STATUS OF THE RV
WOW! It’s our first Newsletter of February 2025 already. Well, it appears no RV as of yet and January is long gone. But it’s not over until the fat lady sings….I was reading more of the recent comments on the blog. I have to once again reinforce to everyone that the issuance of the visually impaired three zero notes is not an issue. As an investor, this is not something you should worry about. Please go back and re-read my Newsletter in the Archives for the Newsletter dated January 21, 2025. The title of the article is “IRAQ ISSUES NEW BANKNOTES WITH INNOVATIVE SECURITY FEATURES FOR THE VISUALLY IMPAIRED.. PHOTOS”. What did I tell you then about these new notes? Please stop making up stories or speculating as to what they are and why these articles now. Just relax.
At that time weeks ago, I clearly stated what this article is all about. Yes, it is actually a good thing for our investment not a negative impact. Get it? Oh… but many of you don’t get it yet. But this brings me to yet another issue. Do you trust even what I tell you? Why do you desire to find ways to deny the facts? Are you listening to some of these so-called self-proclaimed intel guru idiots? I really don’t understand all the negativity in this regard. Why am I here on this blog if only a few want to listen to me? Again, please go back and read this Newsletter in the Archives. I will not repeat myself in these situations anymore. If you are too lazy to read the Newsletter that is not my fault. Everyone must learn to inform yourself and get educated. Then you have to remember what you know.
Iraq: What will change under the Trump Administration?
The fact that Trump is a businessman before being a politician gives him the advantage to see the great potential for American investment in Iraq. He is not in this for the kickbacks and corruption money, as in the Obama/Biden administrations. Just let the new Trump policies towards Iraq play out. The 2025 budget is not yet even opened and being played out.
Many seem to forget what I told you in the past. I said that the CBI told us that the month of January is the most opportune time to make a major revaluation of the currency. What does this mean? But most important is why did they tell us this? They told us this because it is the beginning of their fiscal year. But the CBI did not tell us this is the only time. Also, we can see that the 2025 budget is not yet opened and the spending began. So, if they needed a new rate the budget is “flexible” and can be adjusted. Get it? Oh… didn’t they tell us this too in an article, an article that I showed you in the past. Did you forget? Are you even reading the articles? Why not? Why do I post them if nobody reads them? Folks, I am not making this stuff up but you have to listen to me and stop all this guessing, hype and discourse. It does nothing for you. It is not going to change the situation.
Are you listening to the prophets? There is a “shifting” going on and things will not be the same in the near future. Can you feel it too? Iraq will finally get its independence again; I can assure you of this. But change is hard and as we know it is even harder when in the last 20 years the citizens have gotten used to the all the corruption as a way of life. Yes, trillions of dollars have been lost already due to the corruption. This is their words, not mine. But now it is ending in Iraq just as it is being cleaned up in the US too. Everyone needs to remember that if the corruption in the US is not cleaned up all this money will not be yours. The state will try to take if from you or prevent you from living the kind of life you want.

😊I first want to point out an interesting article titled “UN: IT’S TIME FOR ALL IRAQIS TO BENEFIT FROM THEIR COUNTRY’S WEALTH”. In the article the Special Representative of the Secretary-General of the United Nations in Iraq, Mohammed Al-Hassan, said on Friday “The message at the United Nations is a clear message: stability and security in Iraq”. Oh… did we read this right? Did he just say Iraq is stable and secure? Is this not what the CBI has told us they needed in order to conduct the Project to Delete the Zeros? So, is the CBI agreeing with the UN? So what is now holding up the in-country revaluation and the project?

😊 In articles this news period titled: “IRAQI PARLIAMENT APPROVES FIRST AMENDMENT TO GENERAL BUDGET LAW FOR 2023-2025”
😊 “AL-SUDANI CALLS ON KURDISTAN TO IMPLEMENT THE BUDGET LAW AMENDMENT IMMEDIATELY”,
“The government said on Sunday that the House of Representatives’ vote to amend the budget law according to the text approved by the Council of Ministers confirms the “political stability” and the state of understanding that characterizes this stage, and also reflects the high cooperation between the government and the House of Representatives, calling for action in accordance with it by Kurdistan and the Ministry of Oil. A Government spokesman Bassem Al-Awadi said that Prime Minister Mohammed Shia Al-Sudani “expresses his appreciation for the responsible and constructive step taken by the Council of Representatives, by approving the amendment to the Federal General Budget Law of the Republic of Iraq for the fiscal years 2023-2024-2025, Law (13 of 2023), in accordance with the text of the amendment received from the Council of Ministers.” So, to me this tells us the long-awaited amendment passed the parliament and is now law. However, as we will read also that a quorum was not obtained, yet the voted and passed the amendment anyhow. Will this be challenged by Kurdistan? When will they exposed this amendment to the public? Folks, again don’t get you hopes up that this event or any single event will exposed a new rate for the dinar. As I told you many times already the rate will NEVER be in the budget. The budget will however contain the budgeted price for a barrel of oil. This is all you are going to see, but they already told us this, didn’t they?
😊In another article titled “TO DISCUSS MILITARY AND STRATEGIC FILES.. A “HIGH-RANKING” AMERICAN OFFICIAL WILL VISIT BAGHDAD SOON”. An Iraqi government official reported on Monday that a high-ranking American official is about to visit Baghdad soon, and that preparations are underway for the visit, noting that the official will discuss the American presence in Iraq and the structuring of the relationship between the two countries. This is exactly what my CBI contact told me last week. Now we see it in an article. This is expected to take place this week. Let’s wait and see what happens out of this meeting. I will say it is not all about the RV. Read the title.
What is holding up the WTO accession?
😊In an article titled “ECONOMIST: THE IRAQI MARKET IS CENTRALIZED AND 40 INVESTMENT LAWS NEED TO BE REVIEWED AND AMENDED” we might be able to understand more clearly why the Iraqi WTO full accession announcement has not yet been given. Yes, its all about investment laws. The investment groundwork must be laid firmly in the Iraqi government for the WTO to make this announcement because, as we all should know, this will be the final incentive for investors to flock into Iraq and invest in the dinar. But didn’t we hear that Iraq met all qualifications to re-join? Yes, we did and we read the article on this news. But we also read that there were some “investment” laws that needed to be updated, as requested by the WTO. I quote from the article titled “ECONOMIST: THE IRAQI MARKET IS CENTRALIZED AND 40 INVESTMENT LAWS NEED TO BE REVIEWED AND AMENDED” – “the investment climate in Iraq requires several factors, including the political factor and the conflict between the blocs, in addition to the investment laws that need to be reviewed, as their number has reached about 40 laws.” Could this be what is holding up the announcement or is there another plan underway…just asking….?
What took so long to get the 2025 budget amendment passed?
In the rest of the news for today we read a multiple of articles about Kurdistan smuggling oil and Baghdad is paying the price. See the articles concerning this issue titled:
😊 PARLIAMENTARY FINANCE COMMITTEE “EXPLODES A SURPRISE” REGARDING THE COST OF EXTRACTING OIL FROM THE KURDISTAN REGION”
😊 “KURDISTAN SMUGGLES OIL AND BAGHDAD PAYS THE PRICE.. WHEN WILL THE UNFAIR EQUATION END?”
Kurdistan also shut off the oil shipments costing Iraq billions in revenues. Many economists told the public the economy was about to crash. Really? How irresponsible and this was all just FAKE news. But as investors we must try to understand what keeps happening in Iraq over this oil and the Kurds. What claims do the make to justify shutting off the oil again? How can Baghdad end this issue once and for all? We all know the answer. It is the Oil and Gas law and so you can see why this referendum as required by the new Iraqi constitution is so hard to get passed and is so desperately needed. In fact, it was the real culprit for all this confusing of the Kurds and the oil sales. It even held up the 2025 budget and its amendments until now. The Kurds use the oil sales/revenues as leverage to get what they need for Kurdistan. This will never change unless they pass the Oil and Gas Law.
☹ Next I want to bring to your attention a very discerning article. It is titled “ECONOMIST: WASHINGTON’S POLICIES TOWARDS IRAQ PREVENTED THE REVIVAL OF ITS FINANCIAL RESOURCES” Many of my readers doubt what I say and think that the actions of the US are all in support of Iraq in the past. Again I am telling you this has NOT BEEN THE CASE. I even going to show you evidence of this statement today from an article in the news in Iraq. Please take few minutes and go read it in its entirety. So what is holding up the RV? Could it be and Obama/Biden administration era foreign policies towards Iraq? Will Trump change these policies?
“Economic expert Rashid Al-Hamdani confirmed on Saturday that the United States, since its occupation of Iraq in 2003 until now, has been following an economic policy that has transformed the economic recovery and made its fate linked to the financial policy of the US Federal Reserve through its dominance over oil sales resources and preventing the entry of major international companies to establish projects that develop and stimulate its economy.”
He added, “The obstacles placed by the US administration in preventing Iraq from developing its economic and financial activity”, and “ The United States of America continues to dominate Iraq through political, security and economic agreements that Washington”. Enough said….
All I can say now is “I told you so”. Please don’t tell me the CBI is independent in making the RV decision. This is ridiculous and those making this claim are ignorant, irresponsible and have not been following Iraqi politics. Will Trump change this Obama/Biden era foreign policies towards Iraq? This is the only way and I mean ONLY way we will see the RV in short order. Yes, I know it’s a pity what the US is doing to Iraq. The abuse is appalling. Each time Al-Sudani tries to dig his way out the mud, the US finds new ways to entrench Iraq. When will it end?

Having reviewed all this news for today, I need to conclude with last Wednesday’s 01/29 conversation with my CBI contact:
I will tell you what I was told. You may or may not like it but it is what it is. My contact told me that there is a “reset” underway. She was definite to define what “reset” meant. As I progress through this conversation you will see more of what she meant.
The reset can’t be stopped, she said. It began when president Trump first took office in 2017 but was slowed down due to the election fraud and the “soft” coupe against the government of the United States. The reset process t now continues but at an accelerated pace during Trump’s second term as president. She firmly believes this RV will not happen until the U.S. Treasury approves it to let it go.
She is still on the committee to coordinate the Project to Delete the Zeros, however has been given another assignment in the meantime. She explained the reset is NOT just about ending corruption but to have the end result to reset the financial and the economic basis in many countries, especially the US and the UK. Oh…now I can see why the U.S. and Great Britian all of a sudden are making aggressive moves to invest in projects in Iraq. It all made sense to me now. It will make more sense to you too as you read on and continue….
This procedure of reset would mean restructuring the financial system in the US much like they did in Iraq. She told me as we can already see the progress is underway and will continue. At some point they will turn on the Iraqi dinar and use it to infuse investment capital into the U.S. system. First, however other goals of the Trump administration must coincide as part of the reset process. These goals are to cut expenses, eliminate wasteful and corrupt spending. They must balance the budget. Then they are going to go after the taxes and find alternative ways to fund the governments and take the burden off of the average citizens. The US is also going to pay down the debt but she was uncertain how this would happen. I mentioned Elon Musk and she said many Iraqis follow the US news media and so she knew all about him.
This was interesting as I can already see the undertones of all of these efforts now underway in the US. When the US is ready, this infusion of money will go to the citizens and not borrowed the money from the Feds (the banking cartel). It is the citizens, through the legitimate banking system, who will finance these large-scale projects. I can only imagine the government plans to have some sort of programs at the banks in this regard for us investors to take part in. We will see what is offered.
Also, a very important part of the conversation is that she emphasized with me is that this investment money is also meant to help Iraq, as much of this investment money will recycle back into Iraq as investment money. She does not now know at what point the US has to reach to reach. One point I do want to make is I can already see a change from the stagnate Obama/Biden era policies of corruption on Iraq. At least know we have some more positive news, I thought. She then told me she would keep me informed of the latest news as this process is taking place. I was actually amazed at this plan but not shocked. I did see something like this coming. It is actually a brilliant plan.

UN: IT’S TIME FOR ALL IRAQIS TO BENEFIT FROM THEIR COUNTRY’S WEALTH
The Special Representative of the Secretary-General of the United Nations in Iraq, Mohammed Al-Hassan, said on Friday that Iraq is approaching an important constitutional entitlement, which is the elections, expressing his confidence in the ability of the Iraqi people to exercise their constitutional right peacefully and responsibly, stressing that the time has come for all citizens of the country, regardless of their affiliations, to enjoy its benefits, far from sectarian and exclusionary projects.
The message at the United Nations is a clear message: stability and security in Iraq.
Iraq is for everyone and it is a homeland that embraces everyone.
The soil of Iraq rejects sectarian, factional and exclusionary projects.
We at the United Nations believe that such sectarian and factional projects have no future in this country. We have confidence in the awareness of the Iraqi citizen and his ability to distinguish between the good and the bad.
Today, the Iraqi citizen is yearning for more careful leaders, leaders whose concern is not to market political projects as much as it is to present projects that improve the living conditions of Iraqis in all governorates. Projects that provide security and a decent life for all Iraqis. The education, transportation, roads, health, electricity and other sectors need development.
The Iraqi citizen is looking forward to seeing tangible efforts in various sectors.

AL-SUDANI CALLS ON KURDISTAN TO IMPLEMENT THE BUDGET LAW AMENDMENT IMMEDIATELY
The government said on Sunday that the House of Representatives’ vote to amend the budget law according to the text approved by the Council of Ministers confirms the “political stability” and the state of understanding that characterizes this stage, and also reflects the high cooperation between the government and the House of Representatives, calling for action in accordance with it by Kurdistan and the Ministry of Oil.
Government spokesman Bassem Al-Awadi said that Prime Minister Mohammed Shia Al-Sudani “expresses his appreciation for the responsible and constructive step taken by the Council of Representatives, by approving the amendment to the Federal General Budget Law of the Republic of Iraq for the fiscal years 2023-2024-2025, Law (13 of 2023), in accordance with the text of the amendment received from the Council of Ministers.”
Al-Awadi added, “On this occasion, Al-Sudani extends his thanks to the Speaker of the House of Representatives, the First Deputy Chairman of today’s session, the Second Deputy Chairman, and the heads of the parliamentary blocs, for their understanding and support of the government’s vision, which has continued to implement its program according to the priorities previously approved by the people’s representatives, which meet the aspirations of our Iraqi people in all parts of our country.”
He continued, “Voting on the amendment according to the text approved by the Council of Ministers confirms the political stability and the state of understanding that characterizes this stage, and also reflects the high cooperation between the government and the House of Representatives to continue working together, in order to continue the momentum of the wheel of development, reconstruction and reform, which has started and will not stop, God willing, as the government continues to work to confront problems and challenges with a sense of responsibility and based on the supreme interests of Iraq.”
According to Al-Awadi, Al-Sudani called on both the Kurdistan Regional Government of Iraq, with its specialized institutions, and the Federal Ministry of Oil, to “immediately begin and work on this amendment, in order to optimally invest our natural resources, especially oil wealth, and let this wealth be a factor in supporting stability, and a motive for further implementation of plans and programs that meet the needs of our people.”

FOREIGN MINISTER: WE ARE HOLDING TALKS WITH AMERICA REGARDING THE PRESENCE OF ITS FORCES IN IRAQ AND WE ARE CONSIDERING VISITING DAMASCUS
Foreign Minister Fuad Hussein announced that Iraq needs international support to confront the threats of ISIS.
Hussein said in a press statement: “The presence of about 10-12 thousand ISIS elements in SDF prisons poses a threat to Iraq.” He pointed out that “discussions are underway with the United States regarding its presence in Iraq and the development of bilateral relations.”
He added, “There is no official visit by the Iraqi Foreign Minister to Syria at the moment, but it is under consideration.” He pointed out that “Iraqi-Turkish talks focus on the situation in Syria and the threats of ISIS.”

TRUMP UNDERSTANDS THAT THE US NEEDS VENEZUELAN OIL
The US Gulf Coast heavily relies on Venezuelan crude, with imports hitting a six-year high. While Trump has left room for maneuvering on Venezuela, he is unlikely to cut off imports entirely. Disruptions to this supply would force refiners to seek lower-quality alternatives, threatening energy stability.
Venezuela has the largest proven oil reserves on Earth, but its energy prowess is as much about quality as quantity. Refineries on the US Gulf Coast process Venezuelan crude by the hundreds of thousands of barrels per day. Volumes hit a six-year high in December, according to Kpler, reaching approximately 300 kbd – a 150 kbd year-on-year increase.
The Gulf Coast, or PADD 3, is crucial to the United States’ energy supremacy. If flows of Venezuelan crude to the region were disrupted, refiners like Chevron and Valero would have to shift to lower-quality, less reliable suppliers—an undesirable prospect.
Indeed, production in Mexico remains lackluster, while the erection of trade barriers in North America would curtail Canadian imports. Confirming the point, Kpler predicts that the Gulf would face severe shortages if Venezuelan crude imports fell by 200 kbd this year. These metrics support the case for a US-Venezuela détente.
While relations between President Nicolás Maduro and the Republican Party have historically been strained, each side is ultimately motivated by the economic necessity of the northward flow of Venezuelan crude. The inauguration and spate of Executive Orders that followed have consumed the US media cycle, but the prospects of détente have not been completely dimmed. President Trump certainly gave himself plenty of room to push back against the hawks in his party when he quipped that his administration would “probably” halt the import of Venezuelan crude.
As with prospective tariffs on the United States’ trade partners near and far, the new President is not allowing himself to be hemmed in by precise policy prescriptions. Trump’s mission objective, as often stated, is a new golden age; he knows disrupting America’s energy ecosystem would be prohibitive.
The administration is also cautious of any association with former President Biden’s failed Latin America policy. Biden was credited for freezing sanctions on Venezuela’s energy sector in October 2023 under the Barbados Agreement, only to reimpose them in April of last year, succumbing to proponents of regime change. With Maduro as powerful as ever, this proved an illusion.
Imports from Venezuela have at least continued under special license agreements secured by majors like Chevron, but the South American nation’s extraordinary potential remains untapped. President Trump is said to fully recognize this potential. Ever interested in confounding elite expectations with a grand bargain, he will surely be tempted to lock in crucial supplies to the Gulf.
The alternative—a halt on Venezuelan imports—would be a blow to US economic stability and the broader well-being of the Western Hemisphere. Cast out, Maduro would have every incentive to further deepen his ties with the United States’ antagonists.
Cheap Venezuelan crude would bolster the economic performance of BRICS, the non-aligned bloc. And if Venezuela could no longer import refined products from the United States, then it too would turn to new suppliers.
Iran, a leading producer of condensates, would be more than willing.
Such an outcome would surely be viewed by Trump and those in his circle as an unacceptable violation of the Monroe Doctrine, which demands that outside powers must not interfere in the Western Hemisphere.
Trump’s recent statements on the sovereign status of Greenland and the management of the Panama Canal are very much in line with this standpoint.
As such, the new President will be wary of hamstringing the US energy industry to the benefit of Russia, China, and Iran, regardless of anti-Venezuelan sentiment in his cabinet.
Re-engagement with Venezuela based on mutually beneficial trade terms—specifically, the exchange of much-needed crude oil for much-needed US dollars—is surely the best path forward.

ECONOMIST: THE IRAQI MARKET IS CENTRALIZED AND 40 INVESTMENT LAWS NEED TO BE REVIEWED AND AMENDED
Economic expert Abdul Rahman Al Mashhadani confirmed today, Friday, that the problem facing foreign investors in Iraq is not limited to the security and political situation only, but rather it is a complex problem.
Al-Mashhadani added to Al-Furat News Agency that “talking about attracting investments is not limited to a specific region, but rather depends on the general situation in the country.”
He explained that “the investment climate in Iraq requires several factors, including the political factor and the conflict between the blocs, in addition to the investment laws that need to be reviewed, as their number has reached about 40 laws.”
He pointed out that “there are paragraphs in these laws related to the economy in general.” Al-Mashhadani pointed out that “the Iraqi government is moving towards a capitalist economy and following a market economy according to the principle of supply and demand, which means that the government cannot interfere in all economic details.”
He pointed out that “the current laws were enacted a long time ago, and are not compatible with the nature of the current stage.”

The United States of America continues to dominate Iraq through political, security and economic agreements that Washington sets out according to what primarily serves its interests. The American administration has sought to circumvent political agreements in order to block the path of parties trying to rid the country of their control over Iraqi oil sales money.

KURDISTAN SMUGGLES OIL AND BAGHDAD PAYS THE PRICE.. WHEN WILL THE UNFAIR EQUATION END?
In a scene that reflects a deep imbalance in the relationship between Baghdad and the Kurdistan Region, oil smuggling from the region abroad continues at a time when the United States is demanding that the Iraqi government pay $5 billion in compensation for the work of its companies in Kurdistan.
The equation seems clear: the region is smuggling oil secretly and making financial gains, while Baghdad bears the financial and legal burdens. So how long will this economic bleeding continue? Does the region need a political and security awakening to put things back on track?
Kurdistan and oil smuggling: who wins and who loses?
Smuggling is taking place via the Turkish Kurdistan-Ceyhan pipeline, away from Baghdad’s supervision, using intermediary companies that hide the true source of the oil and sell it on international markets.
Beneficiaries of smuggling
The first and last beneficiary is the Kurdistan Regional Government, which receives direct revenues without returning to the Iraqi treasury, followed by foreign oil companies, most of which are American, operating in the region and reaping huge profits despite legal disputes, in addition to countries and smuggling networks that benefit from the difference between the official price and the price on the black market.
Baghdad is the most affected
A- Huge financial losses: Iraq’s losses due to oil smuggling are estimated at billions of dollars annually.
B- Budget deficit: Baghdad is forced to compensate for the lost revenues from oil smuggling .
C- Legal and international pressure: Washington is pressuring the Iraqi government to pay compensation to American companies operating in Kurdistan, even though these companies operate outside the legal framework of the central government.
D- The United States is demanding that Iraq pay $5 billion in compensation to its companies operating in the region.
At the same time, Washington has not exerted any serious pressure on Erbil to stop illegally exporting oil, which raises a legitimate question: Why does Washington support the entrenchment of the oil and economic division between Baghdad and Erbil?
As the Kurdistan Region continues to reap profits from Iraq’s wealth, while Baghdad bears the legal and financial costs, this unfair situation forces the Iraqi government to make decisive decisions to end this crisis. Are we witnessing the end of the era of smuggled oil, or will politics continue to control the economy?

PARLIAMENTARY FINANCE: 4 BILLION OWED BY THE REGION HAVE NOT BEEN TRANSFERRED TO BAGHDAD
Member of the Parliamentary Finance Committee, Mohammed Nouri, revealed today, Saturday, that the Kurdistan Region has not fully delivered oil and non-oil revenues to the federal government, indicating that there are violations related to the failure to transfer the due amounts.
Nouri explained in a statement to / Al-Maalouma / agency, that “the region has not fully delivered any revenues to the federal government,” justifying this “by the lack of salaries, which is incorrect, as salaries are delivered monthly from the federal government to the region regularly.”
He added that “there are large non-oil revenues, exceeding four billion, that have not been transferred to the federal government, in addition to the existence of unofficial oil export operations, carried out through smuggling and illegal outlets such as deserts and ports.” ”
He stressed that “these violations require immediate action by the federal government to ensure the implementation of laws and address violations that affect financial justice between the governorates.”
It is noteworthy that the regional government is demanding the payment of employees’ salaries without fulfilling its financial obligations from oil revenues and border outlets.

PARLIAMENTARY FINANCE COMMITTEE “EXPLODES A SURPRISE” REGARDING THE COST OF EXTRACTING OIL FROM THE KURDISTAN REGION
The Finance Committee of the Iraqi Council of Representatives said on Sunday that the vote on amending the general budget law is related to the proposal sent by the federal government to the council. While it explained that the cost of extracting oil is $16 and is not fixed, but may reach $22, it confirmed that stopping the export of the region’s oil led to the federal government losing more than $14 billion.
Committee member, Ikhlas al-Dulaimi, told Shafaq News Agency, “The House of Representatives voted today to amend the general budget law, and the vote was on the proposal sent by the government to the House.”
Al-Dulaimi explained that “the cost of extracting oil in the Kurdistan Region, according to the amendment, is $16 per barrel, and the cost is not fixed, as there will be a consulting company that will determine the actual cost of extracting oil, and it may reach $22 per barrel, and according to this cost, the federal government will be obligated to pay it to the Kurdistan Region.”
She explained that, “according to the budget amendment, the region’s oil will be delivered to SOMO, which will be responsible for selling the oil abroad,” noting that “the halt in oil exports was not due to the region, but rather it was due to the federal Ministry of Oil filing a lawsuit against the Ministry of Oil in the region, which caused the halt in oil exports, and this led to the federal government losing more than 14 billion dollars.”

(Kurdistan has always wanted a bigger % of the oil proceeds as the % now allocated is not enough. The cost of extraction varies by oil well and this has been the reason all along why the Kurds are illegally selling their oil outside of the pumped metered system. This can easily be remedied but Baghdad has to take the time to listen and then take actions to reason with the Kurds on this matter. They are going to work it out as the budget amendments have been passed.)

The Iraqi Parliament voted, on Sunday, on the draft law of the first amendment to the Federal General Budget Law of the Republic of Iraq for the fiscal years (2023 – 2024 – 2025) No. (13) of 2023.
For his part, independent MP Ahmed Majeed announced in a statement to Shafaq News Agency that members of the House of Representatives from the central and southern governorates boycotted the parliament session held today, considering that voting on the budget is “a violation of the law and the internal regulations of the council due to the lack of a legal quorum.”
Majeed explained that “the number of representatives present does not exceed 140 representatives, which means that the quorum is not achieved,” stressing that they doubt the legitimacy of the session.
He added: “We will file an appeal with the Federal Court against the House of Representatives for violating the law and proceeding with the vote on amending the budget law.”
The Iraqi Council of Representatives held its fourth session of the first legislative term of the fourth legislative year a short while ago, headed by the First Deputy Speaker of the Council, Mohsen Al-Mandalawi, with the attendance of 176 representatives, and the boycott of about 50 representatives.
A parliamentary source told Shafaq News Agency, “The representatives of the Central and Southern Front boycotted the session in protest against the amendment of the budget law. The number of representatives of the Front is about 50 representatives, most of whom are independents.” conference held in the parliament building with the participation of the representatives and attended by a Shafaq News Agency correspondent, “We are a group of representatives from the central and southern governorates who boycotted the parliament session on Sunday because of the paragraph amending the budget law.”
Al-Maliki added, “We requested that there be a joint administration with the regional government, and that companies be obligated to review contracts, and that other articles be reviewed, including Article 14 of the budget law, in addition to other articles and the deficit in the budget law.”
He stressed, “Our demands relate to implementing the rights of the central and southern governorates and financing the government contracting expenses of companies contracting with local governments.”
Parliament Speaker Mahmoud Al-Mashhadani, who is currently visiting the Iranian capital Tehran, announced before his departure that Parliament will approve today, Sunday, amending the general budget in accordance with the text sent by the Council of Ministers.
Earlier today, the Coordination Framework, which brings together Shiite political forces, revealed the existence of a political agreement to pass the amendment to the budget law during the session of the Iraqi parliament scheduled to be held today.
The representative of the framework, Mohammed Radhi, told Shafaq News Agency, “There is a political agreement to pass the amendment to the budget law during today’s session, as the text of the amendment was mentioned by the Iraqi government. There is a political and parliamentary will and desire to support the government’s steps to resolve the differences with the region.”
Radi added, “The agreement to pass the amendment to the budget law came in order to push the government to expedite sending the 2025 budget schedules, as no one wants to disrupt this budget, to prevent obstructing the construction and reconstruction process, and launching many strategic and important projects during this year.”
The Finance Committee of the Iraqi Council of Representatives announced yesterday, Saturday, that the Council of Representatives will vote in today’s session, Sunday, on the government’s proposal to amend Article 12 of the General Budget Law.
The draft amendment to Article 12 of the Budget Law includes two paragraphs, the first of which relates to the costs of producing and transporting the Kurdistan Region’s oil after determining the actual estimated costs through the advisory body.”
As for the second paragraph, it stipulates that if the federal and regional governments do not agree on the costs of production and transportation, the Ministry of Oil shall choose a party to determine those costs, and as a result the cost of extracting oil from the oil fields in the region shall be calculated.
In June 2023, the Iraqi Parliament voted on the draft general budget law for the fiscal years (2023, 2024, 2025).

TO DISCUSS MILITARY AND STRATEGIC FILES.. A “HIGH-RANKING” AMERICAN OFFICIAL WILL VISIT BAGHDAD SOON
An Iraqi government official reported on Monday that a high-ranking American official is about to visit Baghdad soon, and that preparations are underway for the visit, noting that the official will discuss the American presence in Iraq and the structuring of the relationship between the two countries.
(This is exactly what my CBI contact told me last week. Now we see it in an article)
The official told Shafaq News Agency, “Special preparations are now underway for a visit by a high-ranking American official to Baghdad in the coming period.”
The official pointed out that “the file of the American presence in Iraq will be discussed in parallel with adjusting the rhythms of the region, in line with the recent changes in Syria, Lebanon and Gaza.”
He said, “The American official will discuss the mechanism for restructuring the relationship between the United States of America, in addition to understandings in the areas of security and defense, along with files related to the US Federal Reserve.”
It is noteworthy that Baghdad and Washington announced months ago an agreement stipulating the withdrawal of the US-led international coalition forces by September 2025.
(Yes, did you read the above paragraph. What did it say? It said and I quote- “The American official will discuss the mechanism for restructuring the relationship between the United States of America”. The US needs to get out of this stagnation of the Obama/Biden administration era policies towards Iraq. Will it be any better under Trump? How can it get worst?)
The Washington Post quoted an Iraqi official as saying that he expected Iraq to request an extension of the stay of US forces, in light of the recent developments in the region following the fall of the Assad regime in Syria.
Since mid-October 2023, armed factions began targeting American bases in Iraq, coinciding with the Gaza War, as the factions announced that their targeting of American forces was in response to American support for Israel.
The previous escalation between the armed factions and America witnessed military responses from Washington, the latest of which was the bombing of the city of Al-Qaim, adjacent to the Syrian border. The US Central Command confirmed at the time that its forces launched air strikes in Iraq and Syria targeting sites of the Quds Force of the Iranian Revolutionary Guard Corps and its affiliated faction groups. The command said that the US military forces struck more than 85 targets with many aircraft, including long-range bombers, launched from the United States.
The American responses to the targeting of the armed factions also included assassinations of leaders of those factions in the center of the capital, Baghdad, using guided and accurate missiles.
