basis.
- Iraq has managed to uphold domestic stability despite regional turmoil and global uncertainty. At the same time, the non-oil economy slowed down in 2024 following a very strong growth in 2023. Inflation has remained subdued amid weaker demand. Financing constraints and lower oil revenues are expected to constrain fiscal spending, taking an additional toll on economic activity.
- Against a baseline of low oil prices, fiscal deficits and external accounts are projected to deteriorate further over the medium term unless significant reforms are undertaken to increase non-oil revenues, control the public wage bill, and boost non-oil growth potential through an ambitious structural reform agenda.
(This is why the budget tables for 2025 have not yet been released. The GOI does not want to complete the projects allocated for 2025 due to a drop in oil revenues.)

Economic expert Suham Yousef discusses the latest report by the International Monetary Fund (IMF), which included significant warnings to the Iraqi government regarding the continued decline in revenues while increasing public spending, which constitutes a serious structural deficit in the economy’s structure.
The expert’s criticism of the IMF itself stems from the fact that the IMF itself is unaware of the Iraqi political and social context, which makes implementing the “ready-made recipes” it offers extremely difficult.
Its proposals clash with the spread of the deep state’s influence and its obstruction of tax reform aimed at increasing non-oil revenues, for example.
The proposal to rationalize spending also clashes with the fragile social reality and the dependence of millions of Iraqis on government salaries amid a weak private sector and the expansion of the “parallel economy.” This situation places Iraq facing an imbalance with every barrel of oil sold, the continued depletion of financial reserves, the rise of public debt to 62%, and the decline of foreign investment to 0% of GDP.

It is a great honor for me to send you this letter, which demonstrates the strength and commitment of our trade relationship and the fact that the United States has agreed to continue working with Iraq, despite a large trade deficit with your great country. However, we have decided to move forward with you, but only through more balanced and equitable trade.
Therefore, we invite you to participate in the exceptional economy of the United States, the largest market in the world by far. We have had years of discussions about our trade relationship with Iraq, and we have concluded that we must move away from these long-standing and very persistent policies, which have caused a trade deficit through Iraq’s tariffs, non-tariff policies, and trade barriers.
Our relationship to date has, unfortunately, been far from reciprocal. Effective August 1, 2025, we will impose a 30% tariff on all Iraqi products shipped to the United States, separate from any other sectoral tariffs. Transshipped goods to avoid the higher tariff will also be subject to this tariff.
Please understand that the 30% rate is far less than what is needed to close our trade deficit with your country. As you know, if Iraq or companies within your country decide to build or manufacture products in the United States itself, there will be no tariffs. We will then do everything we can to expedite approvals quickly, professionally, and orderly—in just weeks.
If, for any reason, you decide to raise your tariffs, any increase you make will be added to the 30% rate we impose. Please understand that these tariffs are necessary to correct years of unfair policies that have created an unsustainable trade deficit against the United States. This deficit poses a significant threat to our economy and, indeed, our national security!
We look forward to working with you as a trading partner for many years to come. If you are willing to open your currently closed markets to the United States and eliminate your tariffs, non-tariff policies, and trade barriers, we will consider—perhaps—amending this letter. These tariffs could be adjusted up or down, depending on our relationship with your country. You will never be disappointed with the United States of America!

TRUMP’S TAX HITS IRAQ’S ECONOMY HARD… 3 URGENTLY NEEDED COURSES OF ACTION
International Economics Professor Nawar Al-Saadi explained on Wednesday that the tariffs imposed by US President Donald Trump on Iraq will have a compounding impact on the domestic economy. While he expected this move to be the beginning of a restructuring of the trade relationship between Washington and Baghdad, he called for swift action in three directions following this decision.
Al-Saadi told Shafaq News Agency, “The impact of this decision on the Iraqi domestic economy will be complex. On the one hand, the few Iraqi exporters who export their products to the US market will be harmed, even if the total quantities are limited. However, the most dangerous message here is that Iraq does not yet have a diverse or strong export base that allows it to negotiate or maneuver.”
He explained that “local production that can compete in foreign markets is still minimal, and Iraqi exports still rely on oil for more than 90% of the country’s exports. This means that any restrictions on non-oil exports, even if they are imposed by one party, reveal the weakness of the entire economic structure.”
On the international level, Al-Saadi pointed out that “the decision affects Iraq’s reputation in international markets, as the imposition of such fees is not only for purely commercial reasons, but is usually linked to political considerations or US assessments of Iraq’s commitment to trade standards, its regional role, or even its position on US sanctions against parties such as Iran or Russia.”
He added, “In other words, this step could be the beginning of a broader tightening or redrawing of the trade relationship between Washington and Baghdad within a broader political framework. Hence, the repercussions of the decision could extend to Iraq’s relations with other partners, both in the West and in the region.”
Accordingly, Al-Saadi believes that “Iraq needs to take swift action in three directions: first, through a direct diplomatic channel with Washington, to clarify the negative impacts of the decision and work to either exempt certain goods, reduce the percentage, or postpone implementation.”
The second approach, according to Al-Saadi, is “through diversifying trade partnerships and expanding the export base to alternative markets, such as China, India, Turkey, and even the Gulf states.” He explained that “this step requires reforming industrial policies and direct support for local products to qualify for export.”
The third approach is “through building a clear national trade policy based on protecting Iraq’s economic interests, working to reduce dependence on any international party, and activating bilateral and regional trade agreements, especially since Iraq currently suffers from the absence of an effective trade policy that reflects its interests in foreign negotiations.”
The international economics professor concluded his remarks by saying, “This decision should be an opportunity for Iraq to review its economic reality and understand that an economy dependent on oil alone cannot withstand international transformations or political tensions for long, and that building a diversified, productive economy is not a luxury but an urgent necessity.”
Earlier today, US President Donald Trump announced the imposition of 30% tariffs on Iraq, Algeria, and Libya.
According to Reuters, Trump issued a series of letters regarding the imposition of tariffs on six countries, including Algeria, Brunei, Iraq, Libya, Moldova, and the Philippines.
The letters call for imposing tariffs of 30% on Algeria, 25% on Brunei, 30% on Iraq, 30% on Libya, 25% on Moldova, and 25% on the Philippines.
